# 2025 on-road vehicle emissions inventory

Metro Vancouver seeks a consultant to prepare a 2025 inventory of health-harming air contaminants and greenhouse gases emitted by on-road vehicles operating in Metro Vancouver and the Fraser Valley Regional District. The work also includes a tool for calculating annual on-road greenhouse-gas emissions and a recommendation on developing a backcast to 2000 at five-year intervals. The available notice information gives a deadline of 6 November 2026 at 19:00 UTC. The official detail endpoint returned a 279-byte site error page on repeated access, so budget, methodology, deliverables and evaluation criteria could not be checked.

# Notice of intent to directly award Tempest licensing and support to CentralSquare

The City of New Westminster gives notice that it intends to directly award a purchase contract to CentralSquare Technologies, LLC for annual licensing, maintenance and support of Tempest land database software. This is a notice of intended direct award, not an invitation to compete for the software contract. The published available notice information identifies the notice as open and gives a deadline of 27 October 2026 at 19:00:01 UTC; the City’s public bid-site detail route returned an error, so the specific purpose of that deadline and any objection procedure could not be confirmed. No contract value, detailed term or additional scope is available in the retrieved public record.

"description": "26-58124 Remotely Piloted Aircraft System (RPAS)-Deployable Integrated Topographic and Bathymetric (Topo-Bathymetric) LiDAR System\r\nSolicitation Closes at 02 :00 PM on 26 October 2026 Time Zone EDT\r\nRETURN BIDS TO: NRC.BidReceiving-ReceptiondesSoumissions.CNRC@nrc-cnrc.gc.ca \r\n\r\nStatement of Requirement\t\r\nRemotely Piloted Aircraft System (RPAS)-Deployable Integrated Topographic and \r\nBathymetric (Topo-Bathymetric) LiDAR System.\r\n\r\nThe National Research Council of Canada’s (NRC) Centre for Drone Innovation (CDI), part of the Drone and Flight Autonomy Laboratory (DFAL), requires one (1) integrated topo bathymetric LiDAR system deployable from NRC’s medium class Remotely Piloted Aircraft Systems (RPAS) to support research, development, testing, method validation, and operational deployments. The system must capture above water topography and shallow water bathymetry within a single factory integrated payload and deliver survey grade outputs through a manufacturer supported hydrographic processing workflow. \r\nBACKGROUND:\r\nLiDAR is used to generate high accuracy topographic data and digital elevation models by measuring precise distances between a sensor and target surfaces. Conventional topographic LiDAR typically operates at near infrared wavelengths that do not penetrate water, so surveys end at the water surface. To characterize shorelines and other shallow water features within a single survey, a topo bathymetric capability is required to detect both the water surface and submerged bottom under suitable conditions.\r\nTo support dual use applications such as shoreline mapping, shallow water target detection, wildfire resource assessment, infrastructure inspection, emergency response, and evaluation of potential autonomous landing sites, the Remote Sensing Imaging Group (RSIG) within the Drone and Flight Autonomy Laboratory (DFAL) requires an integrated topo bathymetric LiDAR system deployable from NRC’s medium class RPAS. RSIG, with support from NRC’s Design and Fabrication Department and the Flight Research Laboratory Instrumentation Group, will integrate the system on NRC platforms. Given the field based, survey grade nature of the work, dependable vendor support, training, and documentation are required to maintain operational readiness and minimize downtime, reduce technical risk, and maintain continuity of operations.\r\n1.0 Requirement: \r\nRemotely Piloted Aircraft System (RPAS)-deployable integrated topographic and bathymetric (topo-bathymetric) LiDAR system (the system), quantity one (1)\r\nSpecifications:\tThe system must:\r\n1.1\tIntegrated topo-bathymetric capability\t-collect both topographic and\r\nbathymetric LiDAR data using a single integrated payload\r\n1.2\tBathymetric green laser\t-use a green laser wavelength (532 nm) providing both terrestrial measurements and water-surface and sub-aqueous bottom returns.\r\n1.3\tUnconditional full-waveform recording\t-record the full return waveform \tunconditionally for every emitted laser pulse, so that weak submerged-bottom echoes can be recovered, averaged, and reprocessed rather than being permanently lost when they fall below a real-time detection threshold\r\n1.4\tMeasurement rate and multi-target capability\t-provide user-selectable measurement rates of up to at least 200 kHz, record at least 15 target returns per emitted pulse, and provide 16-bit intensity information.\r\n1.5\tSelectable beam divergence\t-provide user-selectable laser-beam divergence, adjustable over a range of at least 1 mrad to 6 mrad, so that acquisition can be optimized for different flight altitudes, water clarity, and turbidity conditions.\r\n1.6\tWater penetration\t-be capable of penetrating a minimum of 2 m of clear water under zero-turbidity conditions.\r\n1.7\tScanning field of view\t- provide an effective scanning field of view of at least 40 degrees perpendicular to the flight direction, equivalent to an off-nadir scan angle of at least 20 degrees, suitable for RPAS topo-bathymetric mapping.\r\n1.8\tIntegrated survey-grade GNSS/INS\t- include a fully integrated Global Navigation Satellite System / Inertial Navigation System (GNSS/INS) providing, after post-processing, horizontal position accuracy of 5 cm or better, vertical position accuracy of 10 cm or better, roll and pitch accuracy of 0.02 degrees or better, and heading accuracy of 0.05 degrees or better. The GNSS/INS must be compatible with NRC’s existing Applanix POSPac trajectory post-processing workflow and must be supplied with the required post-processing software licence.\r\n1.9\tIntegrated RGB camera\t- include an integrated, co-aligned RGB camera with a minimum resolution of 20 megapixels, supporting co-registration of the LiDAR data with true-colour imagery for draped surface products, structure-from-motion applications, and three-dimensional surface visualization\r\n1.10\tOnboard data storage\t- include internal solid-state data storage and support removable storage media.\r\n1.11\tEnvironmental protection\t- be suitable for outdoor field operations and provide protection against dust and environmental moisture appropriate for RPAS-based operations, with an ingress protection rating of at least IP64.\r\n1.12\tOperating environment\t- be suitable for operation in Canadian outdoor field conditions, including ambient temperatures below freezing down to -10 °C, and withstand storage and transportation at temperatures down to -20 °C.\r\n1.13\tHydrographic processing software\t- include manufacturer-supported software covering the complete RPAS-based topo-bathymetric workflow, including: mission planning; system operation and data acquisition; data download and management; inertial data processing; kinematic LiDAR data processing; system calibration; water-surface modelling; correction of underwater measurements for refraction and light-travel time; full-waveform bathymetric analysis; RGB image processing; rigorous data adjustment; quality assurance and quality control (QA/QC); and export of processed data products to commonly used formats, including LAS.\r\n1.14\tCalibration\t- be delivered with system boresight calibration and digital camera calibration completed, together with the applicable calibration documentation for the integrated sensing components.\r\n1.15\tTechnical Documentation\t- provide a comprehensive technical manual, including diagrams and/or procedures for troubleshooting and performing basic maintenance tasks.\r\n1.16\tRPAS compatibility\tThe complete sensor payload must be suitable for deployment on medium-class RPAS, must have a total payload weight not exceeding 12 kg, and must be capable of integration on NRC’s medium-class RPAS through appropriate mechanical, electrical, and communications interfaces, and must operate from a DC power supply of 18–34 VDC.\r\n1.17\tManufacturer repairs\tAll repairs and recalibration must be performed at the manufacturer’s facility or by a manufacturer-authorized service provider, with documentation provided following each repair or recalibration.\r\n2.0 Training:\r\nThe Contractor must provide comprehensive RPAS-based topo-bathymetric operations and workflow training for up to four (4) NRC personnel covering, at minimum: \r\n•\tmission planning; \r\n•\tsystem operation and data acquisition; \r\n•\toperational best practices; \r\n•\tdata download; \r\n•\tinertial data processing; \r\n•\trefraction correction; \r\n•\tLiDAR and image data processing; \r\n•\tfull-waveform bathymetric analysis; \r\n•\tdata quality assurance and \r\n•\tquality control (QA/QC); and export of processed data products. \r\nThe location of the training to be determined following integration of the system on an NRC RPAS. \r\n\r\n3.0 Warranty and Support:\r\n3.1\tWarranty\tThe system and all supplied hardware must include a minimum twelve (12) month manufacturer’s warranty covering material and manufacturing defects and operation within the manufacturer’s specifications, commencing upon acceptance of the goods. The warranty must include access to interim software releases and version updates issued during the warranty period. During the warranty period, the Contractor must provide ongoing technical support, including phone and email assistance, to troubleshoot data acquisition, maintenance, and processing issues.\r\n3.2\tRoutine Hardware Maintenance\tThe Contractor must provide a maintenance schedule outlining recommended routine inspections and servicing for the system. This should include tasks such as cleaning, calibration, and alignment checks. # Human milk mineral measurement for the MIREC study

Health Canada seeks a supplier to measure chloride, fluoride, iron, chromium, arsenic, lead and cadmium in biobanked human milk from the MIREC cohort. The analyses are intended to fill gaps in Canadian human-milk composition data and support work on toxic elements in foods for young children. This is an open Advance Contract Award Notice using a non-competitive procurement method. Suppliers must submit a Statement of Capabilities addressing specified laboratory experience, technical support and at least five years of relevant experience. The notice states a five-month term with a proposed 26 October 2026 start.

A larger evidence scan conducted to support future Dietary Reference Intakes (DRI) efforts for infants and young children, which included data from other high- or middle-income countries, also noted a lack of acceptable data for many components of human milk.\n\nIn this study, several components of interest (notably chloride, fluoride, iron and chromium) will be measured in biobanked human milk collected in MIREC. These components were chosen to fill in the fields needed for the human milk profile in the Canadian Nutrient File that will not be measured by another ongoing study of Canadian human milk, while taking into account what has already been measured in MIREC human milk samples, and what is possible given of the sample collection and storage techniques. Additionally, arsenic, lead and cadmium will be measured to contribute to Closer to Zero, an FDA-led initiative to set action levels for toxic elements in foods intended for infants and young children. Data on additional elements may be obtained as part of the panel for the aforementioned elements because the ICP-MS technique used to measure them is a multi-element method. Iron, chromium, lead and cadmium have been measured previously in MIREC samples, but were undetectable in >60% of samples, making the data unreliable for estimating population exposures. New analyses based on optimized techniques are needed.\n\nAs the MIREC dataset is large, included subjects from 10 study sites in 6 provinces across Canada, and collected detailed data on demographic and health characteristics known to be associated with the composition of human milk, the data from this study will be a valuable contribution to Canadian and International efforts to quantify human milk composition. # Multibeam hydrographic survey system

The Canadian Coast Guard is seeking a multibeam echo sounder (MBES) and sound velocity profiler (SVP). This solicitation replaces an earlier F7047-260008 notice; a debriefing is available on request to suppliers who bid on the earlier solicitation. The official detail page returned HTTP 403 during research, so further technical requirements and evaluation details could not be verified.
