    "text": "Rakentamisen elinkaarivaikutusten arvioinnin asiantuntijapalvelut, puitejärjestely\nPääkaupunkiseudun Kaupunkiliikenne Oy kilpailuttaa rakentamisen elinkaarivaikutusten arvioinnin asiantuntijapalvelujen puitejärjestelyn. Hankinta toteutetaan vesi- ja energiahuollon, liikenteen ja postipalvelujen alalla toimivien yksiköiden julkisista hankinnoista ja käyttöoikeussopimuksista annetun lain (1398/2016, myöh. erityisalojen hankintalaki) 31 §:n mukaisena yhteishankintana, jossa hankintaan osallistuvat hankintayksiköt vastaavat yhdessä tämän lain säännösten noudattamisesta. Jokainen hankintaan osallistuva hankintayksikkö tekee oman hankintapäätöksen ja oman hankintasopimuksen. Hankinnan muut tilaajaorganisaatiot ovat Pääkaupunkiseudun Kaupunkiliikenne Oy:n tytäryhtiöt (Helsingin Joukkoliikenneinfra Oy, RV Kalusto ja Varikko Oy ja Ruskeasuon Varikkokiinteistö Oy), Helsingin kaupungin liikenneliikelaitos (HKL), Länsimetro Oy (LM) ja Sammalvuoren Metrovarikko Oy (SMV). Työt kohdistuvat Pääkaupunkiseudun Kaupunkiliikenne Oy:n, Helsingin kaupungin liikenneliikelaitoksen, Ruskeasuon Varikkokiinteistö Oy:n, Länsimetro Oy:n, Sammalvuoren Metrovarikko Oy:n, RV Kalusto ja Varikko Oy:n sekä Helsingin Joukkoliikenneinfra Oy:n omistamiin tai ylläpitovastuulla oleviin kiinteistöihin ja infrastruktuuriin sekä tilaajatahojen muihin kohteisiin. Tarjoajalla tulee olla nimettävissä toimeksiantoihin seuraavat, tämän tarjouspyynnön vaatimukset täyttävät henkilöt sopimuskauden aikana: - päävastuullinen elinkaariasiantuntija (projektipäällikkö /ohjaus) - elinkaaripäästölaskija (rakennus + infra) (LCA) - elinkaarikustannuslaskija (LCC) - energia-asiantuntija. Sopimuskausi kaksi (2) vuotta ja optiot (2 + 2) vuotta. Tilaajien tavoitteena on kilpailutuksen kautta valita tulevaan puitejärjestelyyn kolme (3) sopimuskumppania, mikäli soveltuvuusvaatimuksen täyttäviä tarjouspyynnön mukaisen tarjouksen tehneitä tarjoajia on vähintään kolme. Mikäli soveltuvuusvaatimuksen täyttäviä tarjouspyynnön mukaisen tarjouksen tehneitä tarjoajia on enemmän kuin kolme, vertaillaan tarjoukset käyttäen tässä tarjouspyynnössä kuvattuja vertailuperusteita. Mikäli soveltuvuusvaatimuksen täyttäviä tarjouspyynnön mukaisen tarjouksen tehneitä tarjoajia on vähemmän kuin kolme, hankintayksikkö valitsee puitejärjestelyyn kaikki soveltuvuusvaatimukset täyttävät tarjouspyynnön mukaisen tarjouksen tehneet tarjoajat. Toimintamalli puitejärjestelyn aikana: Tilaaja tekee tilaukset puitejärjestelyyn valituilta toimittajilta ennalta määriteltyjen prosenttiosuuksien mukaisesti. Prosenttiosuudet määräytyvät seuraavasti: Kolme (3) sopimuskumppania, arvio %-osuuksista: 1. sija: 60–40 % 2. sija: 40–20 % 3. sija: 20–10 %. Ks. tarjouspyynnön liitteenä oleva sopimusluonnos jossa tarkemmin puitejärjestelyn toimintamallista. Hankinnan arvonlisäveroton ennakoitu arvo koko sopimuskauden aikana (ml. mahdolliset optiokaudet) on 5.000.000 € jakautuen seuraavasti: - Kaupunkiliikenne -konserni: 2.000.000 euroa jakautuen arvioidusti seuraavalla tavalla: - Pääkaupunkiseudun Kaupunkiliikenne Oy: 200.000 euroa - RV Kalusto ja Varikko Oy: 500.000 euroa - Helsingin Joukkoliikenneinfra Oy: 1.000.000 euroa - Ruskeasuon Varikkokiinteistö Oy: 300.000 euroa - Helsingin kaupungin liikenneliikelaitos: 2.400.000 euroa - Länsimetro Oy: 500.000 euroa - Sammalvuoren Metrovarikko Oy: 100.000 euroa.
