The Local Government Unit of Sibalom, through the DRRM SPECIAL TRUST FUND 2026 intends to apply the sum Five Hundred Thousand Pesos (Php500,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the FLOOD CONTROL (INSTALLATION OF GABION). Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Local Government Unit of Sibalom, through its Bids and Awards Committee (BAC), now invites bids for the FLOOD CONTROL (INSTALLATION OF GABION) at Barangay Igcococ, Municipality of Sibalom, Antique. Completed Contract is required within Twenty Eight (28) Calendar Days from receipt of the Notice to Proceed and/or Purchase Order. Bidders should have completed, within the last ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II (Instructions to Bidders). 3. Bidding will be conducted through competitive bidding procedures using a non-discretionary Pass/Fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act No. 12009, otherwise known as the New Government Procurement Act (NGPA). Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act No. 5183. Interested Bidders may obtain further information from the BAC Secretariat, Municipality of Sibalom, and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M., Mondays through Fridays. 4. A complete set of Bidding Documents may be acquired by interested Bidders beginning October 9, 2026 from the BAC Secretariat upon payment of a non-refundable fee for the Bidding Documents in the amount of Five Hundred Pesos (Php 500.00).
