Invitation to Bid for Procurement Project: Supply and Delivery of Primer Trays The Government Arsenal, through the General Appropriations Act FY 2026, intends to apply PHP 5,759,985.00, the Approved Budget for the Contract (ABC), to this procurement. Bids above the ABC will be rejected at bid opening. The Government Arsenal invites bids using the Lowest Calculated Responsive Bid method. Delivery is required within 90 calendar days from receipt of the Notice to Proceed. Bidders must have completed similar contracts within the ten years before bid submission. The Bidding Documents contain the detailed eligibility description. Competitive bidding will use the non-discretionary pass/fail criterion under the Implementing Rules and Regulations of Republic Act No. 12009. Local and foreign bidders may participate subject to the eligibility conditions in those rules. Interested bidders may obtain information from the Government Arsenal Bids and Awards Committee (GA BAC) and inspect the Bidding Documents at the address and website below, Monday to Friday excluding holidays, 8:00 AM to 3:00 PM. Bidding Documents were available from 9 October 2026 for PHP 6,000. They may also be downloaded from MPhilGEPS or the Government Arsenal website, subject to payment of the fee. Cash payments are accepted on weekdays from 8:00 AM to noon, before the bid submission deadline. A pre-bid conference was scheduled for 16 October 2026 at 9:00 AM at the Conference Room, Gusaling Jacinto L. Papa Jr. (Admin Building), Government Arsenal, DND Camp General Antonio Luna, Lamao, Limay, Bataan, with a Microsoft Teams option. Prospective bidders joining by video conference were asked to inform the GA BAC Secretariat at least two days in advance. The original Invitation to Bid required manual submission to the GA BAC Secretariat by 30 October 2026 at 9:00 AM and scheduled bid opening at that time. Supplemental Bulletin NR GA-BAC-SBB-PT-2026-01, dated 22 October 2026 and published as approved on PhilGEPS, amended the submission deadline and bid opening to 10 November 2026 at 9:00 AM. The amended opening is at the same conference room and immediately after the preceding procurement schedule. Late bids are not accepted. Bids must include bid security in an accepted form and amount under ITB Clause 16.1. The GA BAC reserves the right to reject bids, declare a failed bidding, or not award the contract under Section 70 of Republic Act No. 12009. If the scheduled pre-bid conference or bid opening falls on a holiday, a fortuitous event, or a non-working day, it will be held on the next working day.
