Invitation to Bid PB No. 2027-03 (Goods) Subscription of Cloud Infrastructure for Internal Revenue Integrated System (IRIS) Project Name:PB No. 2027-03 (Goods) Subscription of Cloud Infrastructure for Internal Revenue Integrated System (IRIS) Budget :243242000 Check item status Description: September 22, 2026 INVITATION TO BID FOR PB No. 2027-03 (Goods) Subscription of Cloud Infrastructure for Internal Revenue Integrated System (IRIS) 1) The Bureau of Internal Revenue-National Office (BIR-N.O.) through the National Expenditure Program (NEP) FY 2027 intends to apply the sum of Two Hundred Forty-Three Million Two Hundred Forty-Two Thousand Pesos (₱ 243,242,000.00) Only being the Approved Budget for the Contract (ABC) to payments under the contract for P.B. No. 2027-03 (Goods) – Subscription of Cloud Infrastructure for Internal Revenue Integrated System (IRIS). Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The BIR-N.O. now invites bids for PB No. 2027-03. Contract Duration shall be from January 1, 2027 to December 31, 2027. Bidders should have completed, at least within the last three (3) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4) Interested Bidders may obtain further information from BAC Secretariat, Bureau of Internal Revenue-National Office and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM. 5) A complete set of Bidding Documents may be acquired by interested Bidders starting October 1, 2026 from the address given below upon cash payment to the BIR cashier of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos (₱ 50,000.00) Only. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The BIR-N.O. will hold a Pre-Bid Conference on October 8, 2026 at 1:30 P.M. through video conferencing via Zoom Cloud Meeting (link to be emailed), which shall be open to prospective Bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below, on or before October 22, 2026 at 1:30 P.M. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9) Bid opening shall be on October 22, 2026 at 1:30 P.M. at 11/F Procurement Division Conference Room, Bureau of Internal Revenue - National Office Building, Senator Miriam P. Defensor-Santiago Avenue, Diliman, Quezon City and/or via Zoom Cloud Meeting (link to be emailed). Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) The award of contract for Procurement Projects undertaken through Early Procurement Activity (EPA) may be made only upon the approval and effectivity of the General Appropriations Act (GAA) FY 2027 or upon the re-enactment of the previous year’s budget. 11) The BIR-NO reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
