# Food services for the U.S. Mission Geneva Marine Security Guard detachment

The U.S. Permanent Mission in Geneva seeks a qualified company to provide food services for its Marine Security Guard detachment. The contractor is to provide onsite staff and food service five days per week from 10:00 am to 5:00 pm; nine Marines require one cook to prepare 18 meals daily. The anticipated term is a one-year base period with two one-year options if exercised. The structured SAM.gov offer deadline is 9 November 2026 at 11:00 am Geneva time. The notice narrative separately says 9 November 2027, so the year conflicts; the structured deadline is retained and the discrepancy is stated. No price is provided.

NIAID/DMID intends to use this BAA to help address goals articulated in a number of strategic plans, such as in the Public Health Emergency Medical Countermeasures Enterprise Strategy and Implementation Plan (https://aspr.hhs.gov/PHEMCE/2024-PHEMCE-SIP/Pages/default.aspx), as well as current prioritized antimicrobial resistant threats identified by national death and infection estimates as determined by the Centers for Disease Control and Prevention’s (CDC) to prevent and control antimicrobial resistance (https://www.cdc.gov/antimicrobial-resistance/data-research/threats/index.html). In addition, NIAID/DMID intends to use this BAA to encourage projects that align with the NIH priorities of enhancing rigor & reproducibility, improving biosafety and biosecurity, and the use of complementary non-animal testing methods where appropriate.\n\nThis Broad Agency Announcement (BAA) is soliciting proposals to advance the research and development of promising candidate therapeutics, vaccines, and diagnostics for infectious diseases in each of three (3) Research Areas described below and more thoroughly discussed in the attached BAA Solicitation.\n\nAn offeror should carefully review the content of the BAA Solicitation No. HHS-NIH-NIAID-BAA2026-1 for the comprehensive information regarding all requirements, the technical objective of each Research Area of this BAA Solicitation, instructions regarding the proposal submission, and a description of the evaluation and award process.\n\nPlease note, due to the competitive nature of the BAA Solicitation, the NIAID is unable to offer advice or feedback regarding an offeror’s specific technical approach. Offerors should exercise their professional judgment when compiling their proposals in line with the requirements and specifications of the BAA Solicitation.\n\nResearch Area 001 - Vaccine Candidates:\n\nThe objective is to develop vaccine candidates through an early phase clinical trial that use a needle free (i.e., alternative to classical needle and syringe, see below for description) route of delivery to protect against infections caused by viral pathogens that include but are not limited to respiratory and vector borne viruses.  \n\nThe scope of this vaccine research area includes the preclinical development of a needle free vaccine candidate, IND enabling studies, limited process development, Good Manufacturing Practice (GMP) compliant manufacturing, regulatory submissions to the U.S. Food and Drug Administration (FDA) and conduct of a Phase 1 or early Phase 2 clinical trial.  The scope of work must include a clinical trial. \n\nOfferors must propose a single vaccine candidate for protection against a specific viral pathogen. The vaccine candidate may provide a breadth of protection against other viral strains or viruses.\n\nA strong justification is required to support (1) the proposed vaccine antigen and platform for the disease indication, (2) the use of a clinically relevant adjuvant (if needed), and (3) a clinically relevant needle free route of delivery.\n\nResearch Area 002 - Therapeutic Candidates:\n\nThe objective is to develop safe, effective, new therapeutic products that will improve patient outcomes against serious infectious diseases for which there are no approved therapeutics, or for those that are refractory to treatment despite appropriate antimicrobial therapy or due to pathogen resistance. Infectious diseases caused by the following viruses, bacteria and fungi pathogens are targeted:\n\nViral hemorrhagic fever viruses (e.g., EBOV, SUDV, MARV, LASV, hantavirus) https://www.cdc.gov/viral-hemorrhagic-fevers/about/index.html\nEncephalitic paramyxoviruses (e.g. hendra virus, nipah virus)\nPicornaviruses (broad spectrum approaches that include EV68, EV70 and coxsackie virus)\nAt least two of the following (i.e., addressed with a broad spectrum antimicrobial): susceptible and carbapenem-resistant Enterobacteriaceae (CRE), susceptible and multidrug resistant (MDR) Pseudomonas aeruginosa, and susceptible and Carbapenem-resistant Acinetobacter (CRAB), with potential to improve patient outcomes in the clinic; Candida auris, Cryptococcus spp., Aspergillus fumigatus, and/or Mucorales\n\nAdjunct medical interventions to support or enhance effectiveness of antimicrobial agents to address underlying pathology that is not resolved after clearance of pathogens, may be considered.\n\nImportant notice to Offerors: For this Research Area, “therapeutic” activity means curing disease by eliminating or substantially reducing infective pathogens by administering antimicrobial pharmaceutical agents, with or without a host-directed therapy. Additionally, proposed therapeutic products should consider the impact on a healthy microbiome.\n\nPreventative treatments are not included in the scope of this Research Area.\n\nA therapeutic candidate refers to an advanced lead series, preclinical candidates, or a clinical candidate, that is a new chemical entity. This includes small molecules, natural products, nucleosides, or peptides of </= 40 amino acids, monoclonal antibodies, nanobodies, nanobody conjugate/fusion products, microbiome-based therapeutics or bacteriophages.\n\nResearch Area 002 will support lead optimization, pre-clinical Investigational New Drug (IND) enabling studies, and Phase 1 clinical trials (or proof of concept Phase 2 clinical trials) of lead candidates with demonstrated therapeutic activities. This includes support for traditional, novel (e.g., small molecules) and non-traditional (e.g., including but not limited to phage, and host-directed) therapeutics for infectious diseases where patients lack effective interventions, as well as therapeutics that promote host-mediated resolution of disease. The scope of support differs depending on the developmental stage of the project being proposed, which is further discussed in the BAA Solicitation.\n\nResearch Area 003 - In Vitro Diagnostics\n\nThe objective of Research Area 003 is to develop innovative, technology platforms that will speed detection and identification of infectious viruses covering a broad panel of virus families, including viruses causing acute infections as well as those causing chronic infections. Technology platform innovation to achieve faster actionable sequencing results (approaching 2 hr) direct from primary clinical specimens, as well as more accessible workflow and configuration (i.e., point-of-care) are preferred. Furthermore, full sample-to-answer platform solutions are preferred.\n\nThe system should accept specimen volumes from 0.5 to 5 milliliters (mL). The system should include nearly full automation (little or no hands-on activity after specimen has been loaded into system). Sample preparation components of the system should yield sufficient analyte recovery from a starting titer of 10-100 genomic copies per mL of biofluid for downstream analysis, including detection, identification, and characterization of the nucleic acid material. \n\nInnovations during platform development might include, for example:\n\nAutomated sample prep for high recovery from low pathogen load.\nFaster specimen-to-answer for total test time <2 hours.\nBroad viral pathogen detection capability, covering one or more members of the priority pathogen families (see below).\nTargeted, or even untargeted pathogen detection and identification via long-read sequencing or other detection methods.\nMultiple specimen throughput per run for reduced cost.\nAnalytical sensitivity approaching 5-50 genome copies per mL of starting biofluid.\nAssay reconfigurability to respond rapidly to a novel pathogen in days or weeks rather than months (i.e., agnostic diagnostic solution).\n\nPriority Pathogens\n\nThe diagnostic test system must detect analytes from at least one, and preferably several, of the following agents and markers:\n\nArenaviridae (e.g., Lassa virus)\nPhenuviridae (e.g., Rift Valley fever virus)\nPeribunyayviridae (e.g., Oropouche virus)\nHantaviridae (e.g., Hantavirus)\nNairoviridae (e.g., Crimean Congo Hemorrhagic fever virus)\nFiloviridae (e.g., Sudan virus, Ebola virus, Marburg virus)\nFlaviviridae (e.g., Hepatitis C virus, West Nile Virus)\nParamyxoviridae (e.g., Nipah virus)\nTogaviridae (e.g., Chikungunya virus)\nPicornaviridae (e.g., Enterovirus)\n\nPROPOSAL SUBMISSION:\n\nProposals Due Date and Time – December 8, 2026, 3:00 PM Eastern Time\n\nFor this solicitation, the NIAID requires proposals to be submitted online via the NIAID electronic Contract Proposal Submission (eCPS) website. Submission of proposals by any other method is not permitted.\n\nFor directions on using eCPS, go to the website: https://ecps.nih.gov and thenclick on \"How to Submit.\"\n",

The Academy will prepare future scientists, engineers, astronauts, pilots, operators, entrepreneurs, civil servants, warfighters, and other leaders to advance American interests across the aerospace sector.\n\n\n Through this Request for Information (RFI), NASA invites each State to submit one official State-sponsored response prepared by a “Responding Entity” and coordinated and formally endorsed by a State Selecting Official. "text": "The Solicitation will be for projects within the McAlester Army Ammunition Plant (MCAAP). The contractor shall perform all work required as specified within the Statement of Work (SOW) in each individual Task Order (TO). The general description of the work of this Job Order Contract (JOC) includes, but is not limited to, a broad range of sustainability, repair, and maintenance (SRM), and minor construction work on real property at MCAAP. The work is required in support of Directorate of Public Works (DPW) activities.\n\nThe contract comprises a one-year (1) base period with four one-year (1) option periods.\n\nThis requirement is a total small business set-aside under NAICS 236220 – Commercial and Institutional Building Construction, size standard $45M.\n\nIndividual task orders will be firm-fixed price and contain the following limitations:\n\nThe Base Year will have an established value with a minimum limit of $5,000 and a maximum limit of $19,800,000.\n\nOption Periods 1 through 4 will have an established value with a minimum of $5,000 and a maximum limit of $19,800,000.\n\nThe total maximum value of all Task Orders issued under this Master Agreement (including all option years) shall not exceed $99,000,000.00.\n\nEVALUATION OF PROPOSALS\n\n                Proposal shall contain the complete solicitation number (W519TC-26-Q-JOC1), and a complete detailed proposal for the sample TO as specified in the EXAMPLE Statement of Work (SOW) titled, \"50’x100’x18’ Red Iron Storage Facility\". The sample TO is for evaluation purposes ONLY. The single, comprehensive coefficient proposed for the sample TO, representing all direct and indirect costs not included in the RSMeans Unit Price Book (UPB), shall be the coefficient utilized by the contractor for all future TOs. This single coefficient is the only price factor to be proposed. Any questions should be addressed no later than 30 OCT 2026 (10 days before end of solicitation) and sent via email to Jessica Parr at jessica.m.parr2.civ@army.mil.  Sample proposal is DUE 09 NOV 2026 no later than 5:00PM CST via email to jessica.m.parr2.civ@army.mil.\n\nWork under any TO issued as the result of any contract awarded shall be performed in strict accordance with the TO SOW, the broad SOW incorporated in this solicitation, and all applicable federal, state and local environment laws, regulations, and policies\n\nNo work shall commence without a formally executed Task Order. The process shall be as follows:\n\nA. Joint Scope Meeting: Upon identifying a need, MCAAP and Contractor shall conduct a site visit to jointly define the precise Scope of Work (SOW).\n\nB. Proposal Submission: The Contractor shall submit a detailed price proposal based strictly on the agreed SOW, utilizing the Unit Price Book (UPB) line items, exact quantities, and the applicable Adjustment Factor.\n\nC. Issuance: Upon MCAAP review and approval of the proposal, MCAAP will issue a signed Task Order detailing the exact firm-fixed price and the Required Completion Date.\n\nIf a required task or material is not listed in the UPB, it shall be classified as a Non-Pre-Priced (NPP) item. For any Non-Pre-Priced (NPP) item required during the performance of a Task Order, the Contractor must obtain and submit a minimum of three (3) independent quotes from subcontractors or suppliers. The Contractor may then apply their accepted NPP Markup Factor to the lowest responsive quote. NPP items must not exceed 10% of the total cost of any individual Task Order.\n\nPayment & Performance Bonds: The Contractor shall provide a Payment and Performance Bond for 100% of the value of any individual Task Order exceeding $35,000 (or as dictated by local statute).\n\nInsurance: The Contractor must maintain Commercial General Liability, Worker’s Compensation, and Automobile insurance for the duration of this Master Agreement, naming the Owner as an additional insured.\n\nIf the Contractor fails to complete a Task Order within the time specified in that specific Task Order, the Contractor shall pay MCAAP liquidated damages at the rate specified in the individual Task Order (e.g., $500 per calendar day) until the work is substantially complete.\n\nPRICING & THE UNIT PRICE BOOK (UPB)\n\nPricing for all standard work under this contract shall be based on RSMeans Facilities, RSMeans Electrical, RSMeans Heavy Construction, RSMeans Mechanical, and RSMeans Plumbing. All publications are dated 2026. The prices in the UPB serve as the firm-fixed baseline.\n\nThe Contractor’s accepted bid Coefficients (Adjustment Factors) will be applied to the UPB line items to calculate the final price of each Task Order. The Contractor's negotiated Adjustment Factors are:\n\nCOEFFICIENT/PRICE SCHEDULE\n\nContractor\n\na.             The R. S. Means (RSM) Facilities Construction Cost Data Book (current edition at the time of bid submission) shall be used when developing coefficients for each year of the base period. RSM and 4Clicks Project Estimator software, E4Clicks Premier Version 2.615 (http://www.4clicks.com), shall be used to develop proposals in response to each task order RFP.\n\nb.             The price offer shall be comprised of coefficients. A coefficient, as defined in AFARS 5117.9001, is \"a numerical factor that represents costs (generally indirect costs) not considered to be included in RSM unit prices (e.g., general and administrative and other overhead costs, insurance costs, bonding and alternative payment protection costs, protective clothing, equipment rental, and also contractor's profit).\"\n\nc.             Coefficients proposed and accepted upon award are multiplied by unit prices in RSM to price a job or project on individual task orders. The coefficients proposed are incorporated in the Job Order Contract (JOC). Offerors who submit separate coefficients for separate line items in RSM will be considered unacceptable and the offer will be rejected.\n\nCoefficients are limited to three decimal places and submitted as a whole number. For example: 1.015.\n\nd.             When developing proposals, use \"Average\" rows in RSM if shown. If only \"Minimum/Maximum” rows are shown, use the \"Minimum\" row. Also, use the column entitled \"Total Bare Costs\" which includes material, labor, and equipment. Do not use the column \"Total Incl O & P.\"\n\ne.             The offeror's price coefficient must include but is not limited to the following:\n\n1.             Overhead\n\n2.             Profit (prime and subcontractors)\n\n3.             Insurance\n\n4.             Compliance with environmental laws, protection and safety\n\n5.             Tax Laws\n\n6.             Protection or moving of Government property\n\n7.             Administrative work\n\n8.             All costs associated with bonding (bond premiums)\n\n9.             Submittals\n\n10.          Price quotations\n\n11.           Contractor adjustments to RSM unit prices\n\n12.          Clean-up\n\n13.          All waste and excess materials\n\n14.          Permits, licenses and fees\n\n15.          Mobilization and close-out for total contract and each delivery order\n\n16.          Signs and barriers\n\n17.          Project management and supervision\n\n18.          Quality Control\n\n19.          Office management and equipment\n\n20.          Interest associated with funding of equipment and payroll\n\n21.          Depreciation of site offices\n\n22.          Employee payroll taxes, insurance and fringe benefits\n\n23.          Risk of lower-than-expected contract dollar volume\n\n24.          Risk of high inflation costs for coefficients bid for future years\n\n25.          Risk of poor subcontractor performance and re-performance\n\n26.          Other risks of doing business\n\n27.          Business taxes, contributions, memberships, corporate headquarters support (legal, financial, etc.)\n\n28.          The offeror should consider the cost of final clean-up and removal and hauling of trash, debris and rubbish in the coefficients. The Government will not pay nor accept line items for the final clean-up or rubbish, hauling, etc., on delivery orders, unless it is explicitly excluded by the line items in RSM.\n\n29.          Travel\n\n30.          Performance and Payment bonds.\n\n31.          As-built drawings\n\n32.          City cost indexes\n\nThe unit prices stated in RSM include labor, materials and equipment. Cost of performance and payment bonds are part of the coefficient, per AFARS 17.9001. All costs shall be included in the proposed coefficients as no allowance will be made after award.\n\nThe offeror must provide their coefficient formula with their proposal.\n\nWork Hours\n\nNormal Working Hours (6:00 AM – 4:30 PM, M-T)\n\nOther-Than-Normal Working Hours (Nights, Weekends, Holidays) \n\nBASIS FOR CONTRACT AWARD\n\n(A) Contract Vehicle:\n\nThe award will result in a Firm-Fixed-Price (FFP), Job Order Contract (JOC). The awardee will have a total maximum capacity (ceiling) of $99,000,000 over the life expectancy of the contract, which includes a one (1) year base ordering period and four (4) one-year optional ordering periods.\n\n(B) Fair Opportunity:\n\nThe Government does not guarantee any specific volume of work beyond the minimum guarantee of $5,000 for the base contract awardee.\n\n(C) Evaluation and Selection:\n\nAward will be made to the responsible offeror whose proposal represents the Best Value to the Government. For the purposes of this solicitation, all non-price factors combined are significantly more important than price. The Government intends to evaluate proposals and award this contract without discussion but reserves the right to conduct discussions if determined necessary.\n\nProposals will be evaluated based on the following factors:\n\nFactor 1: Past Performance. The Government will evaluate the offeror's demonstrated record of successfully performing work of similar size, scope, and complexity. Offerors must provide 3-5 completed government projects ranging from $100,000.00 to $3,000,000.00. The evaluation will assess the quality and relevance of the contractor’s experience based on the following information for each project:\n\nContract Number and Value\n\nDetailed Description of Work\n\nDemonstrated Technical Quality\n\nEvidence of Cost Control\n\nAdherence to Schedule/Timeliness\n\nManagement/Business Relations and Customer Satisfaction\n\nSmall Business Subcontracting achievements\n\nFactor 2: Price. The price evaluation will be based on the total evaluated price for the sample TO, derived from the offeror’s proposed coefficient. While price is the least important factor, it will be evaluated for fairness and reasonableness.\n\nOffers, along with all required documents, shall be submitted electronically via email to the Contract Specialist at jessica.m.parr2.civ@army.mil. Offerors should include “Response to W519TC-26-Q-JOC1” within the subject line.
