# Single Integrated Platform customs information system for Armenia

The Office of the Prime Minister of Armenia invites eligible proposers to design, implement, test and localize a new Single Integrated Platform (SIP), including a Customs Single Account and Personal Account Card module. The system is intended to provide a scalable, secure and interoperable customs information system aligned with national platforms and legislation. The State Revenue Committee and Office of the Prime Minister are the purchasers under the Fourth Public Sector Modernization Project, financed by World Bank loan 9338-AM. This is international competitive procurement by RFP without prequalification, open to eligible proposers. Rated technical factors carry 40% and proposal cost 60%. The RFP is in English and may be obtained by written application; the notice also gives a free download route and says the hard copy prevails if it conflicts with the electronic copy. Proposals must be delivered in hard copy by 19 November 2026 at 15:00 local time; electronic procurement is not permitted and late proposals are rejected. The notice says technical parts will be opened publicly then and financial parts held unopened until a second public opening. Proposal security is EUR 40,000 or an equivalent amount in a freely convertible currency or AMD; this is bid security, not contract value. The successful proposer must disclose beneficial ownership in the Contract Award Notice. The available notice information stores a deadline timestamp of 15:00Z, while the notice says 15:00 local time without specifying a zone; their equivalence is unresolved, so the public deadline is shown at date precision only. No contract value or award is stated.

A EUR 40,000 proposal security is required, but it is not the contract price or estimated value. The notice gives a Yerevan delivery address for proposals and inspection of the RFP. It specifies 19 November 2026 at 15:00 local time; the available notice information separately stores 15:00Z, and the source does not identify a zone resolving that difference.
