Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.\nThe CAMARINES SUR POLYTECHNIC COLLEGES now calls for the submission of short-listing documents for Professional Services/Contract includes 1. Architectural Design (including Interior Design, Landscape Architecture Design, Roadway and Parking); 2. Structural Design; 3. Electrical Engineering Design; 4. Sanitary Engineering Design 5. Mechanical Engineering Design (including ACU and Elevator); 6. Electronics Engineering Design; and 7. Fire protection and alarm system design.\nNote: The Contractor/Professionals must be guided from the design parameters and the required Technical/supporting documents to be submitted. Short-listing documents of interested consultants must be duly received by the Bids and Awards Commitee (BAC) Secretariat on or before October 6, 2026; 1:30 in the afternoon at BAC Conference Room, 3rd Floor. Qualification and competence of staff 40%\n100%\nBidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009.\nBidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.\nThe CAMARINES SUR POLYTECHNIC COLLEGES shall evaluate bids to determine the Highest Rated Bid using the Quality Based Evaluation/Selection (QBE/QBS) procedure.
