A key-personnel response explains which people will perform the important work, when their input is needed and who has authorized the commitment. Its working document is a team commitment schedule: role, deliverable, phase, named person or permitted staffing status, effort, competing assignments, availability conditions, approval, cover and change route. Verified CVs support the schedule but do not replace it. The result should let delivery leadership accept the staffing promise or identify the unresolved role that prevents its release.
The fictional Larkspur Archives project needs a delivery lead, a metadata specialist and an independent quality reviewer for an eight-week records-system rollout. The proposal presents three strong biographies and promises a dedicated team. The metadata specialist is also reserved for another client and a second live bid. The reviewer is scheduled to produce the work they will later approve. A four-week award delay would move the delivery lead into another assignment. All three CVs may be accurate while the proposed team remains impossible to deliver.
Treat the team as a dated delivery commitment, not a gallery of impressive people. Map work to roles before filling names, check capacity in the weeks that matter and preserve the difference between a confirmed assignment and a future possibility. Plan the response to an unavailable person without assuming the buyer must accept a replacement. This is a team-design and commitment decision; detailed verification of personal experience and credentials is a separate input.

Find out what the names will commit you to
Read the personnel question together with the evaluation method, work specification and proposed contract. A buyer may assess the assigned team, require named experts, specify minimum input or ask only for an organizational approach. These are different promises. Copy the controlling role identifiers and dates into the schedule, including whether the person is expected at submission, negotiation, contract start or a later phase. Do not infer that a CV is optional because the narrative question sounds broad.
UK guidance on assessing competitive tenders separates supplier conditions of participation from assessment of the tender. EU Directive 2014/24, Article 67, allows assigned staff to be relevant to award criteria where their quality significantly affects performance. These references explain why personnel can matter beyond general company capability. The particular procurement and applicable rules still determine what is evaluated and what can change.
At Larkspur, the requirement is a named metadata specialist for the conversion phase, with an independent reviewer at acceptance. A general statement about access to hundreds of consultants does not fill either role. If the instructions allow an unnamed position until mobilization, label it and give the required appointment evidence and date. If a name or commitment is mandatory now, an open vacancy is a compliance issue to resolve before release, not a detail to hide in an assumptions paragraph.
Team design
Show the work each person will own
List the outputs and decisions that require named responsibility. Distinguish doing work, supervising it, reviewing it and approving it. Explain interfaces where a supplier expert depends on a buyer decision or another contractor. A senior title is not an allocation of effort, and two boxes joined on an organogram do not show when a decision will be available.
Build the schedule by phase before totalling the assignment. Discovery, conversion, rehearsal and acceptance may require different input. Record units and working assumptions so days, hours and person-months are not mixed. The World Bank’s February 2025 non-supervision consulting RFP links expert inputs to deliverables in TECH-6. That is a useful concrete model for connecting people to work, not a mandatory form for unrelated tenders.
Check whether roles can genuinely be combined. Larkspur’s requirement for independent review means the metadata specialist cannot simply sign off their own conversion work. A deputy needs both the relevant ability and the authority to make the decision. A sponsor who attends monthly steering meetings should be described that way rather than counted as a full-time delivery lead. Keep buyer-owned acceptance decisions with the buyer even when the supplier prepares the evidence.

Capacity
A spare month does not repair an overloaded week
Compare demand with a dated working calendar. Deduct confirmed contracts, leave, travel and non-project duties once, using consistent units. Check location and meeting windows as well as total time: two workshops on the same morning cannot be covered by a person who has enough spare hours on Friday. Keep sensitive details of other clients out of the public offer while retaining an authorized internal capacity check.
In a hypothetical week, Larkspur’s metadata specialist has 40 planned working hours. An existing client uses 12 and internal operational duties use four, leaving 24. Larkspur needs 20, while another possible award would need eight in the same week. If both commitments apply, demand is 28 hours against 24, a four-hour shortfall. Multiplying the second bid by a low win probability may help portfolio forecasting, but it does not make the joint delivery promise feasible.
Resolve that shortfall through an authorized release, a different suitable person, a permissible change to the work sequence or a decision not to make both commitments. Do not assume unpaid overtime, cancellation of approved leave or a last-minute hire. If the gap concerns one specialist decision, additional junior hours may not fix it. Use the most constrained role-period as well as aggregate capacity when deciding whether the team is ready.
Define words such as dedicated and available. Dedicated may mean exclusive full-time allocation, a named part-time commitment or simply continuity of account responsibility. State the intended meaning in the response and check it against the contract. A reservation should identify its period, approver, competing demand and review trigger. It is not an unlimited promise to keep a person idle whenever an award might arrive.

Delayed award
An unchanged CV can conceal a changed staffing promise
An illustrative corrected Larkspur baseline assigns the second possible award to a different, suitable and authorized resource, leaving the metadata specialist’s 20 hours within the 24 available. It also funds a separate reviewer. The fictional names and approvals in the table show what a resolved pre-submission schedule could contain; they are not actual staffing commitments. Each weekly input is checked against the calendar, and cover remains subject to the applicable decision rather than described as a pre-approved substitution.
Test the buyer’s expected start date and plausible permitted variations before submission. Larkspur’s four-week delay does not simply shift every bar to the right. The delivery lead’s other contract, the reviewer’s availability and the buyer’s decision windows must be checked against the new dates. Record which assignments remain confirmed and which need another allocation decision.
Distinguish an internal reservation expiry from the validity of a submitted offer. An internal date does not release the bidder from an external commitment. When the buyer requests an extension or the timetable changes, route the decision through the authorized bid and delivery owners. The World Bank consulting form has specific rules for availability confirmation and replacement during validity extension and negotiations. They illustrate stage-specific treatment, not a general permission to swap experts after submission.
If someone becomes unavailable, establish the fact and the governing procedure promptly. Do not quietly replace the CV or continue repeating an assurance known to be stale. The tender may limit changes or require a particular notice, justification and decision. Obtain procurement or legal review where the effect is uncertain. Keep the submission history intact and follow the authorized communication route without assuming that silence means consent.

Continuity
Name what happens when the lead is absent
Separate short cover, planned replacement and emergency unavailability. A deputy may keep a meeting moving without becoming the contractual key person. A permanent successor may need a formal comparison and buyer decision. Check the actual contract before proposing the route. The England and Wales Model Services Contract version 2.2A, clause 14, contains key-personnel restrictions, notice, cover and handover provisions. Its particular terms should not be imported into an unrelated tender.
Prepare a replacement assessment against the work and the buyer’s stated criteria. Compare role-specific experience, qualifications, input, location, timing and ability to take over open decisions. Similar seniority or a higher salary does not establish equivalence. The successor also needs capacity and assignment authority. If approval is required, distinguish a proposed replacement from an approved one and explain how work is protected during the decision period.
Budget the handover. List the decisions, assumptions, outstanding work, relationships, access and acceptance evidence that must transfer. Overlap consumes time from both people; it is not automatically extra productive capacity. If an abrupt departure makes overlap impossible, define the available records and authorized interim support, then reassess affected milestones. Do not promise uninterrupted delivery where no competent cover exists.
Keep the change request focused on the delivery consequences and evidence the buyer is entitled to receive. Personal medical or family details should not be included merely to make the explanation persuasive. Record the requested decision, interim arrangement, comparison evidence, price or schedule effect and update owner. Internal contingency planning supports a request; it does not approve it.

Final answer
Make the narrative, effort and price agree
Write the response in the buyer’s role order. For each key position, state the work, relevant supported fit, phase-specific input and confirmed commitment. Explain the reporting and decision interfaces, then the permitted continuity arrangements. Put evidence in the requested forms and use the narrative to explain how the team will perform together. Repeating complete CVs wastes space that should make the staffing logic inspectable.
Reconcile the schedule with the implementation plan and price. The Model Services Contract’s separate implementation and charging schedules are a reminder that these documents must work together, not a rule prescribing your bid structure. Count preparation, travel, governance, review and handover where they are required. If work is fixed-price, it still needs a funded resource basis. Where financial information must be separated, reconcile internally without exposing rates in the technical submission.
Use a short release record: confirmed commitments, explicitly permitted conditions, unresolved mandatory gaps, owners and the next review date. A favorable coverage percentage cannot excuse the missing specialist who owns a critical decision. Delivery leadership should approve the actual concurrent workload, the commercial owner the cost, and the bid authority the final wording and forms. A later change reopens every affected artifact, including partner commitments and signed declarations.
The completed Larkspur answer should allow an evaluator to follow a deliverable to a role, a person, an allocation and a continuity decision. If it still depends on winning only one of two bids, an unapproved transfer or a reviewer accepting their own work, the staffing commitment is not ready. Resolve the issue through the applicable process before presenting the team as secured.

The same expert is promised beyond capacity in two contracts that can run together.

A partner’s proposed person is named before the supplying entity commits their time.

Measure the finished job
Measure the completed workflow, including review effort and exceptions. Output volume on its own is not evidence of a better process.

Common questions
Can we call a part-time expert dedicated?
Only if the intended meaning is clear and consistent with the tender and contract. State the input and whether it is exclusive. Do not let the word imply full-time availability that the schedule cannot provide.
Can one person appear in more than one live bid?
Check the procedures and any exclusivity commitments, then test delivery if the awards overlap. Low win probability is not evidence that simultaneous commitments can be fulfilled.
Does a verified CV prove that the team is deliverable?
No. It supports personal claims. The team also needs appropriate role allocation, concurrent capacity, assignment authority and arrangements for the relevant delivery periods.
Can we substitute someone with a better CV after submission?
Not automatically. The procurement stage and controlling rules determine whether a change is allowed and what evidence or approval it needs. A stronger profile does not create permission.
What if the buyer delays the start?
Recheck calendars and commitments against the revised dates and follow any validity-extension or change procedure. An internal reservation expiry does not cancel an external promise.
Should a deputy be counted as spare capacity?
Only where their time, competence and authority are actually available. A deputy already carrying another critical role cannot be counted twice during a concurrent event.
Can an unnamed vacancy stay in the final schedule?
Only where the tender permits that staffing status and the appointment plan satisfies its rules. A mandatory named role must not be disguised as a future recruitment activity.
