GENERAL HEADQUARTERS ARMED FORCES OF THE PHILIPPINES GHQ BIDS AND AWARDS COMMITTEE 2 Camp General Emilio Aguinaldo, Quezon City Invitation to Bid Design and Build for the Construction of Command-and-Control Facility GHQBAC2-LSB-28-2025 The Armed Forces of the Philippines through GHQ Bid and Awards Committee 2 through the Capital Outlay 2025 intends to apply the sum of Three Hundred Forty-Nine Million Three Hundred Ten Thousand Three Hundred Forty-Four and 83/100 pesos (PhP 349,310,344.83) being the Approved Budget for the Contract (ABC) to payments under the contract for Design and Build for the Construction of Command-and-Control Facility . Bids received in excess of the ABC shall be automatically rejected at bid opening. The AFP through GHQ BAC 2 now invites bids for Design and Build for the Construction of Command-and-Control Facility . Completion of the Works is Five Hundred Seventy (570) Calendar Days from receipt of Notice to Procee d. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). Bidding will be conducted through Limited Source Bidding (LSB) procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. The contract shall be awarded to the Most Economically Advantageous Responsive Bid (MEARB). Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. Interested bidders may obtain further information from GHQ BAC 2 Secretariat and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM. A complete set of Bidding Documents may be acquired by interested bidders on October 10, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of PhP50,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity , provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. The AFP through GHQ BAC 2 will hold a Pre-Bid Conference on October 14, 2026 (Wednesday), 9:30am at GHQ BAC 2 Conference Room, 3/F Bulwagang Syquio, Camp General Emilio Aginaldo, Quezon City and/or through video conferencing via Zoom, which shall be open to prospective bidders. Bids must be duly received by the GHQ BAC 2 through manual submission at the address indicated below on or before October 26, 2026 (Monday), 9:00am . Late bids shall not be accepted. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. Bid opening shall be on October 26, 2026 (Monday), 9:00am at GHQ BAC 2 Conference Room, 3/F Bulwagang Syquio, Camp General Emilio Aginaldo, Quezon . Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. In accordance with Section 48.3 of the Implementing Rules and Regulations of Republic Act Nr 12009, Drawings and Terms of Reference and Specifications shall be disclosed only upon signing of the prospective bidder of a Non-Disclosure Declaration (attached under Section IX. Bid Forms in the Bidding Documents) on or before the pre-bidding conference and/or access of the whole Bidding Documents. The Armed Forces of the Philippines reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
