Termenul limita pana la care autoritatea contractanta va raspunde in mod clar si complet tuturor solicitarilor de clarificari sau informatii suplimentare va fi in a 11-a zi inainte de data limita de depunere a ofertelor.\nEchipamente didactice specifice pentru bitumuri necesare derularii proiectului UPGRADE - UPT – Modernizarea și echiparea infrastructurii educaționale pentru îmbunătățirea accesului la educație - UPT, Facultatea de Construcții și Facultatea de Arhitectură și Urbanism compus din: - Nivelă optică - 3 buc; - Nivelă digitală - 1 buc; - Nivelă laser rotativă - 1 buc; - Detector de rețele - 1 buc; - Teodolit electronic/digital - 5 buc; - Stație totală manuală - 6 buc; - Stație totală robotizată - 2 buc; - Receptor GNSS - 3 buc; -Stand experimental de scanare pentru măsurători rapide și exacte și analiză 3D - 1 buc; - Stație de lucru pentru procesare fotogrametrică și LiDAR cu monitor inclus - 12 buc.\n\nSelection criteria:\nOperatorii economici care depun ofertă trebuie să dovedească o formă de înregistrare in conditiile legii din țara de rezidență, din care să reiasă că operatorul economic este legal constituit, că nu se află în niciuna dintre situațiile de anulare a constituirii, precum și faptul că are capacitatea profesională de a realiza activitățile care fac obiectul contractului. Ofertantii, persoane juridice/fizice straine trebuie sa detina documente echivalente care sa dovedeasca forma de inregistrare si, dupa caz, apartenenta din punct de vedere profesional, in conformitate cu legislatia aplicabila in tara de rezidenta, in limba in care au fost emise, in original/copie legalizata/copie lizibila, insotite de traducerea autorizata a acestora in limba romana. Modalitatea de îndeplinire: Se va completa DUAE de catre operatorii economici participanti la procedura de atribuire cu informatiile aferente situatiei lor la Partea IV- Criterii de selectie – lit. A: CAPACITATEA DE A CORESPUNDE CERINTELOR. La finalizarea evaluării ofertelor, la solicitarea autorității contractante, doar operatorul economic aflat pe primul loc in clasamentul intermediar intocmit la finalizarea ofertelor, va prezenta document justificativ, valabil la data prezentării: Certificatul Constatator emis de ONRC din care sa rezulte obiectul de activitate al respectivului operator economic. Obiectul contractului trebuie să aibă corespondent în codul CAEN din Certificatul Constatator emis de ONRC. În cazul unei asocieri, fiecare membru al asocierii este obligat să prezinte aceste documente pentru partea de contract pe care o va realiza ca asociat. Cerințe: (a) Persoane juridice române: Certificat constatator emis de ONRC, din care să reiasă că obiectul de activitate al ofertantului corespunde obiectului procedurii. Informațiile cuprinse în certificatul constatator trebuie să fie valabile la momentul prezentării documentului. (b) Persoane fizice române: Documente edificatoare din care să dovedească forma de înregistrare ca persoană fizică în conformitate cu prevederile legale în vigoare. Informațiile cuprinse în certificatul constatator trebuie să fie valabile la momentul prezentării documentului. (c) Persoane juridice / fizice străine: Documente echivalente emise în țara de rezidență în conformitate cu prevederile legii țării de rezidență a operatorului economic (se va verifica prin accesarea http://ec.europa.eu/markt/ecertis/login.do). Informațiile cuprinse în certificatul constatator trebuie sa fie valabile la momentul prezentării documentului. În cazul ofertanților (persoane fizice sau juridice) de altă naționalitate decât cea română, documentele vor fi transmise în limba în care au fost emise, însoțite de o traducere autorizată a acestora în limba română. Documentele menționate vor fi prezentate în SEAP, în format scanat al originalului, însoțite de traducerea autorizată (dacă este cazul), semnate cu semnătură electronică. Cerința se aplică inclusiv pentru asociați, subcontractanți care completează informațiile aferente situației lor la nivelul unui DUAE distinct.\nOfertantul are obligatia de a preciza categoriile de servicii din contract pe care intenţionează să le subcontracteze, precum şi procentul sau valoarea aferentă activităţilor indicate în ofertă ca fiind realizate de către subcontractanţi si datele de identificare ale subcontractantilor propusi, daca acestia din urma sunt cunoscuti la momentul depunerii ofertei. Subcontractantul nu trebuie sa se afle în situatia care determina excluderea din procedura de atribuire, conform prevederilor art.164, art.165 si art. 167 din Legea 98/2016. Activitatea de furnizare nu poate fi subcontractata, potrivit art. 3 alin (1), lit. yy) din Legea 98/2016, respectiv pot fi subcontractate doar activitatile de prestari de servicii, operatiunile cu titlu accesoriu conexe furnizarii. Modalitatea de îndeplinire: DUAE completat de ofertant; DUAE completat de subcontractanții; Acord de subcontractare, conform Formular nr. 5; În ceea ce privește criteriile de selecție, autoritatea contractantă solicita operatorului economic să declare că acesta îndeplinește toate criteriile de selecție impuse indicate în anunțul relevant sau în documentele achiziției menționate în anunț. În cazul în care operatorul economic intenționează să subcontracteze o parte/părți din contract, DUAE include și informațiile solicitate cu privire la subcontractanți, conform prevederilor art. 193, alin. (3) din Legea nr. 98/2016. Documentele justificative care probează îndeplinirea celor asumate în DUAE urmează a fi prezentate la solicitarea autorității contractante, doar de către ofertantul clasat pe locul I în clasamentul intermediar întocmit la finalizarea evaluării ofertelor. Dacă este cazul, odată cu prezentarea DUAE se vor transmite și acordurile de subcontractare.\n\nAward criteria:\nPunctajul se acorda astfel: a) Pentru cel mai scazut dintre preturi se acorda punctajul maxim alocat; b) Pentru celelalte preturi ofertate punctajul P(n) se calculeaza proportional, astfel: P(n) = (Pret minim ofertat / Pret n) x punctaj maxim alocat.\nÎn conformitate cu cerința nr. 7: Punctajul pentru factorul de evaluare “Distanța maximă de măsurare” se acordă astfel: a) Pentru distanța maximă de măsurare egală cu 1.000 m, se acordă 0 puncte, produsul fiind conform cerinței. b) Pentru distanța maximă de măsurare > 1.000 m și < 1.300 m, se acordă 5 puncte. c) Pentru distanța maximă de măsurare ≥ 1.300 m, se acordă 10 puncte (punctaj maxim). Notă: Pentru distanța maximă de măsurare: < 1.000 m, oferta va fi declarată neconformă.\nÎn conformitate cu cerința nr. 9: Punctajul pentru factorul de evaluare “Frecvența de repetare a impulsurilor laser” se acordă astfel: a) Pentru frecvența de repetare a impulsurilor laser egală cu 2 MHz / 2 milioane de impulsuri pe secundă, se acordă 0 puncte, produsul fiind conform cerinței. b) Pentru frecvența de repetare a impulsurilor laser > 2 MHz / 2 milioane de impulsuri pe secundă și < 2,1 MHz / 2,1 milioane de impulsuri pe secundă, se acordă 25 puncte. c) Pentru frecvența de repetare a impulsurilor laser ≥ 2,1 MHz / 2,1 milioane de impulsuri pe secundă, se acordă 50 puncte (punctaj maxim).
