"text": "Army Contracting Command – Rock Island (ACC-RI), on behalf of Portfolio Acquisition Executive Agile Sustainment and Ammunition (PAE AS&A) and Army Sustainment Command (ASC) is hosting an Industry Day focused on transforming the operational strategy of Government Owned Contractor Operated (GOCO) facilities on 17-19 November 2026 at the Lindner Conference Center, Picatinny, NJ. The Government will also provide an update on the Blue Grass Army Depot (BGAD) Energetics Center of Excellence (ECoE) at this event.\n\n\n\n\n\n\n\nThe purpose of this Industry Day is to obtain Industry input on a commercially disciplined GOCO operating model that preserves Government mission priorities while providing the operating contractor meaningful responsibility and flexibility to manage the facility as a competitive manufacturing enterprise. The Government is seeking input from both traditional and non-traditional defense contractors as it explores transforming its operational strategy. The Government is seeking industry input on BGAD ECoE potential solutions achieving long-term self-sustainability, that would meet both defense and commercial needs, while providing resilience to the energetic organic industrial base.\n\n\n\n\n\n\n\nSchedule: \n\n\n\nThe Government intends to host a 3-day event, consisting of a General Session and two subsequent days of one-on-one engagements. 17 November will be the General Session, which will consist of an open forum where Industry and Government discuss the topic areas identified in the GOCO and ECoE RFIs. 18 and 19 November will exclusively be one-on-one meetings with interested parties for both GOCO facility operations and the BGAD ECOE. The Government intends to have senior leaders and subject matter experts available for both the General Session and one-on-one engagements. A draft agenda for the General Session will be provided prior to the event.\n\n\n\nInstructions for Registration:\n\n\n\nRegistration to attend is required, but attendance at the event is currently not limited per company. However, the Government reserves the right to further restrict attendance based on capacity restrictions, should the number of registrations exceed capacity of the venue.\n\n\n\nRegistration for the event must be submitted via email by 30 October 2026 to usarmy.ria.acc.mbx.s3coe-events@army.mill. All interested participants must complete and provide the below information:\n\n\n\n\n\tCompany Name and UEI/CAGE\n\n\tName (First, Last, Middle Initial) and email address of each individual being registered\n\n\tWhether or not each registrant is a US Citizen\n\n\tIf applicable, request for one-on-one engagement for either GOCO Strategy or BGAD ECOE, or both, with a mandatory description of the planned discussion topic(s) during the one-on-one. The Government will assign one-on-one breakouts based on the topic/level of engagement necessary.\n\t\n\t\t\n\t\t\n\t\t\tFor GOCO Strategy one-on-one requests, please be specific which areas of consideration from the RFI below you are interested in discussing. If you have an alternate topic related to the overarching GOCO strategy, please detail it in your request.\n\n\t\t\tFor the BGAD ECoE one-on-one requests, the intent is to discuss submitted RFI response and address any outstanding questions from both parties.\n\n\t\t\n\t\t\n\n\t\n\t\n\n\n\nIn order to attend the event, registered individuals will need to bring a valid form of identification with them (REAL ID or passport) to access the facility.\n\n\n\nFor both one-on-one opportunities, session durations will be tailored based on the scope of the proposed discussion topics and available time. . The Government will coordinate to ensure maximum participation, but due to availability of personnel and time slots, cannot guarantee all one-on-one requests will be granted. The Government will notify you of a scheduled one-on-one timeslot by COB 06 November.\n\n\n\nThe Government is seeking Industry’s input to help shape the contents of the event. If you haven’t already, please respond to the questionnaire in this post relating to GOCO facility operations and/or to the BGAD ECOE RFI located at Notice ID: W519TC-26-R-0019 (https://sam.gov/workspace/contract/opp/513aee5332ab4f1083396f8b658e7978/view).\n\n\n\nIf you have any questions regarding the event, please reach out to the ACC-RI Source Selection Support Center of Excellence (S3COE) team at usarmy.ria.acc.mbx.s3coe-events@army.mill.\n\n\n\n\n\nExecutive Summary\n\n\n\nThe current operating strategy for Government-Owned, Contractor-Operated (GOCO) Army ammunition plants requires reassessment to ensure the Organic Industrial Base can meet future requirements for safety, responsiveness, capacity, modernization, supply-chain resilience, and affordable lifecycle performance.\n\n\n\nTraditional GOCO competition and contract approaches may not consistently create the incentives, flexibility, or accountability necessary to operate Government-owned facilities as modern and competitive manufacturing enterprises. In particular, existing approaches may overemphasize Government-directed workload and reimbursed facility operations rather than operator responsibility for productive utilization, maintenance, modernization, workforce development, workload capture, and operational performance.\n\n\n\nThe Government is seeking industry input on a commercially disciplined GOCO operating model that preserves Government mission priorities while providing the operating contractor meaningful responsibility and flexibility to manage the facility as a competitive manufacturing enterprise. Under such a model, the contractor would be expected to sustain, modernize, maintain, and improve the facility through efficient operations, productive utilization, pursuit of approved workload, and sound business practices.\n\n\n\nThe Government seeks to identify contracting, workload, risk-allocation, facility-use, oversight, intellectual-property, and performance-management constructs that will enable this model while preserving appropriate Government accountability, safety, security, and access to required production capacity.\n\n\n\nPortfolio Acquisition Executive Agile Sustainment & Ammunition (PAE AS&A) is assessing the future GOCO operating strategy before proceeding with future GOCO competitions.\n\n\n\nPurpose\n\n\n\nArmy Contracting Command – Rock Island, on behalf of PAE AS&A, intends to host an Industry Day in November 2026 focused on transforming the operating strategy for GOCO Army ammunition plants. Specific Industry Day details will be provided separately; registration is not currently required.\n\n\n\nThis Request for Information (RFI), together with the subsequent Industry Day, will help the Government understand feasible business and operating models for future GOCO facilities. The Government will use industry feedback to inform discussion of alternative approaches to facility operations, modernization, workload management, contract structure, and oversight.\n\n\n\nObjective\n\n\n\nThe Government’s objective is to establish a commercially disciplined operating model for GOCO Army ammunition plants that improves responsiveness to Warfighter requirements while sustaining long-term plant viability, modernization, competitiveness, and accountability.\n\n\n\nThe desired model would provide the operating contractor with appropriate flexibility and meaningful responsibility to manage facility utilization, maintenance, modernization, workforce, supply chain, and approved workload. The Government seeks input on the risk-allocation mechanisms, workload authorities, facility-use structures, performance measures, and oversight approaches necessary to support this model while preserving Government mission priorities.\n\n\n\nThe desired end state is a modern, flexible production enterprise capable of efficiently increasing, reducing, pausing, restarting, changing over, and surging production in response to Warfighter need without disproportionate impacts to cost, schedule, quality, workforce readiness, safety, or production capability.\n\n\n\nThe Government is particularly interested in performance measures that demonstrate:\n\n\n\n\n\tSafe and reliable operations;\n\n\tSchedule reliability and order-to-delivery responsiveness;\n\n\tPlant availability and production throughput;\n\n\tRapid changeover, shutdown, restart, and surge capability;\n\n\tFlexible, modular, dual-use, and/or automated manufacturing capacity;\n\n\tEffective maintenance, workforce, and supply-chain management;\n\n\tCompetitive lifecycle cost and productive utilization;\n\n\tModernization outcomes that improve operating performance; and\n\n\tAppropriate transparency and accountability without unnecessary Government direction of day-to-day operations.\n\n\n\nAreas of Consideration\n\n\n\nThe Government developed the attached questionnaire based on the following interconnected areas of consideration. Respondents are requested to complete the associated questionnaire and provide practical recommendations, examples, and lessons learned from relevant commercial, defense-industrial, or other manufacturing environments.\n\n\n\nThe Government is particularly interested in responses that:\n\n\n\n\n\tDescribe a complete and coherent commercial operating model rather than isolated contractual changes;\n\n\tIdentify recommended Government and contractor responsibilities;\n\n\tExplain the proposed allocation of risk and opportunity;\n\n\tIdentify measurable outcomes and recommended key performance indicators;\n\n\tDescribe the conditions necessary to modernize facilities and maintain flexible production capacity;\n\n\tAddress how the model would operate during high-demand, low-demand, shutdown, restart, and surge conditions;\n\n\tIdentify legal, regulatory, technical, security, safety, qualification, or business constraints requiring further Government consideration; and\n\n\tContain data that supports its recommended solutions.\n\n\n\n\n\n\n\n\n\n\n\n1. Commercial Operating Model and Risk Allocation\n\n\n\nThe Government seeks input on operating models in which the contractor manages a Government-owned facility with commercial discipline while meeting Government mission priorities.\n\n\n\nTopics may include:\n\n\n\n\n\tOperator responsibilities, decision rights, and accountability;\n\n\tAllocation of demand, utilization, revenue, operating-cost, maintenance, modernization, obsolescence, and performance risk;\n\n\tContractor responsibility for productive utilization and continuous improvement;\n\n\tMechanisms that encourage modernization as an operating outcome rather than a discrete facility-improvement project;\n\n\tGain-sharing, profit-sharing, retained earnings, or reinvestment approaches;\n\n\tTreatment of contractor-funded improvements at contract transition; and\n\n\tProtection of Government interests while maintaining meaningful contractor performance and market risk.\n\n\n\n2. Demand, Capacity, and Workload Management\n\n\n\nThe Government seeks input on how Government requirements and approved non-Government workload can be integrated to improve plant utilization, responsiveness, and long-term viability.\n\n\n\nTopics may include:\n\n\n\n\n\tGovernment demand forecasting and demand-signal quality;\n\n\tGovernment mission-priority requirements;\n\n\tCapacity reservation, surge, turn-down, shutdown, restart, and reconstitution;\n\n\tMinimum Government commitments, if necessary, and the appropriate purpose and scope of such commitments;\n\n\tIntegration of Government, commercial, Foreign Military Sales, and other approved workload;\n\n\tMulti-year procurement and workload-planning approaches;\n\n\tWorkforce retention and readiness during periods of variable demand; and\n\n\tMechanisms for balancing Government access to capacity with contractor responsibility for utilization.\n\n\n\n3. Modern, Flexible, and Resilient Production\n\n\n\nThe Government seeks concepts for modernizing GOCO production capability to improve agility, resilience, and efficient response to changing demand.\n\n\n\nTopics may include:\n\n\n\n\n\tFlexible, modular, dual-use, and automated production lines;\n\n\tRapid product changeover and qualification;\n\n\tPlanned shutdown, restart, and surge capability;\n\n\tAutomation, robotics, digital manufacturing, digital twins, and predictive maintenance;\n\n\tEquipment replacement, facility renewal, and obsolescence management;\n\n\tWorkforce cross-training and critical-skill retention;\n\n\tSupply-chain resilience and access to existing U.S. industrial capacity; and\n\n\tTechnical, regulatory, contractual, qualification, or facility barriers that limit modernization and flexibility.\n\n\n\n4. Commercial Workload and Market Access\n\n\n\nThe Government seeks feedback on conditions that would enable the operating contractor to pursue and execute eligible non-Government workload while protecting Government mission requirements.\n\n\n\nTopics may include:\n\n\n\n\n\tCommercial sales and commercial demand signals;\n\n\tForeign Military Sales and other approved non-Government work;\n\n\tCommercial use approvals, offtake agreements, leases, industrial-park models, campus models, or other facility-use structures;\n\n\tConstraints on commercial utilization of Government-owned facilities;\n\n\tTreatment of revenue, costs, capacity, and Government-furnished assets associated with non-Government work;\n\n\tEffects of shared volume on unit cost, utilization, workforce stability, and modernization; and\n\n\tProcesses for resolving competition between Government mission requirements and approved non-Government workload.\n\n\n\n5. Contract Structure, Oversight, and Accountability\n\n\n\nThe Government seeks feedback on contract and oversight structures that establish clear accountability for outcomes while providing appropriate operating flexibility.\n\n\n\nTopics may include:\n\n\n\n\n\tContract type and term;\n\n\tBase award terms, options, renewals, and performance-based continuation decisions;\n\n\tLeases, industrial-park models, campus models, or other alternative business structures;\n\n\tDirect and indirect funding approaches;\n\n\tProduct pricing, capacity payments, and commercial revenue treatment;\n\n\tTransition from prescriptive performance work statements to Statements of Objectives or contractor-proposed approaches;\n\n\tCommercial-style maintenance and asset-management practices;\n\n\tRemoval or simplification of low-value reporting, approvals, and administrative requirements;\n\n\tKey performance indicators, digital dashboards, digital twins, and operational and financial data transparency; and\n\n\tGovernment insight mechanisms that do not require day-to-day operational direction.\n\n\n\n6. Technical Data, Intellectual Property, and Competition\n\n\n\nThe Government seeks input on technical-data and intellectual-property structures that enable modernization, sustainment, resiliency, and future competition.\n\n\n\nTopics may include:\n\n\n\n\n\tData rights necessary to support Government oversight, sustainment, and future competition;\n\n\tProtection of contractor commercial intellectual property and proprietary processes;\n\n\tEngineering-change and approval processes associated with modernization;\n\n\tTechnical-data-package revisions;\n\n\tQualification and production-continuity considerations;\n\n\tReducing single-source risk; and\n\n\tImproving industrial-base resiliency through updated technical data and manufacturing approaches.\n\n\n\nResponse Instructions\n\n\n\nIndustry is requested to complete the linked questionnaire no later than COB 16 October 2026. \n\n\n\nQuestions regarding this RFI may be submitted to:\n\n\n\nusarmy.ria.acc.mbx.s3coe-events@army.mil",

"text": "The Solicitation will be for projects within the McAlester Army Ammunition Plant (MCAAP). The contractor shall perform all work required as specified within the Statement of Work (SOW) in each individual Task Order (TO). The general description of the work of this Job Order Contract (JOC) includes, but is not limited to, a broad range of sustainability, repair, and maintenance (SRM), and minor construction work on real property at MCAAP. The work is required in support of Directorate of Public Works (DPW) activities.\n\nThe contract comprises a one-year (1) base period with four one-year (1) option periods.\n\nThis requirement is a total small business set-aside under NAICS 236220 – Commercial and Institutional Building Construction, size standard $45M.\n\nIndividual task orders will be firm-fixed price and contain the following limitations:\n\nThe Base Year will have an established value with a minimum limit of $5,000 and a maximum limit of $19,800,000.\n\nOption Periods 1 through 4 will have an established value with a minimum of $5,000 and a maximum limit of $19,800,000.\n\nThe total maximum value of all Task Orders issued under this Master Agreement (including all option years) shall not exceed $99,000,000.00.\n\nEVALUATION OF PROPOSALS\n\n                Proposal shall contain the complete solicitation number (W519TC-26-Q-JOC1), and a complete detailed proposal for the sample TO as specified in the EXAMPLE Statement of Work (SOW) titled, \"50’x100’x18’ Red Iron Storage Facility\". The sample TO is for evaluation purposes ONLY. The single, comprehensive coefficient proposed for the sample TO, representing all direct and indirect costs not included in the RSMeans Unit Price Book (UPB), shall be the coefficient utilized by the contractor for all future TOs. This single coefficient is the only price factor to be proposed. Any questions should be addressed no later than 30 OCT 2026 (10 days before end of solicitation) and sent via email to Jessica Parr at jessica.m.parr2.civ@army.mil.  Sample proposal is DUE 09 NOV 2026 no later than 5:00PM CST via email to jessica.m.parr2.civ@army.mil.\n\nWork under any TO issued as the result of any contract awarded shall be performed in strict accordance with the TO SOW, the broad SOW incorporated in this solicitation, and all applicable federal, state and local environment laws, regulations, and policies\n\nNo work shall commence without a formally executed Task Order. The process shall be as follows:\n\nA. Joint Scope Meeting: Upon identifying a need, MCAAP and Contractor shall conduct a site visit to jointly define the precise Scope of Work (SOW).\n\nB. Proposal Submission: The Contractor shall submit a detailed price proposal based strictly on the agreed SOW, utilizing the Unit Price Book (UPB) line items, exact quantities, and the applicable Adjustment Factor.\n\nC. Issuance: Upon MCAAP review and approval of the proposal, MCAAP will issue a signed Task Order detailing the exact firm-fixed price and the Required Completion Date.\n\nIf a required task or material is not listed in the UPB, it shall be classified as a Non-Pre-Priced (NPP) item. For any Non-Pre-Priced (NPP) item required during the performance of a Task Order, the Contractor must obtain and submit a minimum of three (3) independent quotes from subcontractors or suppliers. The Contractor may then apply their accepted NPP Markup Factor to the lowest responsive quote. NPP items must not exceed 10% of the total cost of any individual Task Order.\n\nPayment & Performance Bonds: The Contractor shall provide a Payment and Performance Bond for 100% of the value of any individual Task Order exceeding $35,000 (or as dictated by local statute).\n\nInsurance: The Contractor must maintain Commercial General Liability, Worker’s Compensation, and Automobile insurance for the duration of this Master Agreement, naming the Owner as an additional insured.\n\nIf the Contractor fails to complete a Task Order within the time specified in that specific Task Order, the Contractor shall pay MCAAP liquidated damages at the rate specified in the individual Task Order (e.g., $500 per calendar day) until the work is substantially complete.\n\nPRICING & THE UNIT PRICE BOOK (UPB)\n\nPricing for all standard work under this contract shall be based on RSMeans Facilities, RSMeans Electrical, RSMeans Heavy Construction, RSMeans Mechanical, and RSMeans Plumbing. All publications are dated 2026. The prices in the UPB serve as the firm-fixed baseline.\n\nThe Contractor’s accepted bid Coefficients (Adjustment Factors) will be applied to the UPB line items to calculate the final price of each Task Order. The Contractor's negotiated Adjustment Factors are:\n\nCOEFFICIENT/PRICE SCHEDULE\n\nContractor\n\na.             The R. S. Means (RSM) Facilities Construction Cost Data Book (current edition at the time of bid submission) shall be used when developing coefficients for each year of the base period. RSM and 4Clicks Project Estimator software, E4Clicks Premier Version 2.615 (http://www.4clicks.com), shall be used to develop proposals in response to each task order RFP.\n\nb.             The price offer shall be comprised of coefficients. A coefficient, as defined in AFARS 5117.9001, is \"a numerical factor that represents costs (generally indirect costs) not considered to be included in RSM unit prices (e.g., general and administrative and other overhead costs, insurance costs, bonding and alternative payment protection costs, protective clothing, equipment rental, and also contractor's profit).\"\n\nc.             Coefficients proposed and accepted upon award are multiplied by unit prices in RSM to price a job or project on individual task orders. The coefficients proposed are incorporated in the Job Order Contract (JOC). Offerors who submit separate coefficients for separate line items in RSM will be considered unacceptable and the offer will be rejected.\n\nCoefficients are limited to three decimal places and submitted as a whole number. For example: 1.015.\n\nd.             When developing proposals, use \"Average\" rows in RSM if shown. If only \"Minimum/Maximum” rows are shown, use the \"Minimum\" row. Also, use the column entitled \"Total Bare Costs\" which includes material, labor, and equipment. Do not use the column \"Total Incl O & P.\"\n\ne.             The offeror's price coefficient must include but is not limited to the following:\n\n1.             Overhead\n\n2.             Profit (prime and subcontractors)\n\n3.             Insurance\n\n4.             Compliance with environmental laws, protection and safety\n\n5.             Tax Laws\n\n6.             Protection or moving of Government property\n\n7.             Administrative work\n\n8.             All costs associated with bonding (bond premiums)\n\n9.             Submittals\n\n10.          Price quotations\n\n11.           Contractor adjustments to RSM unit prices\n\n12.          Clean-up\n\n13.          All waste and excess materials\n\n14.          Permits, licenses and fees\n\n15.          Mobilization and close-out for total contract and each delivery order\n\n16.          Signs and barriers\n\n17.          Project management and supervision\n\n18.          Quality Control\n\n19.          Office management and equipment\n\n20.          Interest associated with funding of equipment and payroll\n\n21.          Depreciation of site offices\n\n22.          Employee payroll taxes, insurance and fringe benefits\n\n23.          Risk of lower-than-expected contract dollar volume\n\n24.          Risk of high inflation costs for coefficients bid for future years\n\n25.          Risk of poor subcontractor performance and re-performance\n\n26.          Other risks of doing business\n\n27.          Business taxes, contributions, memberships, corporate headquarters support (legal, financial, etc.)\n\n28.          The offeror should consider the cost of final clean-up and removal and hauling of trash, debris and rubbish in the coefficients. The Government will not pay nor accept line items for the final clean-up or rubbish, hauling, etc., on delivery orders, unless it is explicitly excluded by the line items in RSM.\n\n29.          Travel\n\n30.          Performance and Payment bonds.\n\n31.          As-built drawings\n\n32.          City cost indexes\n\nThe unit prices stated in RSM include labor, materials and equipment. Cost of performance and payment bonds are part of the coefficient, per AFARS 17.9001. All costs shall be included in the proposed coefficients as no allowance will be made after award.\n\nThe offeror must provide their coefficient formula with their proposal.\n\nWork Hours\n\nNormal Working Hours (6:00 AM – 4:30 PM, M-T)\n\nOther-Than-Normal Working Hours (Nights, Weekends, Holidays) \n\nBASIS FOR CONTRACT AWARD\n\n(A) Contract Vehicle:\n\nThe award will result in a Firm-Fixed-Price (FFP), Job Order Contract (JOC). The awardee will have a total maximum capacity (ceiling) of $99,000,000 over the life expectancy of the contract, which includes a one (1) year base ordering period and four (4) one-year optional ordering periods.\n\n(B) Fair Opportunity:\n\nThe Government does not guarantee any specific volume of work beyond the minimum guarantee of $5,000 for the base contract awardee.\n\n(C) Evaluation and Selection:\n\nAward will be made to the responsible offeror whose proposal represents the Best Value to the Government. For the purposes of this solicitation, all non-price factors combined are significantly more important than price. The Government intends to evaluate proposals and award this contract without discussion but reserves the right to conduct discussions if determined necessary.\n\nProposals will be evaluated based on the following factors:\n\nFactor 1: Past Performance. The Government will evaluate the offeror's demonstrated record of successfully performing work of similar size, scope, and complexity. Offerors must provide 3-5 completed government projects ranging from $100,000.00 to $3,000,000.00. The evaluation will assess the quality and relevance of the contractor’s experience based on the following information for each project:\n\nContract Number and Value\n\nDetailed Description of Work\n\nDemonstrated Technical Quality\n\nEvidence of Cost Control\n\nAdherence to Schedule/Timeliness\n\nManagement/Business Relations and Customer Satisfaction\n\nSmall Business Subcontracting achievements\n\nFactor 2: Price. The price evaluation will be based on the total evaluated price for the sample TO, derived from the offeror’s proposed coefficient. While price is the least important factor, it will be evaluated for fairness and reasonableness.\n\nOffers, along with all required documents, shall be submitted electronically via email to the Contract Specialist at jessica.m.parr2.civ@army.mil. Offerors should include “Response to W519TC-26-Q-JOC1” within the subject line. This is the Government's electronic process for receipt and acceptance documents and contractor payment.\n\nPlease provide the following information:\n\n          Unique Entity ID:\n\n          DUNS Number:\n\n          Cage Code:\n\n          Taxpayer ID Number:\n\n          Email Address:\n\nPoint of Contact\n\nThe point of contact for this award is Contract Specialist, Jessica M.
