# Budget scarce expert time across an RFP

## Definition

An RFP expert-time allocation is a versioned decision about how confirmed specialist capacity will be used across a bounded set of bid work. It records the required output, eligible expertise, effort basis, useful time window, priority reason, assigned capacity, protected reserve and treatment of work that does not fit. It distinguishes a proposed allocation from an accepted booking and completed expert work. The budget concerns preparation of the bid, not staffing the service being offered.

## Problem

A specialist has twelve hours confirmed for a bid. Requests from six answer owners would consume thirteen hours before any reserve is allowed. Each owner considers their question important. Giving everyone a smaller share would make the totals fit, but several requests need an intact analysis or decision that cannot be completed in the reduced time. The allocation problem is to choose a defensible set of outputs, not to spread an insufficient number evenly.

## Point of view

Fund required decisions and their review before competing over optional improvements. Then compare what the next complete block of expert work can resolve, using evidence about consequences and dependencies. The fictional Marlowe Process Systems case makes those choices inspectable. This guide allocates an already defined workload; it does not replace the evidence-request method, choose answer owners, estimate the whole bid or build its dependency network. ## Give each request an output that can be funded or refused

An answer owner asking for two hours has not yet described a work product. Ask whether the specialist will locate a missing source, test a technical assumption, resolve a contradiction, decide a service configuration or review an approved change. Those actions may require different people and different evidence. A block called technical support makes it difficult to tell whether its completion changes the state of the bid.

Import the work breakdown and current evidence register rather than asking experts to reconstruct them. Each request needs the affected questions, source and draft versions, intended output, competence or mandate, dependencies, latest useful completion and effort basis. The expert should confirm the estimate and its assumptions. Keep unresolved scope visible instead of hiding it in an optimistic number.

PM² Guide 3.1, appendix C.7, derives effort estimates from defined work items and involves their owners or other experts. Its project method supports using estimated work as the input to allocation. It does not prescribe a fixed number of specialist minutes per RFP question.

Separate required work from an improvement the team would like to make. The distinction needs a reason: a buyer requirement, an internal decision rule, a necessary evidence check or a discretionary enhancement. A difficult task does not become optional because capacity is scarce. Conversely, an optional improvement should not acquire protected status merely because its requester is persistent.

The allocation record is not an instruction to omit a buyer question. A request may concern an optional deeper treatment of an answer whose current, approved baseline is already adequate. Deferring that enhancement leaves the underlying response obligation intact. If the baseline is unsupported or noncompliant, reclassify the necessary work and reconsider feasibility.

## Use capacity the resource owner has actually released for this bid

A calendar with blank space is not a capacity commitment. Confirm how much bid work the specialist and resource owner have accepted after service duties, other bids, leave and non-bid responsibilities. State whether preparation, reading, decision recording and follow-up are included in the estimate. Avoid subtracting an allowance twice because both the calendar and the effort estimate already account for it.

GovS 002, section 7.4, links resource planning to the right capability at the needed time and calls for replanning when supply is insufficient. It also addresses continuity when critical resources are lost. This government project standard is used here as planning guidance, not as a bidder-specific staffing mandate.

Keep supply by relevant skill, person and window. An available commercial reviewer cannot automatically replace an engineer’s technical decision. Two qualified people may still lack a common window for a joint decision. An hour available after the answer must enter review cannot fund work needed before that review. The whole-bid schedule provides these constraints; this record must respect them.

Use person-hours consistently. A meeting lasting one hour with three specialists consumes three person-hours if all three are part of the budget. It may also require separate preparation. A two-hour asynchronous assessment may take a day to return without consuming eight hours of effort. Record elapsed availability and labour demand separately, including the assumptions that connect them.

**A request needs more than an hour estimate**

## Set aside required decisions and review before ranking enhancements

Some work is a condition of progressing the bid: evaluating an unsupported mandatory claim, obtaining a reserved technical decision or performing an independent review required by the adopted control plan. Protect the estimated effort and its time window. If confirmed capacity cannot cover those items, the allocation is not feasible even if a weighted priority score looks attractive.

The AQuA Book, chapter 3, relates analytical assurance to business risk, complexity, novelty and intended use, while retaining independent assurance. Applied to bid analysis, this supports proportionate review effort. It does not authorize a team to remove a required check merely because another answer attracts more evaluation points.

The expert who develops an analysis may check their own work, but that does not satisfy a separate independence requirement. Budget the additional qualified reviewer when the control calls for one. Do not book one person under two role names and describe the second allocation as independent. Nor should a high-authority approval be merged into a writing block without preserving its decision criterion.

Protect reserve explicitly. Identify the role, window, permitted uses and authority for consuming it. A reserve held for a final technical correction is not automatically available to polish an early narrative. There is no universal reserve percentage for bids; its size should reflect the current uncertainty and the consequences of an overrun. A reserve also cannot absorb an unlimited new scope of work.

Once those conditions are covered, compare the remaining requests by the next useful output. A short investigation that distinguishes feasible from infeasible service options may deserve time before a long refinement of already supported wording. Document the anticipated information and what the team would do with either result. Do not treat a potentially favourable finding as the only outcome worth funding.

## Marlowe funds a complete diagnostic and leaves an enhancement unfunded

Marlowe Process Systems is fictional. One technical specialist has twelve person-hours confirmed for this bid in suitable, non-overlapping windows. The current estimates include that specialist’s preparation, assessment and recording. Other required disciplines and the separate independent reviewer have their own confirmed capacity outside this pool. The example allocates only these twelve hours; it is not a complete bid-effort estimate.

Three required work packages consume six hours: R1 needs three hours to resolve a mandatory recovery-evidence gap, R2 needs two hours for the technical position on a data-retention requirement, and R3 protects one hour for the final check of affected technical changes. An authorized two-hour reserve covers uncertainty in this specialist’s assigned work. Eight hours are therefore protected before discretionary allocation begins.

The remaining requests are D1, a three-hour diagnostic of one shared assumption affecting four answers; D2, a two-hour optional elaboration of a case example; and D3, two hours of stylistic polishing. The six requested tasks total thirteen hours. Adding the reserve would require fifteen hours against the confirmed twelve. That is a three-hour planning shortfall, not a demand that the specialist work three unapproved extra hours.

The team gives D1 the next three hours because its result can determine whether the four dependent answers need further work. That link is documented, but four consumers do not make the diagnostic four times as valuable or guarantee that four answers will close. A negative or inconclusive finding remains a valid result and may trigger more required work.

D2 is not allocated specialist time. Its existing baseline has been checked as adequate for the requirement, so the optional elaboration can be declined without leaving the question unanswered. D3 is assigned to a writer with a separately confirmed two-hour allocation and no authority to alter technical meaning. This moves the task to a suitable resource; it does not establish that the total team spends two fewer hours.

The selected specialist work is nine hours: six required plus three for D1. With the two-hour reserve, eleven of twelve hours are planned and one remains unallocated. In this example D2 needs an intact two-hour block; assigning its first hour would not yield a useful agreed output. The remaining hour is therefore visible, not filled merely to display full utilization.

## Compare the next useful investigation, not a promised score uplift

For each remaining request, explain what is unknown, the consequence of leaving it unknown, the plausible result of the proposed work and which later decision can use that result. Add the effort range and the last useful window. This is enough to support a reasoned choice without inventing a percentage improvement in win probability or a monetary value for every hour.

Evaluation weight is one input, not a universal priority. A heavily weighted question may already have strong, current evidence. A lightly weighted or unscored requirement may control eligibility or the validity of the submission. Among admissible improvements, work on a high-weight answer can be attractive if it addresses an identified weakness. The link must be specific rather than assumed from the points alone.

A local ordinal scale can help reviewers compare consequence or uncertainty, provided its meaning is declared. Dividing a score of five by two hours does not produce a measured return of 2.5 risk units per hour. Such a ratio can conceal indivisible tasks, prerequisites and mandatory decisions. Keep the underlying reasons and test whether a plausible change of judgment would change the allocation.

If a large task cannot fit, ask its owner whether a smaller diagnostic has an independently useful output. It might establish that a source exists, identify the controlling assumption or determine whether a feasible option warrants deeper analysis. Approve that narrower task expressly. Do not trim a four-hour validation to one hour and retain the original completed-validation label.

Consolidate a shared investigation only when its scope, source, method and permitted use fit all listed consumers. Count the common work once and keep the local applicability checks. One result can support several answers without authorizing identical wording in each. A question outside the shared scope needs its own allocation, even if its heading resembles the others.

## An overrun consumes capacity, not the obligation to reach a conclusion

The GAO Schedule Assessment Guide’s resource-assignment guidance distinguishes resource demand from actual availability and explains how resolving overallocations can change timing. Its method supports a final calendar check of the chosen allocation. It does not guarantee that moving work or adding a person will preserve the bid’s finish date.

Check each specialist’s demand within the useful window, not only the total over the week. Preserve input readiness, independent-review order and decision dependencies from the schedule. If an allocation changes those inputs, return it for schedule recalculation. A balanced hour ledger can still require two simultaneous actions from one person.

In a stress case, Marlowe’s D1 requires five hours instead of three. Assume the resource owner authorizes both reserve hours and the schedule confirms they fit. The work then consumes eleven specialist hours: six required and five diagnostic. One hour remains unallocated, and no reserve remains. The total still fits twelve, but the protection has been spent; it must not remain displayed as two available reserve hours.

If the diagnostic then reveals another two hours of required work, the forecast becomes thirteen hours against twelve. The one unallocated hour does not cover it. Report the one-hour shortage and the loss of reserve, with the consequence and useful deadline. Additional capacity, a valid alternative or a change in the bid’s course needs competent authorization. The allocation itself cannot erase the newly discovered requirement.

Distinguish consumed effort from estimated remaining effort. After two hours on a three-hour estimate, the remaining work is not automatically one hour; the specialist must reassess what is left. A timebox is a control point to inspect findings and decide continuation. Its expiry is not evidence that the intended analysis or approval has been completed.

## Publish the funded set together with the work it leaves open

The handoff contains the capacity confirmations, selected work blocks, priority rationale, reserve ownership, time windows and resource-owner acceptance. It also contains every material unfunded request with a reason and next state. Useful states include awaiting inputs, declined enhancement, transferred preparation, unmet required work and escalation pending. A single deferred label would conceal their different consequences.

Keep the allocation attached to the bid baseline and relevant source versions. New buyer instructions, adverse evidence, changed expertise or an overrun can reopen it. Preserve the previous decision so reviewers can see why a formerly discretionary request became necessary or why a shared investigation no longer covers a consumer. Reprioritization changes the future plan, not the historical record of what was known.

Measure completed evidence and decisions alongside time. Lower specialist consumption may reflect better preparation, suitable delegation, a narrower pursuit or skipped controls. The hour total cannot distinguish those causes. Report open required work, correction and re-review demand, reserve use and missed useful windows before describing the allocation as effective.

An agent may consolidate authorized requests, detect duplicate effort, compare capacity and prepare allocation options. It should preserve uncertainties and conflicting mandates. It must not book people, cancel their service duties, consume protected reserve, waive a required review, disclose source material or submit the offer without separate authority. The safe output is a proposed, inspectable allocation and a clear list of decisions still needed.

- Shared work counted once without losing answer-specific checks.
- Unfunded work given an explicit disposition rather than hidden in a queue.
- Reallocation decisions that preserve authority, reserve and current forecasts.

## Workflow

1. **Import defined demand.** Collect the controlled work packages, evidence gaps, required decisions and review obligations. State the output and eligible role for each request before assigning hours.
2. **Confirm usable supply.** Obtain the resource owner’s accepted bid capacity by person, skill and time window. Exclude protected delivery commitments and distinguish tentative availability from booked capacity.
3. **Protect required work.** Reserve the effort for mandatory specialist decisions, independent review where required and explicit contingency. If this minimum cannot fit, report infeasibility before ranking enhancements.
4. **Choose the remaining outputs.** Compare complete work blocks by unresolved consequence, evidence usefulness, dependencies, timing and effort uncertainty. Keep the reasoning visible instead of claiming precise benefit from an ordinal score.
5. **Test the allocation.** Check skill-specific totals, calendars, prerequisites, shared effort and reserve ownership. Stress an uncertain estimate and identify which unfunded decision would follow.
6. **Approve and update.** Record accepted assignments, declined or deferred requests and the triggers for reallocation. Track remaining work and its evidence, not only hours consumed.

## Risks

- A question’s word count determines its expert budget.
- A high evaluation weight displaces a required low-word-count approval.
- All specialist hours are pooled despite different skills and mandates.
- Reserve appears both as protection and as already allocated work.
- A timebox expires and the system marks an unresolved analysis complete.
- A delegated task consumes uncounted preparation or supervision elsewhere.

## Frequently asked questions

### Should expert time follow the number of words in each answer?

No. A short answer can create a consequential commitment, while a long narrative may rely on current approved evidence. Allocate against the required action, uncertainty, consequence and useful time window.

### Can a weighted score decide which requests receive time?

It can support comparison if its scales and limits are explicit. It cannot override required work, missing authority or incompatible capacity, and an ordinal score divided by hours is not a measured return.

### Why does Marlowe leave one hour unallocated?

The remaining optional elaboration needs a complete two-hour block under the stated estimate. One hour has no agreed standalone output. Keeping it visible is more accurate than calling half the task funded and implying it can finish.

### Does delegating two hours save two hours?

Not necessarily. It changes who performs the work. Preparation, supervision and review may remain, and the receiving person needs confirmed capacity and appropriate competence. Measure total effort separately from scarce-specialist demand.

### What if required expert work exceeds confirmed capacity?

Show the shortfall by role and useful window and seek an authorized change. Do not scale every estimate down, treat unrelated expertise as interchangeable or quietly remove a necessary check.
