# Histopathology archive storage and retrieval services

NHS Wales Shared Services Partnership is assessing a potential off-site histopathology archive service for Aneurin Bevan University Health Board, with possible participation by other NHS Wales bodies. The anticipated scope includes secure storage of wax blocks and slides, retrieval and transport, chain-of-custody tracking, migration and mobilisation, and reporting. NWSSP plans preliminary market engagement. This is an information notice, not a call for competition. The estimated value is GBP 300,000 excluding VAT for an anticipated five-year term, with extensions potentially through March 2037.

# Bilingual Senedd business management system

Senedd Cymru / Welsh Parliament seeks a fully bilingual Welsh-English business management system covering meeting management, Member management, issue management and cross-party groups, with supply, implementation and ongoing support. The Commission prefers established, supportable solutions and reuse of existing capabilities rather than a wholly new system. Suppliers must demonstrate comparable delivery, experience in parliamentary or similarly regulated settings, credible migration and implementation, and clearly distinguish existing features from configuration or product development. The initial term is five years from go-live, with an option for up to five more. The estimated value is GBP 1,000,000 excluding VAT. Deadline: 9 November 2026 (date only).

The required solution will support functions including, but not limited to, Meeting Management, Senedd Member Management, Issue Management and the Management of Cross-Party Groups. The contract will include the supply, implementation and ongoing support of the solution.\nThe Commission seeks a sustainable, adaptable and supportable solution that can meet its current and future business requirements while providing long-term value, service continuity and the benefits of ongoing product investment.\nSuppliers must demonstrate:\n• successful delivery and operation of solutions with relevant or comparable capabilities;\n• experience supporting parliamentary, legislative, democratic services, governance or similarly complex and regulated environments;\n• an established, supportable and adaptable solution with demonstrable capability relevant to the Commission's requirements;\n• a credible implementation and migration approach; and\n• a clear, realistic and supportable route to meeting the Commission's functional and non-functional requirements.\nSuppliers must clearly distinguish between capabilities that are available within the proposed solution, those that will be delivered through configuration, and those that will require product development, customisation or other enhancement. Any such activity must form part of a credible, deliverable and supportable approach to meeting the Commission's requirements.\nThe Commission's strategic direction is to adopt Software as a Service (SaaS) solutions wherever appropriate. However, recognising the specialist nature of this market, suppliers may propose alternative delivery models where they can demonstrate that the proposed solution is an established, supportable and adaptable solution with demonstrable capability relevant to the Commission's requirements.\nThe Commission does not intend to commission the development of a wholly new solution. It is seeking approaches that maximise the reuse of existing and demonstrable capabilities, minimise bespoke development, and support long-term maintainability, interoperability, data portability, supplier competition and whole-life value.\nThe contract will be for an initial period of five years from the Go Live date, with the option for the Commission to extend the contract for up to a further five years.",

# Blenheim Gardens public toilet and accessible facilities refurbishment

Minehead Town Council invites tenders to convert the former storm shelter and refurbish a separate toilet building in Blenheim Gardens. The works will create public toilets, baby-changing and handwashing facilities, and a separate fully accessible toilet with storage. The project covers building alterations, drainage, utility connections, plumbing, electrical and ventilation systems, roof repairs or replacement, finishes, accessibility and external repairs, with testing, commissioning and handover. Contractors provide labour, materials, plant, supervision and specialists, and handle project management, utility liaison and Building Regulations compliance. The facilities must be operational by 1 March 2027. The open below-threshold opportunity is listed at £200,000 as “Value of contract”; the page does not state whether this is an estimate or ceiling, so no estimated-value figure is assigned.

The bringing of court proceedings against the authority during the standstill period will automatically continue the prohibition on entering into the framework agreement until the court proceedings are determined, discontinued or disposed of, or the court, by interim order, brings to an end the prohibition. The remedies that may be awarded by the courts before the framework agreement has been entered into include the setting aside of the decision to award the framework agreement to the winning tenderer(s). The bringing of court proceedings against the authority after the framework agreement has been entered into will not affect the framework agreement unless grounds for the imposition of special penalties under the Public Contracts (Scotland) Regulations 2015 can be established. Otherwise the remedies that may be awarded by the courts where the framework agreement has been entered into are limited to\nthe award of damages. Economic operators are entitled to write to the authority after receipt of the notification should they require further clarification. The authority will respond within 15 days of such a written request, but it should be noted that receipt by the authority of such request during the standstill period may not prevent the authority from awarding the framework agreement following the expiry of the standstill period. Economic operators should approach the contracting authority in the first instance. However, the only formal remedy is to apply to the courts: An economic operator that suffers or is at risk of suffering, loss or damage attributable to a breach of duty under the Public Contracts(Scotland) Regulations 2015 or the Procurement Reform (Scotland) Act 2014, may bring proceedings in the Sheriff Court or the court of session.",

The proposed solution will be required to provide automated full blood count (FBC) analysis, 5-part white cell differential capability and integrated reticulocyte analysis on the primary analyser. Of particular interest are systems capable of generating the data required to support emerging donor health assessment methodologies, including FlowScore calculation and reticulated haemoglobin analysis for the early detection of iron deficiency in blood donors.\nThe requirement is includes advanced analytical capabilities that support the unique operational needs of a blood establishment. These include fluorescence platelet counting with high accuracy at low platelet concentrations, reticulated platelet measurement, low-level white cell enumeration suitable for blood component quality monitoring, and the ability to perform blood component testing without the need for separate instrumentation. Suppliers should be able to demonstrate how their platforms support routine blood component quality control programmes through dedicated blood bank functionality and provide evidence of successful implementation within blood services, blood centres or comparable blood establishments. WBS is particularly interested in solutions that are supported by robust External Quality Assessment (EQA/EQAS) programmes and can demonstrate meaningful peer group benchmarking through sufficient participant numbers using the same analyser platform and methodology. Suppliers should be able to demonstrate compliance with applicable medical device regulations, support quality and regulatory requirements through a mature quality management system and provide resilient service and maintenance arrangements that minimise downtime and ensure continuity of critical testing services.\nMain category\nGoods\nDelivery regions\nUKL22 - Cardiff and Vale of Glamorgan\nTotal value (estimated, excluding VAT)\n409496.88 GBP to 409496.88GBP\nContract dates (estimated)\n01 April 2027, 00:00AM to 31 March 2032, 23:59PM\nContracting authority\nVelindre University NHS Trust\nIdentification register:\nGB-NHS\nAddress 1: Unit 2 Charnwood Court, Parc Nantgarw, Nantgarw,\nTown/City: Cardiff\nPostcode: CF15 7QZ\nCountry: United Kingdom\nNHS Organisation Data Service: RQF\nEmail:\nnwssp.procurementcataloguepathology@wales.nhs.uk\nOrganisation type: Public authority - central government\nDevolved regulations that apply: Wales\nProcedure\nProcedure type\nOpen procedure\nIs the total value above threshold?\nAbove threshold\nLots\nDivided into 1 lots\nLot number: 1\nCPV classifications\n38434570 - Haematology analysers\nDelivery regions\nUKL22 - Cardiff and Vale of Glamorgan\nLot value (estimated)\n409496.88 GBP Excluding VAT\n491396.26 GBP Including VAT\nContract start date (estimated)\n01 April 2027, 00:00AM\nContract end date (estimated)\n31 March 2032, 23:59PM\nAward criteria\nType: quality\nName\nTechnical\nWeighting: 60.00\nWeighting type: percentageExact\nType: price\nName\nCommercial\nWeighting: 40.00\nWeighting type: percentageExact\nParticipation\nSubmission\nTender submission deadline\n04 November 2026, 12:00PM\nEnquiry deadline\n28 October 2026, 17:00PM\nDate of award of contract\n01 December 2026, 23:59PM\nSubmission address and any special instructions\nhttps://etenderwales.ukp.app.jaggaer.com/home.html\nMay tenders be submitted electronically?\nYes\nLanguages that may be used for submission\nEnglish\nDocuments\nID\nconflictOfInterest\nDocument type\nConflict of interest\nDescription\nNot published",
