(25002) 609 Swiss Government Cloud

The Federal Administration is implementing its cloud strategy of 11 December 2020 (SB020). This procurement uses the selective procedure under Article 19 PPA and has three lots: Lot 1, Public Cloud “Global Reach”, with global data storage; Lot 2, Public Cloud “Enhanced Data Governance”, with data stored and processed exclusively in Switzerland; and Lot 3, Private Cloud “On-Premise”, with data stored and processed exclusively at the requesting offices. Lot 3 covers setup and operation in federal data centres. The multi-supplier strategy is intended to distribute outage and security risks and strengthen security of supply. Five awards to different suppliers are planned: two each for Lots 1 and 2 and one for Lot 3. A lot limitation under Article 32(3) PPA applies at prequalification. Applications for participation are due electronically through SIMAP by 18 December 2026. Submit a separate complete ZIP folder for each lot. Complete submission using the “Submit participation application” button and confirm the status turns green to “Participation application submitted”; SIMAP sends an automatic confirmation. The application must carry valid electronic signatures of authorized signatories; Lot 2 also requires the CEO of the parent company to sign. Late applications will not be considered. Only prequalified suppliers will be invited to submit an offer, and only for lots for which they qualify. Suppliers may apply for one or several lots and must state a priority for each if applying for several. A supplier and its affiliated companies may be prequalified, submit an offer, or receive an award for only one lot. An applicant generally cannot also act as another supplier’s subcontractor in any lot, except for ancillary services. Joint ventures are not permitted; subcontractors are permitted. Participation conditions and eligibility criteria must be fully met without restriction and evidenced. Applicants domiciled in states outside the WTO GPA or bilateral agreements must demonstrate reciprocity. At the later offer stage, bids must follow the lot-specific structure and include completed offer forms, price sheets and requirements catalogues. Detailed award and eligibility criteria are in the tender documents. Prices must be in CHF, USD or EUR, excluding VAT, and include insurance, expenses and social contributions. Payment is due 30 days after invoice receipt, net in those currencies plus VAT, subject to correct e-invoicing. The relevant framework agreements and, depending on the services, the Confederation’s 2024 GTC for standard software, IT works/individual-software maintenance, IT services or service contracts apply. Individual contracts may extend up to seven years beyond the relevant framework agreement. The lots comprise optional packages: Lot 1 cloud services, training and network connection; Lot 2 adds professional services; Lot 3 cloud services, training and network connection. Participation applications are submitted electronically through SIMAP by 18 December 2026. Offer validity after the offer deadline is 270 days for Lots 1 and 2 and 720 days for Lot 3. A written appeal against this decision may be filed within 20 days of notification with the Federal Administrative Court, P.O. Box, 9023 St. Gallen. It must be submitted in duplicate and state the requested relief, grounds and evidence, and bear a signature; include a copy of the decision and available evidence. Administrative holidays do not suspend the deadline.
