La procédure sera conduite par mise en concurrence internationale en utilisant un Appel d’Offres tel que défini dans le « Règlement de Passation de Marchés de la Banque mondiale pour les Emprunteurs sollicitant un Financement de Projets d’Investissement (FPI), édition de septembre 2025 » (« le Règlement de Passation de Marchés »), et ouvert à tous les Soumissionnaires de pays éligibles tels que définis dans le Règlement de Passation de Marchés. 4. Les Offres seront évaluées conformément au processus d'évaluation défini dans le dossier d'appel d'offres. Les pondérations suivantes s'appliqueront aux Critères notés (y compris les facteurs techniques et autres que le prix) : 50 % pour l’offre technique et 50 % pour le coût de l'Offre. 5. Les Soumissionnaires éligibles peuvent obtenir des informations supplémentaires auprès de l a Cellule des Projets Routiers à Financement Conjoint (CPR-FC) et examiner le Dossier d’Appel d’Offres à l’adresse indiquée ci-dessous, durant les heures de bureau, de 9 heures à 15 heures . 6. Le Dossier d’Appel d’Offres en français peut être acheté par tout Soumissionnaire éligible intéressé en formulant une demande écrite à l’adresse ci-dessous contre un paiement non remboursable de 150 000 (cent cinquante mille) francs CFA ou 300 (trois cents) euros . Les Soumissions doivent être remises en version physique, soit un (01) original et quatre (04) copies pour la proposition technique et un (01) original et quatre (04) copies pour la proposition financière dans des enveloppes séparées et marquées comme telles. Les versions numériques seront remises sous clé USB (contenant les versions Word et PDF pour la proposition technique et les versions Word, PDF et Excel protégées par mot de passe pour la proposition financière). Chaque clé USB sera placée dans l’enveloppe scellée correspondante et les soumissions devront être transmises à l’adresse ci-dessous, au plus tard le 24 novembre 2026 à 11 heures précises. La procédure sera conduite par mise en concurrence internationale en utilisant un Appel d’Offres tel que défini dans le « Règlement de Passation de Marchés de la Banque mondiale pour les Emprunteurs sollicitant un Financement de Projets d’Investissement (FPI),\nédition de septembre 2025 »\n(«\nle Règlement de Passation de Marchés\n»),\net ouvert à tous les Soumissionnaires de pays éligibles tels que définis dans le Règlement de Passation de Marchés.\n4. AU CURRENT PAINS AND GAPS The AU has deployed the SAP Travel Management Module without the DSA calculation component resulting in DSA being manually calculated by excel by the respective payment processing Division of the Directorate of Finance. The same also affects the imprest retirement process. SAP users are not able to generate financial statements from SAP system. SAP users want the budget execution report to be reviewed and enhanced. SAP users are creating manual reports in excel. Fund availability is being done manually by all Departments. MERITS OF IMPLEMENTING REQUIRED FUNCTIONALITY Efficient DSA calculation process thereby reducing the risks resulting from human errors Timely retirements of imprests. OBJECTIVE OF THE SERVICE The objective of the assignment is to implement the functionality (Section 4) mentioned above.
