# Framework agreement for outside-broadcast production support and equipment hire

NRK seeks framework agreements for outside-broadcast production resources, on-site and centralised, over 48 months. Two lots distinguish traditional location-based production from production split between an on-site unit and an Oslo control room. TED states an estimated value of NOK 160 million excluding VAT, while the narrative says expected annual value varies from NOK 5 million to NOK 20 million and volumes are not committed. These figures are both preserved without reconciling them. Framework call-offs are reopened to competition. The deadline is 16 November 2026 at 11:00 UTC, 12 hours after the timestamp. No award result is stated.

NRK is interested in proposals for new solutions and considers the requested packages in Annex 1 as the most frequently needed packages. The value of the contract has varied up until now and is expected to continue as follows (from NOK 5-20 million per annum). The way NRK produces is constantly being developed and our ability to deliver on our social mission is dependent on the hire of these types of services. Although NRK here estimates volumes, we can neither decide nor commit to a specific volume, neither for the individual area nor for the total extent. It is important to note that NRK's need for OB production varies depending on the production contracts we make and the rights we acquire, technological development and supplementary needs in the contract period. NRK reserves the right to outsource major projects if these deviate from normal use of the contract.\nProcedure identifier\n:\ne994a431-1287-4e09-9341-181fae818a93\nInternal identifier\n:\n2026/376\nType of procedure\n:\nOpen\nThe procedure is accelerated\n:\nno\n2.1.1.\nPurpose\nMain nature of the contract\n:\nServices\nMain classification\n(\ncpv\n):\n92200000\nRadio and television services\nAdditional classification\n(\ncpv\n):\n32210000\nBroadcasting equipment\n,\n32320000\nTelevision and audio-visual equipment\n,\n34114000\nSpecialist vehicles\n,\n92110000\nMotion picture and video tape production and related services\n2.1.2.\nPlace of performance\nCountry\n:\nNorway\nAnywhere in the given country\n2.1.3.\nValue\nEstimated value excluding VAT\n:\n160 000 000,00\nNOK\n2.1.4.\nGeneral information\nLegal basis\n:\nDirective 2014/24/EU\nAnskaffelsesforskriften\n-\nThe procurement will be carried out as an open tender contest in accordance with the Public Procurement Act and the Public Procurement Regulations (FOR-2016-08-12-974) part I and part III, cf. § 13-1 (1)\n2.1.5.\nTerms of procurement\nTerms of submission:\nMaximum number of lots for which one tenderer can submit tenders\n:\n2\nTerms of contract:\nMaximum number of lots for which contracts can be awarded to one tenderer\n:\n2\n2.1.6.\nGrounds for exclusion\nSources of grounds for exclusion\n:\nEuropean Single Procurement Document (ESPD)\n,\nNotice\nCorruption\n:\nIs the tenderer himself or a person, who is a member of the tenderer's administration, management or supervisory body or has the competence to represent or control or make decisions in such bodies, by enforceable judgement been convicted of corruption by a verdict handed down not more than five years ago, or a rejection period determined directly in the judgement that still applies?
