    "description": "Teile der Isolatoren aus dem Netz der Swissgrid haben ihre Lebensdauer erreicht und müssen ausgetauscht werden. Zudem sind gewisse Masten noch mit Einfachketten ausgestattet und müssen auf Doppelketten umgerüstet werden. Aufgrund dieser Hintergründe wurde ein Projekt initiiert, dass den schweizweiten Kettenersatz vorsieht. Diese Ergebnisse liegen nun vor, weshalb das Projekt in die Projektierungsphase übergeht. Zur weiteren Planung und Koordination dieses Projektes, werden mittels dieser geplanten Ausschreibung, die Fachplaner Leitungsbau für die SIA-Phasen 32 bis 53 in den unterschiedlichen Regionen (Ost, Mitte und West) beschafft. Nebst dem fachspezifischen Leistungsumfang in ihren Zuständigkeitsbereichen, übernehmen diese auch die übergeordnete Aufsicht und Koordination aller involvierten Fachbereiche inkl. Schnittstellen als Gesamtleiter/-innen im Sinne der SIA 103 wahr.     "text": "DEUTSCH (TED: description-proc, deu)\nDas Unterwerk (UW) Riet wurde anfangs der 1970er-Jahre in Betrieb genommen. Die Freiluftschaltanlage ist sanierungsbedürftig. Ersatzteile für die hydraulisch angetriebenen Trenner und Schalter sind nur noch wenige verfügbar. Die Sekundärtechnik und die Nebenanlagen des UW Riet wurden zwischenzeitlich erneuert, haben aber bereits wieder das Ende ihrer technischen Lebensdauer erreicht und müssen erneuert werden. In diesem Bereich besteht zudem ein hoher Verflechtungsgrad mit den Anlagen des vormaligen Betreibers Axpo. Axpo hat den 220/50-kV-Netzanschluss «Transformer 21» auf den 31.05.2022 gekündigt und wird die 50-kV Freiluftschaltanlage so weit wie möglich und nötig zurückbauen. Trotz dieser Kündigung bleibt das UW Riet ein Anschlusspunkt des Axpo-Verteilnetzes in der Region Winterthur. Zudem verbindet es den Swissgrid Netzknoten Breite mit dem UW Schlattingen. Um den sicheren Betrieb der Anlage aufrechtzuerhalten, müssen diverse Anlagen erneuert werden. Die Nebenanlagen sollen ausserdem mit einem Notstromdiesel ergänzt werden, der eine Autonomiezeit von 72 Stunden sicherstellt. Dieser Notstromdieselgenerator wird von Axpo betrieben. Swissgrid ersetzt deshalb die Pri mär- und Sekundärtechnik und baut ein eigenes Unterwerksgebäude (UWG), um eine weitestgehende Entflechtung von den Axpo-Anlagen zu erreichen. Folgende Auflagen müssen während den Bauarbeiten zwingend eingehalten werden: · Arbeiten innerhalb eines in Betrieb stehenden Unterwerkes (bis 220 kV), · Arbeiten in der Nähe von Gleisanlagen. Die vorliegende Ausschreibung beinhaltet die Arbeiten, welche im Zusammenhang mit dem Rückbau und Neubau der Freiluftschaltanlage und deren Kabelrohrblöcken und -schächten stehen. Das bereits ausgeführte Unterwerksgebäude ist nicht Bestandteil dieser Ausschreibung. Grob sind die folgenden Arbeiten auszuführen: · Vorbereitungsarbeiten (Baustelleneinrichtung, Provisorien, Demontagen, Rückbauten, Entsorgung, etc.) · Terraingestaltung (Erdbewegungen, etc.) · Roh- und Ausbauarbeiten (Baumeisterarbeiten (Fundamente, Kanalisation, Erweiterung und Anpassung Gleispiste), Randabschlüsse, Belagsarbeiten, etc.) · Elektroanlagen (Anlagenbeleuchtung, Erdungen, etc.) · Erschliessungen durch Leitungen (Kabelrohrblöcke und -schächte, etc.) · Abnahme (FAT, SAT und IBN). Die detaillierten Leistungsbestandteile sind im Dokument C100 ausgewiesen.\n\nFRANÇAIS (TED: description-proc, fra)\nLa sous-station (SS) de Riet a été mise en service au début des années 1970. Le poste de commutation à ciel ouvert a besoin d'être rénové. Il ne reste plus que très peu de pièces de rechange disponibles pour les sectionneurs et les interrupteurs à commande hydraulique. L'équipement secondaire et les installations annexes de la SS de Riet ont été renouvelés entre-temps, mais ils ont déjà atteint à nouveau la fin de leur durée de vie technique et doivent être remplacés. Dans ce domaine, il existe en outre un degré élevé d’interdépendance avec les installations de l’ancien exploitant Axpo. Axpo a résilié le raccordement au réseau 220/50 kV « Transformer 21 » avec effet au 31 mai 2022 et démantèlera le poste de commutation en plein air de 50 kV dans la mesure du possible et si nécessaire. Malgré cette résiliation, la sous-station de Riet reste un point de raccordement au réseau de distribution d’Axpo dans la région de Winterthur. Elle relie en outre le nœud de réseau de Swissgrid à Breite à la sous-station de Schlattingen. Afin de garantir la sécurité d’exploitation de l’installation, divers équipements doivent être renouvelés. Les installations annexes doivent en outre être équipées d’un groupe électrogène diesel de secours garantissant une autonomie de 72 heures. Ce groupe électrogène diesel de secours est exploité par Axpo. Swissgrid remplace donc les équipements primaires et secondaires et construit son propre bâtiment de sous-station (UWG) afin de parvenir à une dissociation maximale par rapport aux installations d’Axpo. Les conditions suivantes doivent être impérativement respectées pendant les travaux : · Travaux à l'intérieur d'une sous-station en service (jusqu'à 220 kV), · Travaux à proximité de voies ferrées. Le présent appel d’offres porte sur les travaux liés au démantèlement et à la reconstruction du poste de commutation en plein air ainsi que de ses blocs de gaines et puits de câbles. Le bâtiment du poste de transformation déjà construit ne fait pas partie du présent appel d’offres. De manière générale, les travaux suivants doivent être réalisés : · Travaux préparatoires (mise en place du chantier, installations provisoires, démontages, démantèlements, élimination des déchets, etc.) · Aménagement du terrain (terrassement, etc.) · Travaux de gros œuvre et de finition (travaux de maçonnerie (fondations, assainissement, extension et adaptation de la voie ferrée), bordures, revêtements, etc.) · Installations électriques (éclairage du site, mises à la terre, etc.) · Raccordements par câbles (blocs et regards de gaines, etc.) · Réception (FAT, SAT et IBN).     "text": "Generalplaner SIA 32-53 für UW Regensdorf\n\nDas 220-kV-Unterwerk Regensdorf liegt in der Gemeinde Regensdorf im Kanton Zürich. Die gasisolierte 220-kV-Schaltanlage wurde 2021 in Betrieb genommen und ist laut Hersteller nicht mit demselben Anlagentyp erweiterbar. Für die Erweiterung wird ein eigens gefertigtes Adapterstück benötigt; wegen des zusätzlichen Platzbedarfs soll die GIS-Anlage direkt um zwei Felder (Transformator- und Reservefeld) samt erforderlichen Kabelanschlüssen erweitert werden. Beschafft wird ein Generalplaner zur Planung und Koordination der SIA-Phasen 32 bis 53; die Phasen 51–53 sowie örtliche Bauleitung sind Optionen. In diesem Bereich besteht zudem ein hoher Verflechtungsgrad mit den Anlagen des vormaligen Betreibers Axpo. Axpo hat den 220/50-kV-Netzanschluss «Transformer 21» auf den 31.05.2022 gekündigt und wird die 50-kV Freiluftschaltanlage so weit wie möglich und nötig zurückbauen. Trotz dieser Kündigung bleibt das UW Riet ein Anschlusspunkt des Axpo-Verteilnetzes in der Region Winterthur. Zudem verbindet es den Swissgrid Netzknoten Breite mit dem UW Schlattingen. Um den sicheren Betrieb der Anlage aufrechtzuerhalten, müssen diverse Anlagen erneuert werden. Die Nebenanlagen sollen ausserdem mit einem Notstromdiesel ergänzt werden, der eine Autonomiezeit von 72 Stunden sicherstellt. Dieser Notstromdieselgenerator wird von Axpo betrieben. Swissgrid ersetzt deshalb die Pri mär- und Sekundärtechnik und baut ein eigenes Unterwerksgebäude (UWG), um eine weitestgehende Entflechtung von den Axpo-Anlagen zu erreichen. Folgende Auflagen müssen während den Bauarbeiten zwingend eingehalten werden: · Arbeiten innerhalb eines in Betrieb stehenden Unterwerkes (bis 220 kV), · Arbeiten in der Nähe von Gleisanlagen. Sie muss sämtliche Unterlagen des federführenden Mitglieds zur Qualifizierung der Arbeitsgemeinschaft einreichen, dies auch dann, wenn das federführende Mitglied selbst bereits qualifiziert ist. Im Falle eines Zuschlags an eine Arbeitsgemeinschaft muss diese: • Gegebenenfalls eine eigene Berufshaftpflichtversicherung (Planer) bzw. Betriebshaftpflichtversicherung (Baumeister) abschliessen. Als Nachweis ist der Swissgrid AG eine entsprechende Bestätigung des Versicherers im Original bis spätestens einen Monat nach Vertragsunterzeichnung abzugeben. • Gegebenenfalls ein eigenes Konto einrichten, auf das die Swissgrid AG ihre Zahlungen mit Befreiungswirkung leisten kann. Die Kontonummer muss spätestens vor der Vertragsunterzeichnung bekannt sein. • Gegebenenfalls eine eigene MwSt.-Nr. bei der eidgenössischen MwSt.-Verwaltung beantragen. Die Swissgrid AG erwartet die Bestätigung über die Eintragung der Arbeitsgemeinschaft in das Register der Steuerpflichtigen und die Bekanntgabe der MwSt.-Nr. vor der Vertragsunterzeichnung. • Ihre Registrierungsdaten in SAP Ariba aktualisieren. Die Mitglieder einer Arbeitsgemeinschaft bilden in der Regel eine einfache Gesellschaft und haben die Federführung einem der Mitglieder zu übertragen. Sie haften solidarisch. Zum Leistungsumfang gehören insbesondere die erforderlichen Abbruch- und Sicherungsarbeiten, Baustellenerschliessungen und temporären Zufahrten, Aushub- und Böschungssicherungsarbeiten, Mikropfähle, Beton- und Fundamentarbeiten, Erdungsarbeiten sowie die vollständige Instandstellung der beanspruchten Flächen. Die neuen Leitungsmasten werden mit ihren Eckstielen in die Fundamente einbetoniert. Die Ausführung erfolgt teilweise in landschaftlich und ökologisch sensiblen Gebieten sowie in schwer zugänglichem und steilem Gelände. Die standortspezifischen Vorgaben bezüglich Natur-, Landschafts-, Gewässer- und Bodenschutz sowie die zulässigen Zufahrts-, Installations- und Arbeitsflächen sind bei der Ausführung zwingend einzuhalten. Die Ausschreibung der Baumeisterarbeiten ist aus geografischen Gründen in zwei Lose mit jeweils vier Maststandorten unterteilt. Bei sieben Masten werden die bestehenden Fundamente erweitert, saniert und mittels Mikropfählen verstärkt. Der Mast 1261x005 wird aufgrund der Nähe zu einem Oberflächengewässer um rund 40 m in Richtung Mast 1261x004 verschoben und erhält am neuen Standort ein vollständig neues, mit Mikropfählen verstärktes Fundament. Der Mast 1261x005 wird zudem um 4 m und der Mast 1261x019 um 9 m erhöht.\nZum Leistungsumfang gehören insbesondere die erforderlichen Abbruch- und Sicherungsarbeiten, Baustellenerschliessungen und temporären Zufahrten, Aushub- und Böschungssicherungsarbeiten, Mikropfähle, Beton- und Fundamentarbeiten, Erdungsarbeiten sowie die vollständige Instandstellung der beanspruchten Flächen. Swissgrid procède actuellement à la rénovation de l'équipement secondaire. Dans ce cadre, le bâtiment d'exploitation agrandi séparera physiquement et clairement les installations de KWO et de Swissgrid, avec des accès distincts. Dans le présent appel d'offres pour la construction du nouveau bâtiment de la sous-station, les travaux à réaliser sont globalement les suivants : * Installation de chantier, y compris mur de chantier provisoire, clôtures et autres mesures de sécurité * Construction du nouveau bâtiment de la sous-station : travaux d'excavation, bétonnage sur place, utilisation d'éléments préfabriqués, carottages * Construction de nouvelles installations de câblage avec puits et canaux de câbles (enterrées) * Raccordements à l'eau et aux eaux usées, système d'infiltration * Raccordement de la clôture existante au nouveau bâtiment * Construction d’une voie d’accès avec revêtement en asphalte Les prestations détaillées sont répertoriées dans le document C100.\nDas Unterwerk Handeck stammt aus dem Jahre 2005 und ist ein wichtiger Knotenpunkt in den Nord-Süd-Verbindungen des Swissgrid Netzes.     "text": "Titel\nBaumeisterarbeiten - Unterwerk Botterens\n\nBeschreibung des Auftrags\nDas bestehende Unterwerk Botterens umfasst eine 220-kV-Schaltanlage sowie eine 60-kV-Schaltanlage. Die 220-kV-Schaltanlage befindet sich im Eigentum von Swissgrid, während die 60-kV-Schaltanlage Groupe E gehört. Die in den 1980er-Jahren errichtete 220-kV-Schaltanlage hat das Ende ihrer technischen Lebensdauer erreicht. Ein Grossteil der Anlage muss daher ersetzt werden. Der Ersatz der Anlagen von Swissgrid hat direkte Auswirkungen auf die Netzbetreiberin Groupe E. Es ist deshalb von grosser Bedeutung, dass die Erneuerung mit möglichst wenigen Versorgungsunterbrüchen durchgeführt wird.Eine weitere Anforderung des Projekts besteht darin, im Zuge dieser Erneuerung eine Trennung der beiden Anlagen von Swissgrid und Groupe E am Standort des Unterwerks Botterens zu ermöglichen. Zu diesem Zweck ist der Bau eines neuen Betriebsgebäudes vorgesehen.Im Rahmen der vorliegenden Ausschreibung sind folgende Arbeiten auszuführen:Baustelleneinrichtung einschliesslich Umzäunungen und Sicherheitsmassnahmen, Durchfahrtstore und BaupistenLieferung und Erstellung der Erdung der BaustelleneinrichtungRückbau bestehender Kabelanlagen und BetonbauwerkeErstellung neuer unterirdischer KabelrohrblöckeBaumeisterarbeiten für das neue Betriebsgebäude, einschliesslich Baustelleneinrichtung, Aushub- und Hinterfüllungsarbeiten, Fundationsarbeiten, Entwässerung und AbdichtungEtappenweise und sequenzielle Erstellung neuer Apparatefundamente im Bereich der 220-kV-SchaltanlageTeilweise Anpassung der bestehenden UmzäunungArbeiten für die Ableitung des Regen- und Abwassers der AnlagenErstellung der Trennumzäunung zwischen den Anlagen von Swissgrid und Groupe EErstellung der neuen Zufahrt und des neuen FussgängerzugangsInstallation von zwei Schiebetoren für Lastwagen und die FahrzeugzufahrtInstallation eines Zugangstors für FussgängerErstellung des Fundaments sowie Lieferung der Ladestation für Elektrofahrzeuge bei den Parkplätzen des neuen BetriebsgebäudesDie detaillierten Bestandteile der Leistungen sind im Dokument C100 aufgeführt.\n\nEinreichung der Angebote\nDie Angebotsabgabe muss elektronisch und vollständig mit allen Beilagen ausschliesslich über SAP Ariba erfolgen. Eine zu späte elektronische Eingabe des Angebotes wird vom System nicht zugelassen. Es wird dringend empfohlen so früh wie möglich, jedoch spätestens mehrere Arbeitstage vor Abgabefrist mit der Angebotserstellung in SAP Ariba zu beginnen.Angebote dürfen nicht anderweitig (z.B. E-Mail, Post, persönliche Übergabe) übermittelt werden.\n\nBegehung\nEs wird eine freiwillige Begehung am 22.09.2026 durchgeführt. \nEine vorherige Anmeldung ist erforderlich. Weitere Informationen zur Begehung sind der Verfahrensanweisung zu entnehmen.\n\nWeitere Anforderungen und Ausschluss\nAuschluss: Die Gruner Stucky AG, CH-1020 Renens, ist die von Swissgrid für dieses Projekt beauftragte Planerin und war massgeblich an der Ausarbeitung der Ausschreibungsunterlagen beteiligt. Die Gruner Stucky AG, CH-1020 Renens, sowie die mit ihr verbundenen Konzerngesellschaften sind daher gemäss Art. 14 BöB im Rahmen der vorliegenden Ausschreibung weder als Anbieterinnen noch als Subunternehmerinnen zugelassen.\n\nBietergemeinschaften\nBietergemeinschaften bzw. Arbeitsgemeinschaften (ARGE) sind zugelassen.\nEine Arbeitsgemeinschaft muss sich auf Ariba für die ausgeschriebene Swissgrid-Warengruppe vor der Angebotsabgabe in SAP-Ariba registrieren und qualifizieren. Sie muss sämtliche Unterlagen des federführenden Mitglieds zur Qualifizierung der Arbeitsgemeinschaft einreichen, dies auch dann, wenn das federführende Mitglied selbst bereits qualifiziert ist.\n\nIm Falle eines Zuschlags an eine Arbeitsgemeinschaft muss diese:\n•\tGegebenenfalls eine eigene Berufshaftpflichtversicherung (Planer) bzw. Betriebshaftpflichtversicherung (Baumeister) abschliessen. Als Nachweis ist der Swissgrid AG eine entsprechende Bestätigung des Versicherers im Original bis spätestens einen Monat nach Vertragsunterzeichnung abzugeben.\n•\tGegebenenfalls ein eigenes Konto einrichten, auf das die Swissgrid AG ihre Zahlungen mit Befreiungswirkung leisten kann. Die Kontonummer muss spätestens vor der Vertragsunterzeichnung bekannt sein.\n•\tGegebenenfalls eine eigene MwSt.-Nr. bei der eidgenössischen MwSt.-Verwaltung beantragen. Die Swissgrid AG erwartet die Bestätigung über die Eintragung der Arbeitsgemeinschaft in das Register der Steuerpflichtigen und die Bekanntgabe der MwSt.-Nr. vor der Vertragsunterzeichnung.\n•\tIhre Registrierungsdaten in SAP Ariba aktualisieren.\n\nDie Mitglieder einer Arbeitsgemeinschaft bilden in der Regel eine einfache Gesellschaft und haben die Federführung einem der Mitglieder zu übertragen. Sie haften solidarisch. Mitglieder der Arbeitsgemeinschaft dürfen nach Eingabe der Offerte bis zum Zuschlag nicht ohne triftige Gründe ausgewechselt werden.\n\nJede Anbieterin kann nur ein Angebot einreichen. Angebote in einer Arbeitsgemeinschaft gelten für alle Mitglieder ebenfalls als eigenes Angebot.\n\nSubunternehmer\nGrundsätzlich muss die charakteristische Leistung vom Anbieter erbracht werden (Art. 31 Abs. 3 BöB).\n\nVerfahrenshinweis\nAnmeldung auf SAP Ariba (kostenloser Account). Detaillierte Informationen betreffend die Nutzung von SAP Ariba (Anlegen Account, Download der Unterlagen, Qualifizierung, Einreichen des Angebotes etc.) sind in dem auf simap.ch hinterlegten Merkblatt zusammengestellt.\n\nRechtsmittelbelehrung\nGegen diese Verfügung kann gemäss Art. 56 Abs. 1 des Bundesgesetzes über das öffentliche Beschaffungswesen (BöB) innert 20 Tagen seit Eröffnung schriftlich Beschwerde beim Bundesverwaltungsgericht, Postfach, 9023 St. Gallen, erhoben werden. Die Beschwerde ist im Doppel einzureichen und hat die Begehren, deren Begründung mit Angabe der Beweismittel sowie die Unterschrift der beschwerdeführenden Person oder ihrer Vertretung zu enthalten. Eine Kopie der vorliegenden Verfügung und vorhandene Beweismittel sind beizulegen.\nDie Bestimmungen des Verwaltungsverfahrensgesetzes (VwVG) über den Fristenstillstand finden gemäss Art. 56 Abs. 2 BöB keine Anwendung. Gestützt auf Art. 52 Abs. 2 BöB kann mit der Beschwerde einzig die Feststellung, dass die vorliegende Verfügung Bundesrecht verletzt, nicht jedoch deren Aufhebung beantragt werden. Ausländische Anbieterinnen sind zur Beschwerde nur zugelassen, soweit der Staat, in dem sie ihren Sitz haben, Gegenrecht gewährt.",
