Jeżeli Wykonawca będzie wykonywał we własnym zakresie czynności zbierania lub przetwarzania odpadów, musi posiadać wymagane przepisami prawa decyzje, zezwolenia lub pozwolenia obejmujące ten zakres. Jeżeli odpady będą przekazywane do instalacji lub podmiotów trzecich, Wykonawca wykaże dysponowanie takimi instalacjami lub podmiotami, w szczególności poprzez umowę, promesę, zobowiązanie albo inny dokument potwierdzający możliwość przekazywania odpadów do zagospodarowania., 2) Wykonawca powinien posiadać ważną, obowiązującą umowę z instalacjami komunalnymi do przetwarzania odpadów komunalnych, której będzie przekazywał odebrane od właścicieli nieruchomości odpady komunalne lub udokumentowanie tytułu prawnego do nieruchomości, na której znajduje się instalacja komunalna, 3) Wykonawca powinien posiadać ważne, obowiązujące umowy z instalacjami odzysku i unieszkodliwiania lub zezwolenia na przetwarzanie odpadów, 3. Warunki dotyczące zdolności technicznej lub zawodowej Zamawiający uzna powyższy warunek za spełniony, jeżeli Wykonawca: a) wykaże, że wykonał a w przypadku usług okresowych lub ciągłych również wykonywał w okresie 3 lat przed dniem upływu składania ofert, a jeżeli okres prowadzenia działalności jest krótszy – w tym okresie, usługi odbierania i zagospodarowania odpadów komunalnych z nieruchomości, w sposób ciągły przez okres minimum 12 miesięcy o łącznej masie min. 1.000 Mg niesegregowanych (zmieszanych) odpadów komunalnych (20 03 01). b) na czas realizacji zadania będzie posiadał tytuł prawny do dysponowania pojazdami specjalistycznymi: - co najmniej 2 samochodami przystosowanymi do odbierania odpadów komunalnych, - co najmniej 2 samochodami przystosowanymi do odbierania selektywnie zebranych odpadów komunalnych, - co najmniej 1 pojazdem do odbierania odpadów komunalnych bez funkcji kompaktującej, - co najmniej 1 pojazdem wyposażonym w zabudowę do mycia pojemników wewnątrz z zamkniętym obiegiem wody, - pojazdy winny być trwale i czytelnie oznakowane w widocznym miejscu nazwą firmy oraz danymi adresowymi i numerem telefonu podmiotu odbierającego odpady komunalne od właścicieli nieruchomości, - pojazdy muszą być wyposażone w system monitoringu bazującego na systemie pozycjonowania satelitarnego, umożliwiającego trwałe zapisywanie, przechowywanie i odczytywanie danych o położeniu pojazdu i miejscach postoju oraz czujników zapisujących dane o miejscach wyładunku odpadów. UWAGA: Zamawiający przypomina, że zgodnie z rozdziałem 16 SWZ, mniejsza emisja spalin samochodów przewidzianych do zbierania odpadów komunalnych na terenie Gminy Łubnice na poziomie określonym Europejskim standardem emisji EURO 6 stanowi kryterium oceny ofert. c) posiada bazę lub bazy magazynowo- transportowe: - usytuowane na terenie gminy, z której terenu odbiera te odpady lub w odległości nie większej niż 60 km od granicy tej gminy, - usytuowane na terenie, do którego posiada tytuł prawny, - wyposażone w miejsce przeznaczone do parkowania pojazdów, zabezpieczone przed emisją zanieczyszczeń do gruntu, - wyposażone w miejsce do magazynowania selektywnie zebranych odpadów komunalnych, zabezpieczone przed emisją zanieczyszczeń do gruntów oraz zabezpieczone przed działaniem czynników atmosferycznych, - wyposażone w legalizowaną samochodową wagę najazdową, w przypadku, gdy na terenie bazy następuje magazynowanie odpadów, - wyposażone w urządzenia lub systemy zapewniające zagospodarowanie wód opadowych i ścieków przemysłowych, - wyposażone w pomieszczenia socjalne dla pracowników odpowiadające liczbie zatrudnionych osób, na terenie której znajduje się punkt konserwacji i napraw pojazdów oraz miejsce do mycia i dezynfekcji pojazdów, zgodnie z przepisami Rozporządzenia Ministra Środowiska z dnia 11 stycznia 2013 r. w sprawie szczegółowych wymagań w zakresie odbierania odpadów komunalnych od właścicieli nieruchomości (Dz.U. z 2013 r. poz. 122). d) Wykonawca zobowiązany jest wyposażyć wszystkie pojazdy przystosowane do odbierania poszczególnych frakcji odpadów komunalnych w urządzenia umożliwiające rejestrowanie obrazu i jego zapis (wideo rejestratory): - każdy pojazd musi być wyposażony w zestaw 4 kamer, a śmieciarki w zestaw 4 kamer (kąt widzenia poziomo min. 1\n90500000\nGmina Łubnice\nPL714\nPOL\nLOT-0001\nnot-allowed\nno-eu-funds\ntrue\nWykonawca wnosi wadium w wysokości 100000 PLN.
