Norfolk County is a single-tier municipality, employing approximately 1,300 system users. With all funding sources included; the municipality cashflows nearly $300M annually, with a 2026 net Levy Requirement of $146.5M. Norfolk currently utilizes Microsoft Great Plains Dynamics which will stop receiving support as of December 31, 2029, as well as a significant number of sub-systems.

"description": "An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.\r\n\r\nPolicy on Reciprocal Procurement: the Policy on Reciprocal Procurement does not apply to this procurement.\r\n\r\n1. Definition of the requirement:\r\n\r\nThe Correctional Service of Canada (CSC) has a requirement to design, develop and deliver a three (3) day training program to over 2,000 parole officers nationally, in both official languages (English and French). \r\n\r\nThe training program will focus on cybercrime and online offending, specifically tailored to offender management, risk assessment, intervention planning, and community supervision. "description": "26-58124 Remotely Piloted Aircraft System (RPAS)-Deployable Integrated Topographic and Bathymetric (Topo-Bathymetric) LiDAR System\r\nSolicitation Closes at 02 :00 PM on 26 October 2026 Time Zone EDT\r\nRETURN BIDS TO: NRC.BidReceiving-ReceptiondesSoumissions.CNRC@nrc-cnrc.gc.ca \r\n\r\nStatement of Requirement\t\r\nRemotely Piloted Aircraft System (RPAS)-Deployable Integrated Topographic and \r\nBathymetric (Topo-Bathymetric) LiDAR System.\r\n\r\nThe National Research Council of Canada’s (NRC) Centre for Drone Innovation (CDI), part of the Drone and Flight Autonomy Laboratory (DFAL), requires one (1) integrated topo bathymetric LiDAR system deployable from NRC’s medium class Remotely Piloted Aircraft Systems (RPAS) to support research, development, testing, method validation, and operational deployments. The system must capture above water topography and shallow water bathymetry within a single factory integrated payload and deliver survey grade outputs through a manufacturer supported hydrographic processing workflow. \r\nBACKGROUND:\r\nLiDAR is used to generate high accuracy topographic data and digital elevation models by measuring precise distances between a sensor and target surfaces. Conventional topographic LiDAR typically operates at near infrared wavelengths that do not penetrate water, so surveys end at the water surface. To characterize shorelines and other shallow water features within a single survey, a topo bathymetric capability is required to detect both the water surface and submerged bottom under suitable conditions.\r\nTo support dual use applications such as shoreline mapping, shallow water target detection, wildfire resource assessment, infrastructure inspection, emergency response, and evaluation of potential autonomous landing sites, the Remote Sensing Imaging Group (RSIG) within the Drone and Flight Autonomy Laboratory (DFAL) requires an integrated topo bathymetric LiDAR system deployable from NRC’s medium class RPAS. RSIG, with support from NRC’s Design and Fabrication Department and the Flight Research Laboratory Instrumentation Group, will integrate the system on NRC platforms. Given the field based, survey grade nature of the work, dependable vendor support, training, and documentation are required to maintain operational readiness and minimize downtime, reduce technical risk, and maintain continuity of operations.\r\n1.0 Requirement: \r\nRemotely Piloted Aircraft System (RPAS)-deployable integrated topographic and bathymetric (topo-bathymetric) LiDAR system (the system), quantity one (1)\r\nSpecifications:\tThe system must:\r\n1.1\tIntegrated topo-bathymetric capability\t-collect both topographic and\r\nbathymetric LiDAR data using a single integrated payload\r\n1.2\tBathymetric green laser\t-use a green laser wavelength (532 nm) providing both terrestrial measurements and water-surface and sub-aqueous bottom returns.\r\n1.3\tUnconditional full-waveform recording\t-record the full return waveform \tunconditionally for every emitted laser pulse, so that weak submerged-bottom echoes can be recovered, averaged, and reprocessed rather than being permanently lost when they fall below a real-time detection threshold\r\n1.4\tMeasurement rate and multi-target capability\t-provide user-selectable measurement rates of up to at least 200 kHz, record at least 15 target returns per emitted pulse, and provide 16-bit intensity information.\r\n1.5\tSelectable beam divergence\t-provide user-selectable laser-beam divergence, adjustable over a range of at least 1 mrad to 6 mrad, so that acquisition can be optimized for different flight altitudes, water clarity, and turbidity conditions.\r\n1.6\tWater penetration\t-be capable of penetrating a minimum of 2 m of clear water under zero-turbidity conditions.\r\n1.7\tScanning field of view\t- provide an effective scanning field of view of at least 40 degrees perpendicular to the flight direction, equivalent to an off-nadir scan angle of at least 20 degrees, suitable for RPAS topo-bathymetric mapping.\r\n1.8\tIntegrated survey-grade GNSS/INS\t- include a fully integrated Global Navigation Satellite System / Inertial Navigation System (GNSS/INS) providing, after post-processing, horizontal position accuracy of 5 cm or better, vertical position accuracy of 10 cm or better, roll and pitch accuracy of 0.02 degrees or better, and heading accuracy of 0.05 degrees or better. The GNSS/INS must be compatible with NRC’s existing Applanix POSPac trajectory post-processing workflow and must be supplied with the required post-processing software licence.\r\n1.9\tIntegrated RGB camera\t- include an integrated, co-aligned RGB camera with a minimum resolution of 20 megapixels, supporting co-registration of the LiDAR data with true-colour imagery for draped surface products, structure-from-motion applications, and three-dimensional surface visualization\r\n1.10\tOnboard data storage\t- include internal solid-state data storage and support removable storage media.\r\n1.11\tEnvironmental protection\t- be suitable for outdoor field operations and provide protection against dust and environmental moisture appropriate for RPAS-based operations, with an ingress protection rating of at least IP64.\r\n1.12\tOperating environment\t- be suitable for operation in Canadian outdoor field conditions, including ambient temperatures below freezing down to -10 °C, and withstand storage and transportation at temperatures down to -20 °C.\r\n1.13\tHydrographic processing software\t- include manufacturer-supported software covering the complete RPAS-based topo-bathymetric workflow, including: mission planning; system operation and data acquisition; data download and management; inertial data processing; kinematic LiDAR data processing; system calibration; water-surface modelling; correction of underwater measurements for refraction and light-travel time; full-waveform bathymetric analysis; RGB image processing; rigorous data adjustment; quality assurance and quality control (QA/QC); and export of processed data products to commonly used formats, including LAS.\r\n1.14\tCalibration\t- be delivered with system boresight calibration and digital camera calibration completed, together with the applicable calibration documentation for the integrated sensing components.\r\n1.15\tTechnical Documentation\t- provide a comprehensive technical manual, including diagrams and/or procedures for troubleshooting and performing basic maintenance tasks.\r\n1.16\tRPAS compatibility\tThe complete sensor payload must be suitable for deployment on medium-class RPAS, must have a total payload weight not exceeding 12 kg, and must be capable of integration on NRC’s medium-class RPAS through appropriate mechanical, electrical, and communications interfaces, and must operate from a DC power supply of 18–34 VDC.\r\n1.17\tManufacturer repairs\tAll repairs and recalibration must be performed at the manufacturer’s facility or by a manufacturer-authorized service provider, with documentation provided following each repair or recalibration.\r\n2.0 Training:\r\nThe Contractor must provide comprehensive RPAS-based topo-bathymetric operations and workflow training for up to four (4) NRC personnel covering, at minimum: \r\n•\tmission planning; \r\n•\tsystem operation and data acquisition; \r\n•\toperational best practices; \r\n•\tdata download; \r\n•\tinertial data processing; \r\n•\trefraction correction; \r\n•\tLiDAR and image data processing; \r\n•\tfull-waveform bathymetric analysis; \r\n•\tdata quality assurance and \r\n•\tquality control (QA/QC); and export of processed data products. \r\nThe location of the training to be determined following integration of the system on an NRC RPAS. \r\n\r\n3.0 Warranty and Support:\r\n3.1\tWarranty\tThe system and all supplied hardware must include a minimum twelve (12) month manufacturer’s warranty covering material and manufacturing defects and operation within the manufacturer’s specifications, commencing upon acceptance of the goods. The warranty must include access to interim software releases and version updates issued during the warranty period. During the warranty period, the Contractor must provide ongoing technical support, including phone and email assistance, to troubleshoot data acquisition, maintenance, and processing issues.\r\n3.2\tRoutine Hardware Maintenance\tThe Contractor must provide a maintenance schedule outlining recommended routine inspections and servicing for the system. This should include tasks such as cleaning, calibration, and alignment checks. The Contractor must ensure that any required parts or components for routine maintenance are available for purchase during the warranty period.\r\n3.3\tHardware Support\tThe Contractor must provide hardware support for the system throughout the warranty period. \r\nThis must include:\r\n•\tReplacement parts for defective or worn-out components.\r\n•\tAssistance in troubleshooting and repairing any hardware malfunctions, with repairs performed at the manufacturer’s facility or by a manufacturer-authorized service provider in accordance with the Requirements section.\r\n•\tAccess to a dedicated technical support team for hardware, firmware and software-related issues.\r\n4.0 Delivery Address:\r\nThe system must be delivered to:\r\nNRC-DFAL, 1920 Research Private, Building U-61, Ottawa, Ontario K1V 2B1\r\nThe complete system must be delivered within twelve (12) weeks of contract award, or on a date mutually agreed with the Project Authority.",

"text": "HUMAN MILK MINERAL MEASUREMENT (MIREC STUDY)\nSolicitation number: 1000267921\nPublication date: 2026/10/09\nClosing date and time: 2026/10/23, 14:00 EDT\nStatus: Open\n\nDescription\nTo measure the concentrations of various components (chloride, fluoride, iron, chromium, arsenic, lead, cadmium) in human milk samples collected from the MIREC cohort.\n\nA recent review of human milk composition data from Canada and the United States aiming to identify sources of information for updating the USDA FoodData Central database identified issues regarding the suitability of the existing literature, including that most studies were published prior to 1990, had methodological issues, sample sizes <50, and included mostly healthy Caucasian participants. A larger evidence scan conducted to support future Dietary Reference Intakes (DRI) efforts for infants and young children, which included data from other high- or middle-income countries, also noted a lack of acceptable data for many components of human milk.\n\nIn this study, several components of interest (notably chloride, fluoride, iron and chromium) will be measured in biobanked human milk collected in MIREC. These components were chosen to fill in the fields needed for the human milk profile in the Canadian Nutrient File that will not be measured by another ongoing study of Canadian human milk, while taking into account what has already been measured in MIREC human milk samples, and what is possible given of the sample collection and storage techniques. Additionally, arsenic, lead and cadmium will be measured to contribute to Closer to Zero, an FDA-led initiative to set action levels for toxic elements in foods intended for infants and young children. Data on additional elements may be obtained as part of the panel for the aforementioned elements because the ICP-MS technique used to measure them is a multi-element method. Iron, chromium, lead and cadmium have been measured previously in MIREC samples, but were undetectable in >60% of samples, making the data unreliable for estimating population exposures. New analyses based on optimized techniques are needed.\n\nAs the MIREC dataset is large, included subjects from 10 study sites in 6 provinces across Canada, and collected detailed data on demographic and health characteristics known to be associated with the composition of human milk, the data from this study will be a valuable contribution to Canadian and International efforts to quantify human milk composition. This will contribute to improved information supporting advice around human milk feeding and formula composition for Canadians.\n\nMinimum Requirements\nAny interested supplier must demonstrate by way of a Statement of Capabilities that it meets the following minimum requirements:\n1. The supplier is required to have experience measuring elements (including toxic and trace metals) in human milk using inductively coupled plasma MS using an Agilent 8800 triple quadrupole MS or equivalent (https://pubmed.ncbi.nlm.nih.gov/35218192/).\n2. Providing technical support as required.\n3. At least Five (5) years of experience measuring and interpreting data related to toxic and trace elements in human biological samples, including human milk.\n\nContractor’s Obligations\nUnless otherwise specified, the Contractor must use its own equipment and software for the performance of this Statement of Work.\n\nLocation of Work, Work site and Delivery Point\nThe work will be completed at the contractor’s facility, by the contractor’s staff, and using the contractor’s equipment and consumables. Results and reports will be delivered electronically, remaining biospecimens will be returned to the MIREC Biobank using a method agreed upon by the technical authority and the contractor.\n\nContract duration\nThe estimated contract period will be 5 month(s), with a proposed start date of 2026/10/26.\n\nTrade agreements\nNo trade agreements are applicable to this solicitation process.\n\nReason for limited tendering\nA contracting officer can use limited tendering for specific reasons outlined in the applicable trade agreements. The reason for this contract is described below: None.\n\nNotice type: Advance Contract Award Notice.\nProcurement method: Non-Competitive.\nSelection criteria: Not applicable.\nCommodity - UNSPSC: 41110000 Measuring and observing and testing instruments.",
