How to use the result

A strong opportunity score cannot cure a failed mandatory gate

Public tenders contain conditions that determine whether an offer may participate, remain admissible or be evaluated. A team can have an excellent solution and still be excluded for an unmet participation condition, missing declaration, prohibited delivery model, late submission or invalid form. For that reason, the evaluator treats package review, mandatory eligibility and submission authority as gates rather than ordinary weighted factors.

An unknown gate is not the same as a pass. It means the decision is held until the relevant evidence is found in the full documents or confirmed through the permitted clarification process. A notice or portal summary supports discovery but may omit annexes, contract terms and instructions that change the decision. Record the exact source, owner and deadline for closing every unknown instead of converting uncertainty into an optimistic score.

Score the ability to submit a competitive, deliverable offer

The weighted dimensions test different parts of the opportunity: fit with the requested scope, strength of required evidence, delivery capacity, potential advantage under the published evaluation method, commercial attractiveness, contract exposure and submission readiness. The score is not a probability of winning. It is a common language for comparing the evidence behind a commitment.

Use the scale consistently. A low value means the team has material gaps or weak proof. A middle value means the requirement appears manageable but needs named work or confirmation. A high value requires current, tender-specific evidence, not confidence in the company generally. Add a short rationale and source outside the tool for each rating. If stakeholders disagree, preserve the range and identify the fact that would resolve it.

  • Evidence strength asks whether required references, people and documents can be proven.
  • Capacity asks whether named resources can deliver during the required period.
  • Evaluation position asks where the offer can earn points under the stated method.

A conditional decision is a work program, not a softer yes

A provisional go means the gates are confirmed and the weighted evidence supports committing bid cost, subject to the organization’s approval process. Conditional means specific gaps must close by a named date. Hold means a gate remains unknown or submission control is not ready. No-bid means a failed gate or a weak opportunity makes further response effort unjustified unless the underlying facts materially change.

Translate the result into actions. The weakest scored dimensions might require a reference check, resource reservation, price model, contract review or clarification. Gate actions take precedence over polishing narrative. Set a decision refresh when new documents, buyer answers, partner facts or internal availability arrive. The team should know who can change the verdict and which evidence is sufficient.

Preserve the decision so qualification improves over time

A useful decision record identifies the tender and lot, document version, decision date, participants, gates, score rationales, commercial assumptions, known risks and approval. It also records what was deliberately not verified yet. This protects the proposal team from repeatedly reopening settled questions and makes a later change traceable to new evidence rather than internal momentum.

After award or loss, compare the decision with what happened. Did an unknown become a late blocker? Was an assumed evaluation advantage recognized? Did delivery capacity change? Did the team spend more than expected? These outcomes improve future qualification only when they return to the criteria and evidence standard. Do not lower gates to make more opportunities look attractive. Improve discovery, evidence readiness and earlier decisions.

  • Name the approver and the authority behind the final decision.
  • Preserve dissent and unresolved facts when they are material.
  • Track bid cost and outcome against the original rationale.

What is a tender bid or no-bid decision?

It is an authorized decision to commit or withhold response effort after reviewing mandatory participation and submission gates, strategic fit, evidence, capacity, evaluation position, commercial value and contract risk. It should use the complete procurement documents and a traceable rationale.

Can a high weighted score override missing eligibility?

No. A mandatory condition is not a preference to average against other strengths. If eligibility is failed, the result is no-bid unless the documents permit a valid remedy and it is completed. If eligibility is unknown, hold the commitment and close the evidence gap before relying on the score.

Should a tender notice be enough for the assessment?

No. A notice helps identify the opportunity, but annexes, specifications, declarations, evaluation rules, contract terms and submission instructions can change eligibility, effort and risk. Use the notice for early triage and refresh the assessment from the complete available package.

What score means a company should bid?

No universal number can make the decision. The tool uses score bands to structure discussion after gates are confirmed. Your organization should calibrate weights and thresholds against strategy, risk tolerance, bid cost and outcomes, while preserving mandatory conditions as non-negotiable gates.
