Luna St., Intramuros, Manila, Metro Manila, NCR Invitation to Bid PROCUREMENT OF INFORMATION COMMUNICATION AND TECHNOLOGY (ICT) DIGITIZATION SERVICES FOR NCCA HARD-COPY ARCHIVED DOCUMENTS Project Name: PROCUREMENT OF INFORMATION COMMUNICATION AND TECHNOLOGY (ICT) DIGITIZATION SERVICES FOR NCCA HARD-COPY ARCHIVED DOCUMENTS Budget : 8000000 Check item status Description: INVITATION TO BID PROCUREMENT OF INFORMATION COMMUNICATION AND TECHNOLOGY (ICT) DIGITIZATION SERVICES FOR NCCA HARD-COPY ARCHIVED DOCUMENTS NCCA-ITB No. PB 2026-007 The National Commission for Culture and the Arts (NCCA) , through the CY 2026 Special Account in the General Fund - National Endowment Fund for Culture and the Arts (NEFCA-151), intends to apply the sum of Eight Million Pesos (PhP 8,000,000.00) being the Approved Budget for the Contract (ABC) to payments for the contract under item NCCA- ITB No. PB 2026-007 for the P rocurement of Information Communication and Technology (ICT) Digitization Services for NCCA Hard-copy Archived Documents. Bids received in excess of the ABC shall be automatically rejected at bid opening. Th e NCCA now invites bids for the above Procurement. Delivery of the Goods/Services shall be in accordance with the Delivery Schedule under Section VI Schedule of Requirements. Bidders should have completed, at least two  (2) for government digitization projects or three (3) similar digitization projects within the last seven (7) years. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. 4.Interested Bidders may obtain further information from BAC Secretariat and inspect the Bidding Documents at the address given below from Mondays to Thursdays to 8:00 AM - 5:00 PM. 5.A complete set of Bidding Documents may be acquired by interested Bidders on 30 September 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (PhP 10,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity , provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6. The NCCA will hold a Pre-Bid Conference on 08 October 2026 at 9:00 a.m. at the NCCA Boardroom, NCCA Building, Intramuros, Manila. The Pre-Bid Conference shall be conducted on-site and shall be open to all prospective Bidders. 7.Bids must be duly received by the Bids and Awards Committee ( BAC) Secretariat at Rm. 2D, 2 nd floor NCCA Building, 633 General Luna St. Intramuros, Manila through manual submission on or before 20 October  2026 at 12:00 NN. Late bids shall not be accepted. 8.All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9.Bid opening shall be on 20 October 2026 at 1:00 PM, NCCA Boardroom, NCCA Building, Intramuros, Manila. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10.The NCCA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
