Der Ratssaal umfasst insgesamt zwei Geschosse (Eingangs- und Erdgeschoss)\n mit einer Grundfläche von rd. 765 m². Im Eingangsgeschoss befinden sich eine\n Ausstellungsfläche / Rundgang sowie der Tribünenbereich des Ratssaales. Im Erdgeschoss\n befindet sich der eigentliche Ratssaal (rd. 170 m²) sowie diverse Lager-/Technikräume,\n Sanitäreinrichtungen und eine Teeküche. Geplante Eingriffe in benachbarte Bereiche, wie die\n WCs im Verbindungsgang zum Rathaus, sind in die Planung einzubeziehen. Ziel der\n\n669566-2026 Page 2/10\n\f Maßnahme ist die energetische, funktionale und technische Ertüchtigung des Gebäudes auf\n den aktuellen Stand der Technik unter strikter Wahrung des historischen Erscheinungsbildes.\n Hierfür ist die Sanierung der unter Denkmalschutz stehenden Einzelbauteile erforderlich.\n Anforderungen an den Denkmalschutz und Umgang mit Gebäudeschadstoffen: Das gesamte\n Gebäude steht vollständig unter Denkmalschutz. Im Zuge der Gebäudesanierung sind\n schwerpunktmäßig die folgenden Bauteile zu bearbeiten: - Sanierung der Dachkonstruktion\n inkl. Restaurierung der GFK-Dachelemente, - Sanierung der Außenfassade (Pfosten-Riegel-\n Konstruktion) inkl. Austausch und energetische Ertüchtigung der Verglasung, - Restaurierung\n der innen- und außenliegenden Fassade (Metallpaneele), - Restaurierung der Kassettendecke\n im WC Herren und WC Damen im Durchgang zum Ratssaal, - Natursteinboden im\n Ratssaalumlauf, - Leuchtelemente (Deckenleuchten), - Aufbereitung des Interieurs: Sitzpolster\n aus Leder, Geländergriffe / Handumläufe aus Leder, Ratssaaltische (Lacke). Für die\n Restaurierung / Aufbereitung der v. g. Bauteile und Interieurgegenstände ist eine enge\n Abstimmung mit dem beauftragten Architekturbüro und der Unteren Denkmalbehörde\n erforderlich. Pläne mit zulässigen Bauteilöffnungen werden architekturseitig zur Verfügung\n gestellt. Alle Eingriffe in die Bausubstanz sind auf ein bautechnisches Minimum zu reduzieren.\n Die / der Restaurator/in hat bei der Erstellung von Demontage- und Entsorgungskonzepten die\n Ergebnisse der Schadstoffbeprobung zu berücksichtigen (Gutachten wird nach\n Auftragsvergabe übergeben). Trotz des Gebäudealters aus den 1970er Jahren wurden\n Gebäudeschadstoffe nur punktuell angetroffen. Leistungsinhalt Es sind die\n Planungsleistungen eines/r Fachrestaurators/in in Anlehnung an die Leistungsphasen 3 bis 8\n nach §§ 33 ff. HOAI zu erbringen. Leistungsinhalt sind die Grundleistungen der\n Leistungsphasen 3 (Entwurfsplanung) bis 8 (Objektüberwachung) für die Leistungen der\n Bauteile zur Restaurierung der GFK-Dachelemente, der Restaurierung der innen- und\n außenliegenden Fassade (Metallpaneele), der Restaurierung der Kassettendecke im WC\n Herren und WC Damen im Durchgang zum Ratssaal, des Natursteinboden im Ratssaalumlauf,\n der Leuchtelemente (Deckenleuchten) sowie der Aufbereitung des Interieurs (Leder der\n Sitzpolster und Handläufe, Lacke der Ratssaaltische). Für die Bauteile zur Sanierung der\n Dachkonstruktion (Dachaufbau, energetische Ertüchtigung) sowie der Sanierung der\n Außenfassade (Pfosten-Riegel-Konstruktion) inkl. Austausch und energetische Ertüchtigung\n der Verglasung wird die/der Restaurator/in beratend für das beauftragte Architekturbüro\n quadrat+ aus Recklinghausen tätig. Die Ausführungsplanung sowie die Vergabe und\n Bauüberwachung erfolgt in Planungsverantwortung des Architekten. Beratungsleistungen\n erfolgen hier nach Erfordernis im Stundenaufwand. Hierzu sind die Schnittstellen zwischen der\n Restaurierung, den beauftragten Fachplanern (Architektur, Tragwerksplanung und\n Elektrotechnik) sowie den angrenzenden Gewerken frühzeitig zu definieren und in die\n Prüfplanung einzubeziehen. Der Auftragnehmer hat die hieraus resultierenden Abhängigkeiten\n und zeitlichen Randbedingungen bei der Termin- und Bauablaufplanung zu berücksichtigen.\n Die Planung und Restaurierung der Bauteile ist voll-ständig in den Gesamtterminplan des\n Architekten zu integrieren. Im Zuge der Ausführungsplanung sowie bei der\n Restaurierungsdurchführung sind sämtliche Restaurierungsarbeiten unter Berücksichtigung\n der denkmalpflegerischen Anforderungen / Erlaubniserteilungen durchzuführen. Die\n Einhaltung der denkmalrechtlichen Erlaubnis ist zu gewährleisten und durchzuführende\n Restaurierungsarbeiten dahingehend zu überwachen. Der Auftragnehmer hat an\n regelmäßigen Planungsbesprechungen (14-tägig/ im regelmäßigen Wechsel zwischen\n Präsenzbesprechungen und Onlinebesprechungen) mit der Bauherrin und den Fachplanern\n teilzunehmen. Im Rahmen der Besprechungen hat der Auftragnehmer die Auftraggeberin\n regelmäßig über den Stand der Leistungserbringung sowie etwaig auftretende Erschwernisse\n zu unterrichten. Kostenrahmen Die Kosten für die Fachplanung Restaurierungsarbeiten von\n rd. 1.072.500 EUR netto. Der veranschlagte Kostenrahmen setzt sich zusammen aus: - rd.\n\n669566-2026 Page 3/10\n\f 665.000 EUR für die Restaurierung der GFK-Dachelemente, - rd. 150.000 EUR für die\n Aufbereitung des Steinbodens, - rd. 25.000 EUR für die Aufbereitung der Kassettendecken, -\n rd. 45.000 EUR für die Aufbereitung der innen- und außenliegenden Metallkassetten, - rd.\n 75.000 EUR für die Aufbereitung der Beleuchtung, - rd. 45.000 EUR für die Restaurierung der\n Lederpolster und -handläufe, - rd. 67.500 EUR für die Restaurierung der Ratssaaltische. Der\n Kostenrahmen wurde auf Basis des zur Verfügung stehenden Budgets des Förderbescheids\n abgeschätzt. Die Einhaltung der Kostenvorgabe ist von zentraler Bedeutung, da von diesem\n Kriterium die Realisierung des Vorhabens abhängig ist. Dem Planer obliegt eine Priorisierung\n einer wirtschaftlichen Planung und Ausführung. Auftraggeber und Ansprechpartner sind zu benennen\n (Exposes können nachgereicht werden). - Berücksichtigungsfähig sind durch den Bieter\n bearbeitete und vollständig abgeschlossene Leistungsphasen (LPH 3 - Entwurfsplanung bis\n LPH 8 - Objektüberwachung). Die Splittung auf mehrere Referenzen ist möglich. Jede\n Teilleistung muss die anderen Referenzvoraussetzungen (wie Zeitrahmen oder Baukosten)\n erfüllen. - Vergleichbar bedeutet hier, dass die Referenz dem Leistungsbild Konservierung und\n Restaurierung von denkmalgeschützten Bauteilen entspricht. Zusätzlich wird erwartet, dass\n zumindest eine Referenz das Kriterium ''Restaurierung im Denkmalschutz\" und eine Referenz\n das Kriterium ''Restaurierung von Bauteilen aus der KG 300 sowie Ausstattung/Interieur aus\n der KG 600 innerhalb eines Bauvorhabens\" aufweist. - Es wird erwartet, dass die für dieses\n Projekt vorgesehene Projektleitung für mindestens eine Referenz projektverantwortlich war.\n Die Projektleitung muss über den gesamten Projektlaufzeit zur Verfügung stehen und darf nur\n nach schriftlicher Zustimmung durch die Auftraggeberin geändert werden. Berücksichtigt wird die Anzahl der\n Berufsträger/ innen aller Mitglieder der Bewerbergemeinschaft.\n\n 5.1.10. Zuschlagskriterien\n Kriterium:\n Art: Preis\n Bezeichnung: Honorarangebot\n Beschreibung: Die Stadt Castrop-Rauxel wird die Angebote anhand der nachbenannten\n Zuschlagskriterien unter Berücksichtigung der angegebenen Wertungspunkte und\n Gewichtungen bewerten.
