# Automated enrolment system for civil servants and state agents

The Central African Republic Ministry of Finance and Budget notice is for procurement under the Public Sector Digital Governance Project (P174620, grant IDA 9950), bid 014/MFB/PGNSP/COORDO/SPM/26. The title concerns an automated enrolment system for civil servants and state agents, but the notice body describes a modern software architecture using Next.js, NestJS, PostgreSQL and Flutter; this material scope discrepancy is present in the source. Eligible bidders from countries allowed under the World Bank procurement rules may submit sealed paper bids; electronic submission is not allowed. The notice charges FCFA 50,000 for the French bid dossier and requires a bank guarantee of FCFA 1,300,000. Bids are due 7 November 2026 at 12:30 local time (GMT+1), equivalent to 11:30Z. The official detail page returned only a generic shell; no estimated value or award is available.

# Vehicles for the Directorate General of Mines

The Ministry of Finance and Budget of the Central African Republic invites bids under the Public Sector Digital Governance Project (P174620), notice 013/MFB/PGNSP/COORDO/SPM/26. The title and two lots describe double-cab 4x4 pickups and motorcycles with accessories for the Directorate General of Mines. The notice’s funding paragraph instead refers to geological prospecting and mapping equipment, and another paragraph describes equipment and software for modernising the mining cadastre; this scope inconsistency is unresolved. The French notice sets a 6 November 2026, 12:30 local (GMT+1) deadline. Written bids only; bank guarantees and a paid French dossier are required.
