De andere inschrijver (gerangschikt als tweede) zal worden beschouwd als “reserve”-opdrachtnemer. Zijn contract kan enkel worden geactiveerd in geval van tekortkoming van de actieve opdrachtnemer. In dit kader behoudt de aanbestedende overheid zich, met inachtneming van de regelgeving inzake overheidsopdrachten, het recht voor om een beroep te doen op de reserve-opdrachtnemer die de tweede economisch meest voordelige offerte heeft ingediend op basis van de gunningscriteria van de raamovereenkomst (cascadeprincipe). Bijgevolg zal de tekortschietende opdrachtnemer, overeenkomstig de ambtshalve maatregelen voorzien in het KB van 14/01/2013 tot vaststelling van de algemene uitvoeringsregels van overheidsopdrachten, zijn contract voor de betrokken raamovereenkomst beëindigd zien voor de resterende duur van de raamovereenkomst.",
