A promising notice reaches sales, but no one downloads the documents or checks eligibility before the question deadline. Use a portfolio of interpretable search profiles

Create profiles around distinct hypotheses. A capability profile uses service and technology language. A problem profile uses the buyer’s operational need. An outcome profile captures desired change. A classification profile uses structured procurement codes with understood breadth. Buyer profiles follow authorities or programmes likely to procure the work. Adjacency profiles explore neighboring categories where the offer can credibly apply. Keep profiles narrow enough that the team can explain why an item matched and which change caused precision or recall to move.

Build a multilingual concept map rather than translating a keyword list word for word. Include procurement-specific variants, abbreviations, compound terms, sector language, exclusions and combinations. Precision measures how much review is useful; recall can only be estimated from a reference set of relevant opportunities. Do not optimize on clicks or alert count. Convert publications into procedures, then read the documents

A publication is not always a new opportunity. Use those fields to connect prior information, competition, correction, cancellation and award records. Preserve language variants as representations of the same notice where appropriate. Keep lots distinct when their scope or conditions differ. Deduplication should merge evidence about one procedure, not erase meaningful procurement structure.

The notice provides discovery metadata; the complete available tender documents drive the qualification decision. Retrieve specifications, eligibility forms, evaluation rules, price schedules, draft contract, annexes and submission instructions. Confirm hard gates first, then assess strategic fit, delivery, evidence, commercial exposure, capacity and win path. A relevance score may order the review queue, but it must not silently decide pursuit. Record pursue, watch, partner-gated or stop with source-backed reasons, missing documents and the next buyer-controlled date.

Learn from reviewed errors and procedure outcomes

Classify false positives instead of deleting them. The source may have used a broad code, a keyword may describe the buyer rather than the contract, an exclusion may be missing or the opportunity may be adjacent but outside delivery capacity. Each reason suggests a different change. Review a sample of true negatives before tightening logic, because exclusions that improve precision can destroy recall. Changes should be versioned, applied to a labelled set and compared with the previous result before release.

Missed-opportunity analysis needs an external reference. Review known competitor awards, target-authority awards, opportunities found by sales and strategically relevant procedures discovered late.
