Invitation to Bid for 26DK0092 (Re-Advertisement) – Convergence and Special Support Program – Basic Infrastructure Program - BIP - Multi-Purpose Buildings/ Facilities to Support Services – Construction (Completion) of Multi-Purpose Building at Barangay Casuguran, Jomalig, Quezon (14.714380°, 122.367384°) The Department of Public Works and Highways (DPWH), Quezon 1st District Engineering Office , through the FY 2026 GAA for DPWH INFRA Program intends to apply the sum of ₱1,980,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for 26DK0092 (Re-Advertisement) – Convergence and Special Support Program – Basic Infrastructure Program - BIP - Multi-Purpose Buildings/ Facilities to Support Services – Construction (Completion) of Multi-Purpose Building at Barangay Casuguran, Jomalig, Quezon (14.714380°, 122.367384°) . Bids received in excess of the ABC shall be automatically rejected at bid opening. The Department of Public Works and Highways (DPWH), Quezon 1st District Engineering Office now invites bids for Construction of Multi-Purpose Building at Jomalig, Quezon. Completion of the Works is required 105 calendar days . Bidders should have completed, within 10 year s from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II . Instructions to Bidders ( ITB) . Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. Interested bidders may obtain further information from Department of Public Works and Highways (DPWH), Quezon 1st District Engineering Office and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM . A complete set of Bidding Documents may be acquired by interested bidders on October 10, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ₱ 5,000.00 . It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity , provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification. If at the time of the post-qualification procedure, the BAC verifies that any of the deficiencies is due to the contractor’s fault or negligence pursuant to Section 63.3 of the Implementing Rules and Regulations of Republic Act No. 12009, the Procuring Entity shall disqualify the contractor from the award without any right to reimburse fees and incidental cost paid for the procurement of infrastructure contract subject of the bid; The Bidder shall also disclose the ultimate beneficial ownership of the entity it represents. Failure to comply shall be a ground for the automatic disqualification of the bid in consonance with Section 59 of the IRR. For this reason, relationship to the aforementioned persons within the third civil degree of consanguinity or affinity shall automatically disqualify the Bidder from participating in the procurement of contracts of the Procuring Entity notwithstanding the act of such persons inhibiting themselves from the procurement process. To ensure compliance with Section 81 and 82 of the Implementing Rules and Regulations of Republic Act No. 12009, on the Declaration of Beneficial Ownership, all are hereby directed to include in the issued Bidding Documents, under ITB 12.1 (h), Project Requirements, the mandatory submission of Latest General Information Sheet (GIS) reflecting the Beneficial Ownership Information (BOI), duly received by the Securities and Exchange Commission (SEC) for corporations. All representatives of the prospective bidders must be the duly authorized and registered liaison officer as reflected in the Contractor Registration Certificate (CRC). Authorized representatives are required to present their Company IDs for verification purposes, as well as an authorization letter if not the authorized liaison officer indicated in the CWA.
