"text": "BELIZE\n IDB CLIMA: Strengthening Marine Ecosystem Resilience by enhancing Wastewater\n Infrastructure in Caye Caulker\n (BL-L1051)\n\n Request for Information Notice\n\n\nBelize Water Services Limited (BWS) is the national water and sewerage utility company responsible\nfor improving the lives of customers by delivering cost-effective and sustainable supply of high-\nquality water and wastewater services, in an environmentally and socially responsible manner\nthroughout the country of Belize. With the financing from the Inter-American Development Bank\n(IDB), BWS is interested in procuring the services required for the Design, Supply and Installation\nof a Wastewater Treatment System, including an MABR Wastewater Treatment Plant and\nVacuum Sewer network at Caye Caulker (Appendix 1 Table 1).\nThis request for information (RFI) seeks to identify the availability, particularities, and/or operational,\ntechnical, functional, and commercial characteristics, as well as the qualifications and experiences\nof potential bidders interested in participating in the procurement process. The information provided\nwill be used exclusively for market research by BWS and will not be subject to any public disclosure.\nNote that this RFI is for market research only and will not be used to prequalify or evaluate firms and\nwill not give any respondent an advantage in future procurement. Any costs incurred in preparing\nresponses to the RFI or attending any virtual meeting will be solely at the responsibility of the\ninterested companies.\n\nAs part of the Program, BWS intends to procure the supply, installation, commissioning and training\nfor a vacuum wastewater network and a Membrane Aerated Biofilm Reactor (MABR) in Caye Caulker.\nThe procurement is currently envisaged to comprise two (2) packages, with the first package being\nfor the procurement of Goods containing three (3) Lots while the second package encompasses the\nprocurement for Works made of two (2) Lots (presented in Appendix 1 Table 2). Bidders may be\nawarded more than one Lot, subject to demonstrating adequate technical, financial, and\nimplementation capacity. Regardless of whether the Lots are awarded to one or several providers,\nimplementation of the wastewater network and wastewater treatment plant is expected to proceed\nin parallel, with systems to be completed within a common implementation period of approximately\n48 months from contract effectiveness.\n\nThe proposed investments are expected to include, among other things, wastewater vacuum\nnetworks with vacuum valves and chambers; vacuum station with a full set of equipment with\nbackup generators, fuel storage and spares; MABR wastewater package plants; control systems,\nmonitoring and communication systems; civil works; and other equipment and services necessary\nto provide reliable collection and optimum treatment of the influent wastewater from the beneficiary\ncommunities and environment. Additionally, the contracts will also include a comprehensive training\nprogram for BWS staff for the Operations and Maintenance for all systems within the project scope.\n\nThe procurement of these goods and works will be carried out through an International Competitive\nBidding with open to all companies or consortia interested from IDB member countries. The bidding\nprocess (including a prequalification process) is expected to take place during the last quarter of\n2026, following the IDB's Procurement Policies and will be published both on the Inter-American\nDevelopment Bank’s Procurement Portal and on procurement.gov.bz/opportunities. Therefore,\n\nBelize Water Services (BWS) is interested in receiving the following information before 2:00 p.m.\n(Belize time) on 25th October 2026, at the email address: [official response address omitted].\n\n1. Company profile and relevant experience. Brief company profile and relevant experience in\n wastewater systems with a focus on the wastewater vacuum system and MABR treatment\n systems. Present technical characteristics (catalogues) of goods identical or like those to be\n produced.\n2. Financial capacity and qualification requirements. Provide information on your company’s\n financial capacity, including annual turnover, access to financial resources or working capital,\n and any other information you consider relevant. Based on your experience, please also provide\n views on appropriate minimum financial qualification requirements for the proposed\n procurement, including annual turnover, liquidity, and other indicators of financial capacity.\n Include any technical, financial, or legal requirements considered indispensable for\n participation in the procurement process.\n Also, provide payment conditions, guarantees, and delivery times for the commissioning of the\n goods and the characteristics of the after-sales services of the goods offered.\n3. Key personnel requirements. Views and required experience on the key professional that\n should be required for successful contract implementation, including project management,\n wastewater process engineering, electrical engineering (experience with renewable energy),\n mechanical engineering, instrumentation, control & automation engineering, operational\n technology engineering, environmental, social, and occupational health and safety expertise.\n Considering the indicative implementation period, please also comment on the availability of\n sufficient qualified personnel to execute multiple Lots concurrently in the event that a Bidder is\n awarded more than one Lot, including which key positions could reasonably be shared across\n Lots and which would require dedicated personnel for each site.\n4. Local participation and subcontracting. Comment on potential activities that could reasonably\n be undertaken by Belizean firms, local workers, or community members, including civil works,\n transportation, logistics, site preparation and other support services.\n5. Environmental, social, health and safety requirements. Mention the company experience\n implementing projects subject to international financial institution ESHS requirements,\n particularly in coastal areas, remote and Indigenous communities.\n6. Request views on supply-chain risk mitigation. Please comment on practical documentation,\n traceability, manufacturer declarations, and due-diligence measures that could be incorporated\n in the bidding documents to address supply-chain integrity risks without creating unnecessary\n barriers to participation.\n\nThe responses to this request for information from interested companies will strengthen the\nselection and contracting process, which will be carried out in accordance with the IDB’s\nProcurement Policies.\n\nA virtual meeting will be held on the 07th, October 2026 at 10:00 am to present the project in greater\ndetail and provide an opportunity to Q&A. Interested firms may join through the following Microsoft\nTeams meeting link:\n\nNeither this request for information nor the provision of information within this framework\nconstitutes a legal agreement, nor does it obligate the Program or any of the interested parties in any\nway regarding the information requested and provided, as it corresponds to a market research\n\nprocess prior to the aforementioned procurement process. The submission of information in this\nrequest should not be considered as a prior participation instance in the selection process referred\nto in the previous paragraph.\n\nAll information provided to the Program by interested parties, voluntarily submitted, is considered\nconfidential and cannot be made available to third parties for their use, unless it is information made\npublic by its owner in any other way.\n\nThe requested information must be presented in English.\n",
