The City Government of Puerto Princesa invites quotations for tires sized 235/65 R16, a 3SMF battery, deep dish matting and other items for the City General Services Office. The notice uses negotiated small value procurement under Republic Act 12009 and lists an approved contract budget of PHP 490,050 with a 60-day delivery period. It requires complete quotations and says partial quotations are non-responsive; pricing above the approved budget ceiling is disqualifying. The platform closing field gives 1:00 AM on 14 October 2026, while the notice body gives 1:00 PM, so the displayed source contains a material time discrepancy.
Vehicle supplies for Puerto Princesa city services.
Submit a complete quotation; partial quotations are non-responsive. Prices above the approved budget ceiling are disqualified. A zero price for an item means it is offered free. Participation is limited to suppliers enlisted under Section 26 of the IRR of Republic Act 12009.

The particulars are detailed below and duly funded through the CGPP’s Annual Budget for 2026/Special Account/Trust Fund. To wit:

The ABC shall be the upper limit or ceiling for the acceptable bid/quoted prices. If a bid/quoted price, as evaluated and calculated in accordance with the Implementing Rules and Regulations (IRR) of Republic Act (RA) 12009 [New Government Procurement Act], is higher than the ABC, the bidder submitting the same shall be automatically disqualified. There shall be no lower limit or floor on the amount of the award.
All bids/quotations must be COMPLETE. Partial bids/quotations shall be considered non-responsive and, thus, automatically disqualified. In this regard, where a required item is provided, but no price is indicated, the same shall be considered as non-responsive, but specifying a “0” (zero) for the said item would mean that it is being offered for free to the CGPP.
The procurement is restricted to those specifically enlisted under Section 26 of the IRR
of RA 12009. All particulars relative to the procurement process shall be governed by the pertinent provisions of Republic Act 12009 and its Implementing Rules and Regulations (IRR).
