Terms of Reference [Terms of Reference normally contain the following sections: (a) Background; (b) Objectives; (c) Scope of the Services; (d) Training (when appropriate); (e) Reports and Time Schedule; and (f) Data, Local Services, Personnel, and Facilities to be provided by the Procuring Entity.] 1. BACKGROUND The Rizal Memorial Sports Complex (RMSC) was inaugurated in 1934 to host the Far Eastern Championship Games and has since served as a premier venue for sports training and competitions in the Philippines. Following reconstruction after World War II, the complex has undergone various renovations over successive decades. In April 2017, the 9.4-hectare complex was declared a National Historical Landmark by the National Historical Commission of the Philippines (NHCP) and recognized as an important cultural property by the National Museum of the Philippines. This designation places the site under the protection of the National Cultural Heritage Act and underscores its significance as both a sporting venue and a heritage landmark. The Philippine Sports Commission (PSC) now seeks to engage a qualified consulting firm to prepare a comprehensive, sustainable, and culturally sensitive Conceptual Master Development Plan for the redevelopment of the complex. This plan will serve as a long-term twenty (20)-year framework to guide the preservation of heritage structures, the enhancement of landscape and infrastructure, and the optimization of facilities for modern sports, administration, and public use — ensuring that the RMSC remains a nationally significant, functional, and culturally valued sports landmark. 2. OBJECTIVES The main goal of this project is to develop a comprehensive, sustainable, and highly actionable twenty-year Conceptual Master Development Plan for the redevelopment of the RMSC. To achieve this, the selected Consultant shall fulfill the following six (6) specific objectives, all at a conceptual level of detail: Objective 1 — Balance Heritage Conservation with Modernization Provide conceptual-level guidance for the protection of the historic Art Deco facades and structures of the RMSC, in strict compliance with National Historical Commission of the Philippines (NHCP) and National Museum guidelines, ensuring all proposed interventions preserve the complex's declared status as a National Historical Landmark under Republic Act No. 10066. Identify smart adaptive reuse strategies, at the conceptual level, that seamlessly integrate world-class, high-tech sports infrastructure and media spaces within the preserved heritage shells, without material alteration of heritage-significant fabric. Objective 2 — Maximize the Constrained 9.4-Hectare Spatial Footprint Optimize the landlocked 9.4-hectare site through innovative vertical zoning and flexible, multi-functional conceptual architectural layouts that maximize utility (water, sewer, power, and telecommunication) within the existing footprint, without outward expansion beyond the established complex boundaries. At the conceptual level only, identify upgrades needed for core arenas, tracks, and fields to meet the technical, safety, and capacity standards of international sports governing bodies — including FIBA (basketball), FIFA (football), and World Athletics (track and field) — without expanding the complex outward. Objective 3 — Solve Urban Traffic and Improve Accessibility Develop a comprehensive traffic and logistical management plan to address bottlenecking on Pablo Ocampo Sr. St., Adriatico St., and Quirino Ave. during major events, including vehicular flow simulation, ingress/egress design, and event-day crowd management protocols. Prioritize a Transit-Oriented Development (TOD) approach by creating safe, walkable, and direct pedestrian linkages to the LRT-1 Vito Cruz Station, reducing vehicular dependence and improving spectator and athlete access. At the conceptual level only, identify smart parking solutions — including multi-level or underground parking structures — to eliminate peripheral street congestion and illegal parking on surrounding public roads. Objective 4 — Separate Public Event Zones from Athlete Quarters Design clear, secure zoning that completely separates high-traffic public areas from the private training and living quarters of national athletes, establishing distinct access hierarchies, perimeter controls, and security checkpoints for each zone. Guarantee uninterrupted and secure access for national athlete pools to sports science facilities, medical rehabilitation, and dining areas, ensuring their daily training routines are not disrupted by concurrent public tournaments or commercial events. Objective 5 — Build in Climate Resilience and Flood Mitigation At the conceptual level only, engineer the site to withstand Manila's seasonal flooding by incorporating subsurface rainwater catchment systems, advanced stormwater drainage networks, and permeable paving across high-runoff surfaces, consistent with the sustainability provisions of RA 12009 and DENR environmental regulations. At the conceptual level only, identify future-proofing measures for critical mechanical, electrical, and utility installations above historical flood lines, and embed energy-efficient and green building technology concepts aligned with BERDE or equivalent certification standards, as required under the Green Public Procurement provisions of RA 12009. Objective 6 — Ensure Operational Viability During Redevelopment Draft a smart, phased construction timeline ensuring that elite athlete training and essential sports operations at the RMSC continue with minimal disruption during redevelopment, with clearly defined operational buffer zones, temporary facility arrangements, and scheduling protocols for each construction phase. 3. SCOPE OF WORK The scope of services shall encompass all professional, technical, and support activities required to deliver a complete Conceptual Master Development Plan for the RMSC, at a conceptual level of detail throughout. The work is organized into four (4) sequential stages. Stage 1 — Site Analysis, Visual Resource Audit & Post-Occupancy Evaluation (Months 1–2) The Consultant shall undertake a thorough investigation of the existing site, including but not limited to: Compilation and review of all previous surveys, as-built plans, and documentation related to existing site conditions, as provided by PSC. Conduct of drone aerial surveys and ground photographic documentation to validate topographic data, site boundaries, existing building footprints, vehicular and pedestrian networks, and significant trees. Visual Resource Audit (VRA) to identify key visual elements, areas of cultural and aesthetic significance, and design opportunities. Post-Occupancy Evaluation (POE) of existing PSC office structures to assess performance during occupancy, suitability for continued active use, and potential for relocation. Assessment of carrying capacity of the complex for current and proposed uses. Conceptual-level evaluation of existing infrastructure and utilities to determine suitability for sustainable interventions (rainwater harvesting, stormwater management, rain gardens, bio-swales, bioengineering, and renewable energy systems). Confirmation of budgetary requirements and clarification of the extent of development work with PSC. Preparation and presentation of a comprehensive Site Analysis Report to PSC, including full text, graphics, and preliminary design examples. Deliverable: Comprehensive Site Analysis Report with drone survey documentation, a scaled topographic model for workshop use, and a formal presentation to PSC. Stage 2 — Stakeholder Charrette / Workshop (Month 2, plus two weeks for documentation) On-site walkthrough prior to the charrette to familiarize participants with current site conditions. Facilitated discussions on development constraints, potential, vision, goals, target users, zoning, carrying capacity, amenities, and sustainability considerations. Preparation of a physical massing model (scaled 1:500) as a planning tool for use during the workshop (billed as a direct reimbursable cost). Collation of all inputs and production of an Initial Conceptual Master Plan framework within two (2) weeks following the charrette. Deliverable: Charrette documentation report including all inputs, outputs, and the Initial Conceptual Master Plan framework. Stage 3 — Conceptual Master Plan Development (Months 3–5) Based on the site analysis and charrette outputs, the Consultant shall develop two (2) Conceptual Master Plan (CMP) schemes for review and direction by PSC. Each scheme shall address, at minimum: Overall PPP redevelopment scenarios and phasing (conceptual level; excludes detailed financial/feasibility modeling). Site perimeter treatment and security network. Entry driveways, main spine, and complex entrances. Vehicular circulation network. Pedestrian circulation network. Parking area to accommodate peak event demand. Back-of-house, service, and security circulation routes. Incorporation and adaptive reuse of existing facilities where determined to be retained (see Section 4). Conceptual utilities layout for the entire site: power, water, sewer, and telecommunications. Sustainability measures (rainwater harvesting, green stormwater/flood susceptibility management, rain gardens, bio-swales, bioengineering, renewable energy accommodation, solid waste management, and sewage treatment) — at the conceptual level. Colored and scaled conceptual master plan drawings, schematic sections, elevations, and aerial and ground-level perspectives. Conceptual formation levels and profile sections for the site. Conceptual architecture massing, as relevant to the overall CMP. Development cost estimates (schematic/order-of-magnitude level) and proposed phasing. The Consultant shall present the two CMP schemes to PSC for review, comments, and direction. Following feedback, the Consultant shall finalize the preferred CMP and deliver two (2) sets of colored hard copies and three (3) USB drives containing all presentation materials from all stages of work, including massing models. Deliverable: Two (2) CMP schemes presented to PSC; Finalized Conceptual Master Plan with all supporting documentation and a two (2)-minute computer-generated 3D fly-through of the proposed master plan. Stage 4 — Development Framework & Additional Deliverables (Months 5–6) Following PSC's approval of the Final Conceptual Master Plan, the Consultant shall prepare the Development Framework translating the approved CMP into an implementable twenty (20)-year guide, together with the remaining presentation deliverables. This Stage may run concurrently with the finalization of Stage 3 and shall be completed within the 180-calendar-day contract period. The Development Framework shall include, at minimum: Twenty (20)-year phased development framework identifying short-term (Years 0–5), medium-term (Years 6–10), and long-term (Years 11–20) implementation packages for the approved CMP. Implementation and phasing schedule for each package, sequenced so that elite athlete training and essential sports operations continue with minimal disruption throughout redevelopment. Order-of-magnitude cost estimates and indicative funding or PPP modality per phase, at the conceptual level only; detailed financial and feasibility modelling is excluded. Institutional and regulatory roadmap identifying the permits, clearances, and NHCP and National Museum endorsements required at each phase, and the responsible offices for each. Design and development guidelines governing heritage treatment, building height and massing, materials and finishes, landscape, signage, and sustainability standards to govern subsequent detailed design. Recommended monitoring indicators and review intervals to enable PSC to track implementation against the framework over the twenty (20)-year horizon. Two (2)-minute computer-generated 3D fly-through of the approved master plan, rendered in full high definition and delivered in a playback-ready format. Incorporate all PSC comments and revisions arising from the Stage 3 review, and present the complete package to PSC management. Deliverable: Twenty (20)-year Development Framework with phasing, order-of-magnitude costing, and development guidelines; two (2)-minute 3D fly-through video; and two (2) sets of colored hard copies and three (3) USB drives containing all materials from all stages of work. 3.1 Stage Approval by PSC Management Each Stage of the Scope of Work shall be subject to the written approval of PSC management before the Consultant may commence the succeeding Stage. Upon completion of a Stage, the Consultant shall submit the corresponding deliverables to the Project Technical Working Group (TWG), which shall evaluate the submission and endorse it, together with its recommendation, to the Head of Procuring Entity (HoPE) or his or her duly authorized representative for approval. PSC shall act on each Stage submission within five (5) working days from receipt of the complete deliverables. Where PSC returns a submission with comments, the Consultant shall revise and resubmit within five (5) working days from receipt of the comments, at no additional cost to PSC. The review period shall run anew upon each resubmission. The Consultant shall not proceed to a succeeding Stage without the written approval of the preceding Stage, except where PSC issues a written instruction to proceed on a provisional basis in order to preserve the contract schedule. Any work undertaken by the Consultant in advance of Stage approval shall be at the Consultant's own risk and cost. No milestone payment under Section 8 shall be released for a Stage that has not been approved in writing in accordance with this Section. Approval of a Stage shall not relieve the Consultant of responsibility for errors, omissions, or non-conformity with this Terms of Reference subsequently discovered in the approved deliverables. 4.
