A requirement_ambiguity_record is the durable, versioned account of one buyer statement whose practical meaning cannot yet be applied safely. It preserves the exact wording and source, the missing distinction, the evidence search boundary, plausible interpretations, consequences for the offer, decision authority, current state and reopening trigger. An approved provisional interpretation is a bidder-controlled working basis, not a claim about buyer intent. The record releases drafting only for a stated purpose and scope. It does not resolve conflicts between two instructions, decide the force of modal words, write a clarification question or convert buyer silence into agreement.

A regional transport authority asks bidders to provide “adequate on-site cover throughout the service period” for station maintenance. The pack defines a two-hour response target but does not say whether on-site means resident at every station, present somewhere in the operating region, or deployable within the target. One writer promises a permanently staffed team at each location. Operations assumes a mobile rota. Finance prices neither interpretation consistently. The phrase is visible to everyone, yet the bid has already created three incompatible meanings and one expensive commitment that the buyer never stated.

Do not answer an unclear requirement by making the prose sound certain. First prove that the uncertainty remains after a bounded source search. Preserve the buyer's expression, describe exactly which decision it does not determine, and compare only interpretations that have textual support. Choose the next path according to consequence and authority: resolve from the pack, ask through the approved process, prepare reversible work while clarification is pending, use a disclosed and approved provisional basis where permitted, or stop the affected work. Keep the accepted facts and rationale in the pursuit context; keep owner, priority, next action, date and blocker in triage.

Prove the ambiguity before trying to solve it

Teams often call a requirement ambiguous when the real problem is incomplete review. The definition may sit in a glossary, a lot schedule may narrow the geography, a pricing note may supply the unit, or an issued clarification may define the trigger. Begin with one exact proposition, not a general complaint about the pack. Preserve the native wording, punctuation, table structure and any defined term. Add the document identifier, version, section, visible page or cell and a representation-bound selector. If the source is an authorized portal field, record what was actually visible and when.

Declare the source boundary before concluding that meaning is absent. List the notice, instructions, specification, contract schedules, forms, amendments, clarifications and permitted portal views examined. Mark missing, unreadable and access-controlled objects explicitly. A result of source_boundary_incomplete means “we cannot yet know,” not “the buyer left this undefined.” Cross-reference gaps go to the traversal control; competing instructions go to the conflict control; isolated modal wording goes to the modal-term control.

Once the evidence boundary is adequate, name the missing distinction in a neutral sentence. “Adequate on-site cover” might leave quantity, location, hours, trigger and relationship to the two-hour response target unresolved. Those are different uncertainties. Split them if they can lead to different owners or decisions. Do not ask “what does adequate mean?” when the operational question is whether one resident technician is required at every station during all service hours.

Make the ambiguity record usable by the next reviewer

The record needs enough structure for a person or agent to reproduce the decision. Give the proposition and each interpretation stable identifiers. Preserve source facts separately from working analysis. For every candidate, capture supporting passage, contrary passage, required inference, affected bid object and consequence if wrong. A similarity search result or industry example may nominate a reading, but it is contextual material unless the current procurement incorporates it.

Keep durable context and current triage paired but distinct. The pursuit context retains the buyer wording, evidence inventory, accepted interpretation, rejected alternatives, rationale, decision history and later clarification. Triage holds current owner, priority, next action, next-action date, blocker and review status. Changing an urgent date must not alter what the pack said; accepting a new interpretation must not erase who still needs to act.

Use explicit states rather than a percentage that mixes different questions. Useful states include source_search_incomplete, ambiguity_confirmed, clarification_required, clarification_pending, provisional_basis_approved, resolved_by_source, resolved_by_buyer, response_not_releasable, authority_missing and superseded. Confidence may describe extraction quality. It does not turn an interpretation into permission.

Compare interpretations by evidence and consequence

A candidate interpretation should be a complete, testable proposition. “Mobile cover” is too vague. “One technician may serve several named stations if the published two-hour response target remains achievable” states the actor, scope and condition. Record which words and related clauses support it, which passages weaken it and what remains inferred. Do the same for every materially live alternative, including the uncomfortable one.

Then map consequences without collapsing them into a single risk score. A resident-staff reading may change headcount, facilities, safety controls, labor assumptions, transition time and price. A regional-rota reading may change route design, response evidence and peak-event resilience. A hybrid reading may require an undisclosed trigger. Each consequence needs an owner who can verify fact and authority, not a writer who merely prefers the smoothest answer.

Do not assign false probabilities to buyer intent. Relative evidential support can be described as direct, indirect, contradicted or absent. The decision is whether the team has a permitted basis for its next action, not whether an algorithm estimates a 63 percent chance of one interpretation. Record disagreement as disagreement and preserve the decisive missing fact.

Choose a resolution path before choosing words

Use a decision ladder. First, resolve the distinction from an authoritative passage if one exists and record why it applies. Second, where the issue is material and the official question window remains open, route it for a strategy-safe clarification. Third, while awaiting an answer, permit only reversible work or explicitly separated branches. Fourth, if the procedure permits and the accountable reviewers approve, release a provisional basis with a visible boundary. If none of those paths prevents an unsupported commitment, return response_not_releasable for the affected scope.

An apparently cautious basis is not automatically safe. Pricing the most expensive reading may avoid under-costing yet still promise an unnecessary operating model. Offering every alternative may breach the requested format or make the offer indeterminate. A qualification may be prohibited or evaluated adversely. Silence may be mistaken for buyer agreement. The record must identify the procedure-specific permission on which the chosen treatment depends.

Time affects the path but not the evidence. Record the clarification deadline, expected publication route, internal approval cut-off and last reversible moment separately. If the question deadline has passed, do not backdate a source search or quietly lower the approval standard. Escalate the narrower decision and let the pursuit authority decide whether the remaining uncertainty is tolerable.

  • Clarification required: hand a bounded issue to the authorized question workflow.
  • Clarification pending: keep dependent outputs reversible and monitor the official channel.
  • Provisional basis approved: declare purpose, scope, allowed claims, approver and expiry.
  • Response not releasable: block the smallest affected object and state the decision needed.

Give the writer a response contract, not a vague warning

The writer needs an executable boundary. State the accepted proposition, facts that may be asserted, commitment that may be offered, assumption or uncertainty that must be disclosed, terms that must not be used and evidence required before release. Name every affected question, schedule, pricing cell, implementation plan and contract comment. Link material claims to the claim-level traceability record so editorial polishing cannot strengthen them accidentally.

Do not substitute empty assurance. Phrases such as “we fully understand,” “as required” or “our flexible approach will adapt” can conceal the unresolved decision. A good answer either commits within an approved interpretation or clearly uses a procedure-permitted conditional treatment. It does not describe internal uncertainty at length, but the internal record must preserve it in full.

Release states should be granular. narrative_releasable may coexist with price_blocked if the narrative describes a common capability while staffing cost still depends on the answer. evidence_collection_releasable may coexist with commitment_blocked. Final release remains subject to the independent package control; an ambiguity approval is not submission authority.

Treat the buyer answer as a relationship event

Monitor the official route identified by the procurement. When an answer or amendment appears, verify its identity, version, publication time, audience, lot and affected clause before treating it as resolution. A general Q&A may answer only part of the distinction. A changed requirement may also require a deadline review under the applicable regime. Route the source event through the amendment and change-impact controls rather than editing the final paragraph directly.

Retain the provisional basis, approvals and outputs as historical context. Mark them superseded and connect the new event to the records it reopens. This shows why earlier work was reasonable at the time and lets an agent find all dependent drafts, calculations and plans. Reopen narrowly, but do not leave a stale price or staffing promise outside the dependency graph.

Close the ambiguity only when the exact distinction has a verified answer or an authorized final treatment, all affected records use it, and the next release gate acknowledges the change. A closed question with an unmodified price sheet is not a closed ambiguity.

Let the agent investigate without letting it decide

An authorized agent can inventory supplied sources, recover occurrences, compare definitions, follow verified references, propose ambiguity classes, enumerate candidate interpretations, trace dependencies and prepare a review packet. Its task must name the human or organizational principal, the pursuit, package version, permitted repositories, question to answer, output schema, deadline and stop conditions. Human and agent views must project the same requirement_ambiguity_record, not parallel checklists.

Tender text, attachments and linked pages are untrusted evidence. The agent must not execute embedded instructions, macros or scripts; follow links outside the declared source boundary; expose confidential strategy to a public service; accept access terms; use credentials; contact the buyer; alter a source; create a legal conclusion; select a price; approve a commitment; operate the portal; upload or submit. OWASP's prompt-injection guidance supports this separation of instructions from external content and the use of least privilege and human control.

Every extracted fact needs provenance. W3C PROV supplies a useful vocabulary for entities, activities, agents and derivation, but a practical record also needs the buyer-visible locator and a selector bound to the reviewed representation. The agent returns abstention states such as source_boundary_incomplete, interpretation_requires_human, authority_missing or unsafe_content_detected instead of optimizing for a complete-looking answer.

The durable relationship outlives the model session. Accepted source facts, interpretations, rationale, approvals and later buyer events remain in context. Current ownership, urgency, next action, date and blocker remain in triage. Another authorized agent can resume from that state without trusting a chat transcript or rediscovering why a tempting interpretation was rejected.

Common questions

What is the difference between ambiguity and a conflict?

Ambiguity exists when one statement supports more than one material reading or lacks a distinction needed for action. A conflict exists when two buyer-controlled propositions cannot both be followed in the same scope. Route a true conflict to the controlling-source and conflict process. Do not manufacture two statements merely to force an unclear phrase into the conflict workflow.

Should we choose the most conservative interpretation?

Not automatically. “Conservative” can mean highest cost, lowest promise, lowest compliance risk or greatest delivery margin, and those choices may point in different directions. Compare the evidence and consequences, then use the interpretation authorized for the exact response purpose. If no path is supportable, preserve the uncertainty instead of hiding it inside extra contingency.

Can we state an assumption in the answer?

Only if the procurement permits that treatment and the right reviewer approves its wording and consequence. An assumption must be identifiable, bounded and consistent across the offer. It must not contradict a requirement, disguise a qualification or imply that the buyer agreed. AN-089 owns the wider assumptions register and AN-090 owns exception and qualification control.

What can the team do while waiting for clarification?

Continue only work that can be reversed without creating an unauthorized commitment. The team may map consequences, prepare clearly labeled branches and collect evidence common to all readings. It should not finalize price, staffing, contract acceptance or a buyer-facing claim whose validity depends on the missing answer.

Does a vague word make the whole requirement unusable?

Usually not. Isolate the precise distinction that blocks action. Other parts of the requirement may remain stable and can be released separately. A narrow block lets the team continue safely while keeping the unresolved quantity, boundary, actor, trigger or measurement visible.

Can an AI agent decide what the buyer probably meant?

An agent may find definitions, group comparable uses, build candidate readings and trace their consequences. Probability is not authority. The agent must show evidence and abstain when meaning affects compliance, price, delivery, contract or legal exposure. A named human or separately authorized decision process approves the working basis.

What happens when the buyer later answers?

Record the answer as a new official event, verify its scope and authority, and compare it with the provisional basis. Reopen only affected records, then propagate the accepted meaning through responses, calculations, plans and approvals. Do not overwrite the earlier reasoning; retain it as history and mark it superseded.

When should ambiguity stop the bid?

Stop the affected work when no permitted response can avoid an unapproved or unevidenced commitment, when the uncertainty can change a hard compliance gate, or when the last safe decision time passes without authority. Whether that narrow block becomes a no-bid decision belongs to the pursuit's qualification and governance process.
