Hankintarenkaalla on tällä hetkellä käytössä Tiera Oy:n (entinen Kuntien Tiera) tarjoamat käyttäjätukipalvelut (mm. service desk ja lähituki), palvelinten käyttö- ja kapasiteettipalvelut sekä pilvi- ja M365-palvelut ja Velora Oy:n laitehankinnan palvelut. Tietoliikenne- ja sisäverkkojen ratkaisut hankintarenkaalle toteuttaa Lounea Oy. Perustietotekniikkapalveluiden tulevan sopimustoimittajan tulee kyetä yhteistyöhön mainittujen kolmansien osapuolien kanssa PTT-palvelun kokonaisvaltaisessa toteutuksessa (esim. palvelupyyntöjen eskalointi ja välitys service deskistä kolmansille). Hankinnan keskeisenä kohteena on edellä mainittujen Tiera Oy:n palveluiden siirtäminen ja haltuunotto valitun sopimustoimittajan toimesta. Hankintayksikkö on pyrkinyt kuvaamaan palveluiden nykytilanteen mahdollisimman kattavasti, mutta kyseisiä palveluita ollaan kilpailuttamassa ensimmäistä kertaa tässä laajuudessa, joten osa tarjouksen tekemiseen ja palveluiden toimittamiseen liittyvistä riskeistä siirtyy tarjoajan ja valitun toimittajan vastuulle.
