# Hardware and software for QoS and QoE monitoring for Eastern Caribbean regulators

The OECS Commission seeks a cloud-based QoS/QoE information system for ECTEL and national telecommunications regulators. Lot 1 covers a crowdsourcing platform; Lot 2 covers fixed probes (20 units) and drive/walk probes (5 units). Deployment is expected within about six months. The World Bank notice API gives 6 November 2026 and a separate time of 23:45, while the published invitation says bids are due at 14:30 AST that day; the conflicting cutoff times are preserved and no exact deadline time is selected.
