# Evaluation of the Learning Ecosystems programme (LES)

The Flemish Department of Work, Economy, Science, Innovation and Social Economy seeks an evaluation of the ESF+ Learning Ecosystems (LES) programme, which currently supports 21 projects in Flanders. The evaluation is to examine how project learning offers strengthen learner agency, especially for people who struggle in formal learning settings, using a theory-based approach: a formative evaluability study, empirical impact evaluation through comparative case studies, and knowledge-sharing activities. Proposals should set out suitable methods for each component. The assignment is planned for 18 months, January 2027 to June 2028. The notice gives a price range of €125,000–€150,000 including VAT; this is a stated range, not a single estimated contract value. Key deliverables are an inception report, an evaluation report, and knowledge-sharing and capacity-building activities or products. Award is based on best price-quality ratio. The official workspace URL returned only a JavaScript shell; the full available Dutch description is preserved as the original text. The available notice information gives a deadline of 24 November 2026 at 10:00 UTC.
